WHEREAS , this fall, CDOT will begin reco nstructing the 1-25 Southea ·t Corridor;
and
WHERE . dns projed i.e expected to take from five to seven years to complete; a nti
.RF S, there will be a s1gnincant impact on the tranaportation syateme
" e Southeast Corridor as well as other areas in Metropolitan Denver,
incl uding the Santa Fe Drive, Hampden Avenue and Broadway corridore; and
WHEREAS , CDOT recogni.u• that lntelligent Transportation Syatem (ITS)
measure are neceBBary to manage traffic in the corridors during this extended
construction period; and
WHEREAS , the Federal lud,way Administration requires, as a condition of
receiving Federal ITS funds and spending thoee funds on ITS project activitiee with
local partners, that COOT develop and ex cute a Memorandum of Understanding
(MOU) with all partnership organiiations; and
WHEREAS, CDOT de.ires to ent.er rnto n agreement with the City of Englewood
for the purpoee of sharing infonnat.ion and upgrading and/or providing equipment
necesaary to facilitate the develop ment of the CTMS at no co-t to the City of
Englewood;

PR OJECT OVERVIEW
COOT is currenUy working on two major ITS projects. The first is Iha Colorado Transportation
Man agement System (CTMS). which is underway and encompasses l'l number of statewide ITS
integration acbviUes . The CTh1S builds on the ITS systems a.nd architecttJre developed In recant yea rs
dunng the state-funded f 'evised Model Deployment Initiative (RMDI). The second is Iha 1-25 Southeast
Corridor project. This Is a S1 .5 biRion program lo provide capacity and transit improvements to the 1-25
corndor from soutn Denver through the Denver Technologlcal Center (OTC) In the southern suburbs, tne
most heavily traveled segment of interstate highway In Colorado. ITS planing activities for that project are
m progress as COOT realizes that active ITS measures wiff be required to operate and mange the corridor
over the required five to seven ar constn.Jction period.
The onginal language attached to the FYOO Cong ressic.r 11ty Designated Earmark calls for the project
funding to be used within Arapahoe and Jefferson Countiei: • , the Denver area. As a large portion of the
Southeas t Corridor (SEC ) projecl passes lhrough ArapaMe 1..ounty, the first com ponent of Ille project w ill
focus on start-up lntegratlon activities fo r e SEC. That · ,. will concentrate on development of center•
to-center (C2C) inle aces between C OOT and the foUowir .. J ogencies, all of wnich currentty participate in
ongoing as~ forces planning the SEC projecC

earnest Early integration will allow comdor agencies to share information, manage incidents , pool
survelll ance data and other r esources, and determine efficient methodologies with which to disseminate
traveler ,nform auon to the public . Simply stated , the funding for th is project will be used to help mitigate
the impact of the SEC construction worr..
Pend ing FHWA approval. COOT may also use a component of the funding to help accelerate
development of the Colorado Transpor1auon Mamsgement Center (CTMC) to Colorado Spnngs Interface;
a project which is nderway as part of the CTMS. The Colorado Springs Traffic Operations Center

The purpose of lh is project is o develop a C2C interface and communlcabons link between the CTMC
and Colorado Springs TOC (CSTOC). The link would allow the CTMC 2nd CSTOC to monitor and
operate each olher's ITS field eciuipmenl subject to lhe establishment or operational agreements between
COOT and e Cuy or Colorado Springs T'i e llr,k would also allow the transmission cf traffic and incident
data between the two centers and provide for hu,nan resource shanng efficiency in that CTMC perscMel
will be ava il able to ass ist the City ir. n ,l)nitoring Iha Colorado Springs system durin off-hours. The CTMC
Is a 24 hour/7 day operation while the CSTOC Is normally staffed between the hours of 6 AM o 6 P on
wee days
The ATMS at lhe CSTOC controls cameras, ATR and VMS . In addition , the City operates a separate
Traffic Signa l Controli (Tse=) system , wh ich conlrol the Crty of Colorado Springs and some COOT Region
2 signals . but ,s not in tegrated into the ATMS . This project will elude Integration of the traffic control
sys tem and ATMS ; followed by integratJOn of the combined sys em to th& CTMC . The 0roject will aadress
several major Issues including :

The first of these tasks enhances and modifies th e CTMC ·central" video systems, communicati ons and
architecture to allow for improved operations and easier sharing ol video between COOT and its partners.
COOT will determ in e the hardware and software requirements needed to estab lish successru1
corr,munieati ons and control between the existing and new (year 2000) cameras and the CTMC, including
the required m odifications to the central video systems and architecture requ ired to facilitate easier video
sharing between COOT and its partners. Later. the planned modifications will be designed and
implemented.

Next, COOT w ill develop NTCIP-compllant d rivers 10 communieate with its VMS signs, develop a system
to bring additional traffic count data into the CTMC multi-modal database, and continue to develop and •
en hance the central component of th e HAR . VM S broadcast tax and oth er information dissemination
subsystems .
Th e kiosk and In ternet integration task follows a similar deploymen t path . The intent of this Integration
activity is to develop a more robust kiosk/Internet system , which w il l be more user-friendly and will allow
fo r the inclusion of additional displays and scr eens as they are developed .
The work under the Denver area communications task includes procurement ol end-to-end hardware as
requi red to light an existing fiber optic network in the Denver area wh ich in cludes physical links between
the ro llowin g facilities : 1 I CTMC : 2) Region 6 HOV node building #1: 3} Coors Field (City of Denver): 4]
Aura ria TOC (City of Denver); 5] Region 6 ; 6] COOT Headquarters; and 7] C ity of Lakewood.
Additional work wh ich COOT will undertake within th is project in cl ude m iscellar,eous integration activities
such as lhe incorporation of port of entry data into the multi-modal database; further development of th e
E-9 11 system cu rrently be in g developed with th e Denver Police Department; an additional interface to the
Co lorado Sta te Pa trol as their computer-aided d ispatch system comes on line; and additional interfaces to
other fi eld equipmen t systems . Again , these rep resent key bu il ding blocks toward ultim ate, successful
SEC integration .

Staff recommends Council approval o f a Bill fo r an Ordinance to approve a Memorandum of
Understanding (MOU) w ith the Col orado D epartment of Transp ortation (COOT). This agreement
docume nts the arrangement and responsibilities of the City of Englewood and COOT for the 1-25
Sou theast Corridor Colorado Transportation Management System (CTMS).
BACKGROUND, ANALYSIS, ANO ALTERNATIVES IDENTIFIED
This fall, COOT will begi n re constructi ng the 1--5 Sou the ast Corridor. This project i s expected to take
from five to se ven y ears to complete. There will be a si gnifica nt impact on the transportat ion sys tems
alon g the So u theast Corridor as well as oth er ar eas in Metropo litan Denver, includin g the Santa Fe
Drive, Hampden A enue an d Broadway corridors.
COOT re cogni zes tha t Intell igent Transportation System (ITS ) meas ures are necessa ry to m anage traffic
i n th e corridors during th is extende d construction period. The Fe deral Highway Administration requires,
as a co ndition o f receiving Fede r al ITS funds and spending those f unds on ITS project activ ities w ith
lo cal partners, tha t COOT develop an d execute a MOU with all partnership organizatio ns .
COOT desi res to enter into an agreement with th e City of Englewood fo r the purpose o f sharing
i nformation and upgrading and/or prov iding equipment necess ary to iacilita te th e development of t he
CTMS al no cost to the C i ty oi Englewood.
