BACKGROUND The City purchased th e Skerrilt House in order to preserve the buildin g as an historical sit e. Th City was successful in securi ng gran ts from the Co lorado Stat-, ;-;;s 1orical Fun d for a hi storica l as sessm ent rev iew and for stabili za ti on of th e st ru cture. However a numb er of fac tors, including serious environ mental probl ems and dama ges to th e structure and its mec hanica l systems, ilave resulted in th e costs fo r rehabilitati on of th e stru ctur e havi ng increased to th e point th at ii is not rea li sti c for the City to fund those costs in a period of declining ca pital fund reve nes. After consi dering options fo r th e property, in clud ing demolition of th e stru cture, CPI sub mitt ed an opti on 10 purchase the Skerrill Hous e that wo uld allow CPI lo marke t the properly 10 third parties that wou ld purchase an d rehabilitate th e stru ctu re for a use permiued under th e curre nt R-3 zoning. CPI woul d assist the purchaser to secure funding, incl ud ing th ~ possibl e transfer of th e Ci ty's grant irom th e Stale Histo ric Fund for stabilization of th e structure. Introduction Major Environmental Services, Inc. was contracted by the aty of Englewood to conduct a limited biological growth (Mold) survey at the Skt:'rritt House located at 3560 South Bannock street, Englewood Colorado. Samples were collected on May 21, 2002 for laboratory ana~'Sls . II. Purpose and Scope The purpose and scope of the survey was to collect a sufficient number of biological growth (,;,old) samples to determine the types and location of the various mold spores. 'The aty will use the results to protect the health and safety of its employees . Ill. Background A. Bulldlng Struc:ture The Skerritt House Building Structure was reported to have been built by Mr. Thomas Skerrttt In 1865. There have been several renovations since. The Historical Society plans to restore the structure. It Is a wood frame structure with a basement, main level and an upstairs apartment added later. The pitched roof Is asphalt shingles . B. Cause A pair of water lines burst sometime during the winter months flooding three levels ot the house. As soon as the water was shutoff, the building was stripped of flooring materials a11d fans brought in ID dry It out. C. BK>loglcal Growth The biological growth was observed throughout the structure, the most obvious were the black molds upstairs along the baseboard, the white mold on the floor joist In the basement and the gray mold on the wall paper In the first floor bathroom . Heavy concentrations of Ulodadlum and moderate Penldlllum/Asperglllus were detected in the upstairs bedroom. Analysis of the white mold or the basement Indicated very heavy Ulocladlum, heavy Penicllllum/Asperlglllus, moderate myxotrichum, and light Cladosportum. Analysis of the gray mold on the wallpaper In the ,-,..t.h room on the first floor indicated very heavy Penlcilllum/A:;pergillus and moderate Cladosporlum . • •• • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • {~~ • • • .. IV. Methodologies and Protocols A. Protocol The Protocols used were combinations of the suggested sampling by the EPA 402-K-01-001. March 2001, Air-0-Cell manufacturers protocol and suggestions provided by Hygela Laboratories . B. Sample Collection Six air samples and three bulk samples were collected. The bulk samples included one each of the black mold, white mold and the gray mold . The air samples were collected from all three levels and one outside ambient. See tables one and two for the locations and analytical results . c. Analytical Results Summary The results of the air analysis indicate presence of Penicillium/Asperigillus, Cladosporium and Basidlospores on all levels of the house with the greatest concentrations In the llvlng room. The outside ambient sample was collected on the northwest corner of the house, a slight breeze was coming from the northwest. As It turned out, the point where the sample was collected is where the water exited the house . The result probably does not represent a true ambient. V. Results and Conclusions A. No Threshold Limit Value* There are no mandated actions specific to molds and indoor air quality required by any State or Federal Agencies. The U.S. EPA Indoor Air Qu11!;ty website states: Standards or Threshold Limit Values (TLV 's) for airwme concentrations of mold, or mold spores, have not been set . Currently, there are no EPA regulation or standards for airborne mold contamination . B. Properties of Molds Which Potentially Pon a Threat tD Human Health• Molds can elldt a variety of health responses In humans. Toe severity of the Impact depends upon the type and amount of mold present as well as the susceptlblltty and sensitivity of the Individual experiencing mold exposure. Humans are exposed to molds via Ingestion, lnhalatlon and skln contact with mold or mold Infested material. Although molds are IMng, multiplying organisms, they do not have to be alive to cause adverse health effects. Here Is a list of mold components known to elicit a response In humans: 1. YolatHe Organic Compounds, Molds produce a large number of volatile organic compounds. These chemicals are responsible for the musty odors produced by growing molds. Volatile organic compounds also provide the odor In cheese, and the "off" taste of mo!d Infested foods. Exposure to high levels of volatile organic compounds, from any source, such as Industrial work places, can Irritate the mucous membranes and affect the central nervous system, producing such symptoms as headaches, attention deficit, Inability to conce'ltrate, and dlzzlness. 