AN ORD! ANOE APPROVING PLANNED DEVELOPMENT AMENDMENT 5 FOR
SWEDISH MEDICAL CENTER.
WHEREAS, the Englewood City Council approved the Swediah Medical Planned
Development in 1989 with additional amendments approved in 1!18!:t, 1990, 1992 and
1993 ; and
WHEREAS , Sw edish Medical Center filed an application for Planned Development
Amendment 5, to the Swedish Medical Center Planned Development; and
WHEREAS, the proposed Planned Development Amendmen t 5, conmte of an
addition of approximately 21 ,000 square feet of surgical and critical care support area;
and
WHEREAS. the proposed Planned Development Amendment 6, affects the main
entrance to the hospital which is located at 601 Ea.at Hampden Avenue; and
WHEREAS , the overall project erpands the critical care unit to 46 beds and adds
16 ,000 square fe et for new operating room facilitiea within the 21 ,000 square foot
expansion; and
WHEREAS , the Englewood Planning and 7.oning Commission held a Public Hearing
on January 9, 2001 , reviewed the Planned Development Am endment 5 and
recommended approval of Swedish Medical Center Planned Development Amendment
5 :

ENGLEWOOD , COLORADO , AS FOLLOWS :

The Plannin g and Zoning Commission considered the Swedish Medical Center Planned
Devel opment Amendment 5 at a publ ic hearing on January 9, 2001. No members of the
publi c were present at the hearing. The Commission vo ted to forward the PD Amend ment
• to City Council with a recommendation for app roval.

BACKGROUND

The Swedish Medical Center Planned De elopment was origina ll y appro·,ed by City
Council as Resolution umber 30, Series of 1989. Four amendments tc, the PD have
occurred: Resolu tion umber 4,. Series o 1989, Resolution Number 78, Series of 1990,
Resolution umber 59, Series of 1992, and Resolution um er 26, Ser ies of 199 3.
The Planned Developmen t Ordinance was repea l ed as a result of the adoption of the
Planned nit Development Ordinan c~ in 1996 . This repeal did not ch.1nge the sta tus of
existing Planned Developments. Change~ to existing Planned Developments are to be
made under the procedure~ that were applicable to the initial approval of the Planned
Development.
Swedish Medical Center is unable to accommodate surgical demand in the nine operating
rooms within the main surgery departme nt. Many surgica.l cases are complex and lengthy,
resulting in the surgery schedule being booked fa r in advance and late into the night. Also,
operating rooms are smaller than necessary to accommodate current technology. The
intent of the expansion is to accommodate surgical demand in a shorter timeframe in an
up-to-date facility .
ANALYSIS:
Amendment S proposes the additio n of appro ximate ly 21 ,000 square feet of surgical and
critical ca re services space to the hospi tal. The main sur gica l departmen t is proposed to
project out over the hosp ital 's main entrance at 501 East Hampd , venue and spans the
Ci Ditch . A structural support column for the span is proposed within the City Ditch right-
o f-way. The Utility Department requires a Ditch Crossing Agreement for the building to
span the right-of-wa y and an Encroachment greement for the co lumn to be loca ted within
the City Ditch right-of-way . Concurren t with this Amendment, the applicant is working with
the Utility Departme nt to pr epare these Ag re ements for City Council approval . Anticipated
date of completion of the Agreements is expected to coin cide with the Publ ic Hearing date .
Amendment 5 meets the intent of the Planned Development Ordinance by providir,g for
expa nsion of an approved use that is comp tible with adjacent uses .

REQUEST:
The Applicant is requesting appro al of an amendment to the exis ting Swedish Medical
Center Planned Development for an addition of approximately 21,000 square fee t of
surgical and cri tical care support services space .
RECOMME DATION :
The Communi De elopment Department recommends tha t the Planned Development
Amendment be approved , conditioned on City Council approval of an encroachment
agreement for location of a strul:tural support column within th e City Ditch right-of-wa y.
LOCATIO OF PROPERTY:
The ubject property is located in the area bounded by South Logan Street on the west,
East G irard Street on the north, South Clarkson Street on the east and East H ampden
Avenue on the south . The surrounding area is zoned R-1-C and R-3 to the north, R-3 to the
east and west, and B-2 to the south.

PROCEDURE:
The Plann ed Developm ent Ordinance was repealed as a re ult ol th doptl n of t
Planned Unit Development Ordinance in 1 996 . This rep eal did n t h.1n
existing Planned Developments . Changes to existing Planned D .., lopm
made under the procedures that we re applicable to 1he initial ppro"al
Development.
The Plann i ng Commission is re quired to hold a Public Hearing on the prop
Development. The recommendation of the Planning Commission to approv , or d n th
Planned Devel opmen t must be forwarde d to City Council within 30 da s o th Pub!I~
Hearing. City Council may choose to hold a Public Hearing on th e propo d Flann d
Development, or City Council may act upon the recommendation of the Pl~nnin
Commission withou t holding a Public Hearing .
BACKGROUN D:
The Swedish Medical enter Campus Planned Development , as ongmall appro ec b
City Council as Resolu · on umber 30, Series of 1989, and amenoed by City Coun ll as

Number 59 , Se ries of 1992, and Resolution umber 26, Serie s of 1993 .
Swedish's main surgery de p artmen t is currently configured with nine operating rooms and
canno t accommodate surgical volume demand . With the hospital's focus on trauma ,
neurosurgery and orthopedics, many su rgical ca~es are complex and lengthy, resulting in •
the surge ry schedule being booked up far in ad an e and late into the night. Also , the size
of the surgical rooms is smaller than necessary to accommo date current technology . The
intent of the expansion is to accommodate the sllrgical demand in a shorter timeframe in
up-to-date facilities .
DEPARTMENT A D AGENCY REVI EW:
Building and Safety: None.
Engineering Services: No drainage study or additional drainage facility des ign are required
as the expansion occurs entirely within the e,cisting Swedish Medical Center campus .
Additional roof runoff must be collect ed m ro of drains and then conveyed to existing
on-site storm s wer faciliti s.
Fire : No comments. Fire issues have been addressed prior or will be addres ed during plan
review .
Community Development: See Analysis section of this report.

Traffi c A cons tructi on traffic/parking plan i required as part of the building p rrni1
process .
Utilities: o permanent buildings, footings , or foundations can be located within or
encroach upon the easement. Concerning building spanning the easement , a
minimum vertic.al distance or 20 feel between the ground surface of th e easement

the easement. The applicant is concurrently working with the Utilities Department to
prepare an encroachment agreement for the third column (highlighted in yellow).]
ANALYSIS:
In eviewing a Planned Development amendment the following standards are to be
applied :
1. Uses permitted . The u e of th e property which is th e su bject of the Planned
Development, shall be a Perm i tted Princi pal Use in th e Zone D is trict in wh ich the
Development is loca ted , or a use permitted pursuant to othe r provisions of the Zoning
Ordinance .
Th e proposed expansion is consistent with the existing de velopment within
the campus . The expans io n of the use is permitted in both the R-3 and 8-2
zone districts.
2. The Planned Development shall be consistent with the intent of the Comprehensi1 :-
Plan and the poli cies therein .
This proposed Planned Development amendment is consister.t with the goals
of the Comprehensive Plan for the East Hampden Commercial corridor.

nei ghborhood in which the corridor is located .
To improve the visual ;r pects along these commercial uses .
To encourage majo, , -:evelopment and a variety of uses in these areas .
Furthermore, the consistency of th e overall Plann ed Development has been
e tabl 1s h d through the approval of the origi nal PD and the four subsequent
amendments . The Comprehensive Plan recogn izes the long-range expansion
of the Medical Center and notes that i t wou l be a catalyst for further
redevelopment.
3. The Planned Developmen t's relationship to its surroundings shall be considered in
orde r to avoid a jverse effects to the exis tin g '¼n d poss ible futu , e d velopment caused

The majori ty of th site is in the R-3 Zone District. R-3 landscaping star,dards
in effec t at the time of the adoption of Amendment 4 required 25% of the
total 'lte 10 be landscaped. This tandard has been applied to the entire
development. With the propo d surgical/critical care xpansion, the
percentag of land cape coverage for the entire site is reduce d from 28 .35%
to 27 .33 %. Th refore, th e o rail cha nge still mee the 25% minimum
landsc ape requir ment.