2. AflemeDI -Due to the presence of allergens on spores, all molds studied to date have the potential to cause an allergic reaction In susceptible humans. Allergic reactions are believed to be the most common exposure reaction to molds. lhese reactions can range from mild, transitory responses, like runny eyes, runny nose, throat Irritation, coughing, and sneezing; to severe, chronic illnesses such as sinusitis and asthma. 3. Mycotoxins, Some molds are capable of producing, mycotoxins, natural organic compounds that are cap.,ble of initiating a toxic response In vertebrates. Molds known to potentially produ-:e mycotoxlns and which have been isolated In Infestations causing adverse health effects lntlude certain species of Acremonlum, Altemaria, Asperglllus, Chaetomlum, aadosporium, Fusarium, Paedlomyces, Penicilllum, Stachybotrys, and Trlchoderma. 1 li !::i llst k not all-Inclusive. Currently, the specific conditions that cause mycotoxins production are not fully understood. The U.S. EPA recognizes the mycotoxins have a tendency to concentrate in fungal spores and that there is limited info,·matlon curre ntly available regarding the processes Involved in fungal spore release. As a result, the agency is currently conducti ng research on Stachybotrys chartarum in an effort to determine the environmental conditions required for sporulatlon, emission, aerosolizatlon, di~;emination and transport of Star.hybotrys into the air • Potential Health Effects of Molds* Certain health effects, such as those related to allergic reacti ons like irritation of the eyes, nose and throat, dermatitis, exacerbation of asthma and respiratory distress have been proven to be associated with mold exposure . Other reported effects such a fever, flu-like symptoms, fatigue, respiratory distress, have been proven to be associated with mold exposure. Other reported effects such as fever, flu-like symptoms, fatigue, respiratory dysfunction (including coughing up blood), excessive and regular nose bleeds , dizziness, headaches, diarrhea, vomiting, liver damage, and impaired or eltered immune function have been identified in persons who have been exposed to mold via inhalation. However, limitations in existing science hinder the ability of researchers to conclusively cite mold exposure as the cause of these health effects. Similarly wh i!e kidney damage, infertility, reproduct ive cycle disruption, and neurotoxlclty have been reported in animals exposed to molds under laboratory conditions, no evidence of these effects has been noted in humans . The extent to which an individual may be affected depends upon his or her sta~e of health, susceptil>IWcy to disease, the organism with which he or she came in contact, and the duration and St.-verity of exposure . Some people experience temporary effects that disappear when they vacate infested areas . In other, the effects of exposure may be long term or permanent. Systemic infections caused by molds are not common . Normal , healthy individuals can resist 5ystemlc infection from airborne molds. Those at risk for systemic fungal infection are severely immunocompromlsed individuals such as those undergoing chemotherapy, individuals who have had organ or bone marrow transplants, and persons with HIV/AIDS. D. Hazard Reduction* All Molds under proper conditions and concentrations are capable of aoversely affecting human health. Therefore, It is dear, tihat reduction and prevention of mold exposure is needed to decrease the risk of damage to human health. Small amounts of mold are always present in the air. The key to decreasing adverse health affects from mold exposure is to prevent the germination and growth of mold on indoor surfaces . Individuals, landlords, building maintenance personnel, architects and builders need to know effective means of avoiding mold growth which might arise from lifestyle choices or maintenance and construction practices. Likewise, effective means of location and remediating existing mold growths are paramount to decreasing the health affects of mold conm rni natlon E. Challenges With Regard To Setting Exposure Limits* Unfortunately, due to the variances In personal sensitivities and the vast array of molds (by some estimates over 100,000) it has been impossible to set e;:posure limits for molds that can be applied to all humans . Research regarding exposure limits and the effects of ingested molds Is readily available. However, due to the limitations of currently available science, few studies exist regarding the exposure limits and effects of inhaled molds on individuals . This Is due primarily to the absence of biomarkers specific to molds . Biomarkers are chem ic als in the body which have a particular molec11lar feature that make it posslhle to measure if an individual has been exposed to disease causing organisms as well as the progress of disease or the effects of treatment. At present time there are no know biomarkers that can prove that an individual has bee n ex posed to molds . Therefore, traditional means of proving the correlatlo11 between exposure and symptoms is Impossible . The lack of blomari<ers lim its our ability to genuinely link indoor mold exposure to specific ill r esses. New York Oty Department of Health Guidelines explain: "(:,)usuceptibility varies with the genetic predisposition , age state of health, and concurrent exposures . For -• •• . -• • • • • • • • • • • • • • • • F. ~Jr· • • • •/ • this reason, and because measurements of exposure are not standard ized and biological markers of exposure are largely unknown , It is not possible to determine 'safe' or 'unsafe' levels of exposure for people in general. The Skenitt House is located at 3560 South Eannock, Englewoood, Colorado . It was con structed in 1865. The city of Englewood plans to preserve the build ing alter an extensive restoration . Major Environmental Services, Inc . conducted the survey in January 2000 . The residence was one of the first structures built in the area , reported to be 1865, by the "Father of Englewood." The Ske rritt House has undergone al lea,: two major renovations . Because of these and other renovations throughout the lite of the building . several asbestos conta ining building materials(ACBM) have been incorporated inm ihe structu •~. These mater ials include plaster, wallboard , heating duct insulation, a faux brick veneer, floor tile, and a black tar sealer . Lead based pa int {LBP) has also been identified on the enti re exte garage . It is a w'lOden frame structure . Two alterations were completed in about 1910 and 1940, lncreasln~ the size from about 500 square feet to approximately 1100 square feet on the main floor, 350 square feet on the second floor and 850 square feet In the dugout b3sement. Heating systems chan~ed as building use changed . Originally, the house was heated by fireplace and pot bellied stove. A furnace was inst.1lled in the basement dugout, as well as duct and heat reg isters when the size of the building was increased. Later, two srr.all apartments were renovated . They were heated by radiant wall heaters. A forced air furnace was installed to heat the main part of the house . The electri ca l system was Installed the walls during the 1940 renovation. At this t:me, plumbing was also installed. Lead was used in the drain pipe Joints . When the baseme,1t was dug out, foundation walls of cinderblock and brick were installed . In a large part of the basement, a plaster cover was applied. The roof is in disrepa ir and appears to be asphalt shingle. The garage appears to have been built during the 194a renovation. It is a two-story building made of block foundation and wood structure . The roof is also asphalt shingle . The exterior of both structures is a wood lap siding . The windows are sash weight with glass an d are sealed with caulking . The paint is in poor cond ition. The flooring materials on the main floor and the second floor are adhered to the wood floor with black mastic. Sampling and Analytical Procedures Random bulk samples, representative of the suspect asbestos oontainlng building materials of each homogeneous area, were collected according to the guidelines published in OSHA 29CFR1926 .1101 and 1910.1001 , and EPA's Asbestos in Buildings , simplified sampling schemes . Representative sampling is based on the following criteria : l . The distribution of the suspect material throughout the homogeneous area 2. The suspect material 's physical characteristics and application . 3. Random sampling patterns determined for each homogeneous area Suspect materials sampled and Analyzed should be considered to be representative of materials ,n homogeneous area If: l. They exhibit similar physical characteristics 2. The application of the sampled material can be correlated to the application of unsampled material Bulk samples oollected were analyzed utilizing the Environmental Protec'.ion agency's ~ the Determination of Asbestos In Bulk Building Materials (EPA 600/R/116, July 1993) and the MrCrone Research Instjtute's The Asbestos Particle Atlas as method references. Bulk samples were collected on the inspection date(s). Analysis of the bulk s;,mples was performed on the "date reported ", as listP.d in the bulk sample analysis report. Samples were analyzed by Reservo irs Environmental Services , Inc . Reservoi rs Environmental Services, Inc. Is accred ited by the NVLAP (Lab Code 1896) and partic ipates in the NVLAP and AIHA Bulk Asbestos Sample Qual ity Assurance Programs . Once 30 homogeneous areas were identified , a total of 86 samples were collected . Of the 86 samples oollected anc analyzed , 42 were of fri able material and 44 were of non-friable materia l. The suspect materials sampled were plaster, wallboard, tape and compound, thermal system insulation, caulking, sealer, mastic , floor tile , linoleum and decorative material. Roofing samples were not taken . Notes on Report Format Suspect materials alike in appearance and application were sampled as homogeneous areas . Suspect mate ri als were divided into three classifications : 1. Surfac in~ materi al : sprayed or troweled onto structu ral build ing member 2. Thenmal systems iI1sulation : any type of pipe, boiler, tank or flue Insulation 3.