5. Th P m1,n ber of off, tree t parking paces in the proposed development shall not be less
than the requirem nt of mpreh nsive Zoning Ordinance.
The Cil y's mi nimum parking tandard for a hospital is one space for every
two beds , plus one spa ce for every two employees on duty. The proposed
surgical and cri ti al care e pansion will result in an increase of IO bed s.
Swedish Hospital is licensed for 368 and the 10 critical beds are already
included within the ho pital 's total number of beds . The employee count is
not expected to increa e with the proposed e pansion . Therefore no
increas e in parking is required for the proposed ame dment.
As part of the proposed expansion alker Parking Consultants co nducted a
parking supply/deman d study . The study considered all Swedish Hospital
campus users , including emp lo yees, medical office building employees,
doctors, patients, visi tor s and other parking users . The study demonstrated a
current demand for 2, 1 89 parking spaces with 2, 196 available parking spaces
on the campus . The study oncluded that "future growth at Swedish Medical
Center will con tinue to dri e increases in parking demand . Some changes in
the parking supply are ne ded in the immediate future to provide for the
current an d future park ing shortage evident on the Swedish Medical Center
cam pus ." To this end, construction of approximately 233 additional parking
spaces is under wa y at South Emerson Street and East Hamden Avenue {the
former Englewood Garden Center), bringing the total parking supply to
approximately 2,429 spaces. This supply is projecte d to be adequate through
2005.
It should be noted th at under the proposed amendment the size and location
of required handicapped spaces at the ma in hospital entrance would be
upgraded lo mee t curre nt City standards . lso , as with Amendment 4,
Swedish Hospital has committed to arrange temporary off-ite parking for
cons truction personnel.
6. Site Plan . The approving agencies shall be sati fied that the site plan for the Planned
Development meets all the following requirements :

a. If the proposed de,elopmenl incl udes multi-iamil or nonre idential buildings or •
structures and 1s adjacent to a single-fami ly resid ntial us di trict, the development
shall contain a buffer .

b. Within the Pl anned Development, sufficient space must be provided between
building and struct ures, gi ing consideration to their intended u e, their location,
design and height, the placement and x1enl of facing window areas, and the
topography and other such other natura 1 features as will assure privacy and a
pleasant environmenL
The proposed surg ical and criti cal care expansion to the Medical
Center blends with the existing Medical Center as approved on
pre ious amendments and is consistent with the character of the
neighbo rhood .
c. If the area of the developr.,ent is such that an internal circulation system is
necessary, such a system hall be designed for the type of traffic that will be
gene rated, and all curbs at entrances and other ac cess points shall ha e ramps to
facilitate acce)S for the handi apped and bicycles.
The proposed amendment does not modify the existing configuration .
The existing internal circula ti on system remains unchanged since the
configu ration proposed in Amendment 4 has not been 1mplemen1ed .
d. Bic c e and pedestrian trails are to be provided where the City bi de and /or trail
plan or the Regional Bicycle Transportation Plan shows such trail or trail corridor.
Bicycle and pedestrian tr ails are not proposed for this expansion .
e. The site plan shall provide fo r th e maximum preservation of natural drainage
areas , vegetation and other de sirable fea ture s.

3. THAT testimony was received from Senior Planner Langon , on the history of the
Swedish Medical Center Planned Development and the subsequent Amendments
thereto . Ms. Langon also testifi ed that the proposed amendment was reviewed b
the Ci s Development Revie Team . Ms . Langon cited one outstailding issue
concerning the City Ditch and that an encroachmen t agreemen t is being prepared
concurrent! with the amen nent
4. THAT testimony wa s received from Mary hite, CEO of Swedish Medical Center ;
Richard Taylo r, Inte ri m Chief Operating Officer of Swedish Medical Center; Glenn
Garland of Carter Burgess; and Dan cCraw, General Superintendent and Safety
Coordinator of Bovis Lend Lease . Mr. Taylor testified regarding the overall project;
expanding the critical care u ni t to 46 beds and adding 15,000 square feet for n'?W
