HomeMy WebLinkAbout2001 Ordinance No. 049• • • ORDrNANCE NO. -!I!]_ SERIES OF 2001 BY AUTHORITY COUNCIL BILL NO. 62 INTRODUCED BY COUNCIL MEMBER ORAZULIS AN ORDINANCE APPROVING AN [NTERGOVERNMENTAL GRANT FOR THE STABILIZATION OF THE THOMAS SKERRITT HOUSE BETWEEN THE COLORADO STATE mSTORICAL SOCIETY AND THE CITY OF ENGLEWOOD. WHEREAS. the Englewood City Council authorized the purchase of the Thomas Skerritt House and the surrounding four (4) Jots located at 3560 South Bannock Street in order to preserve this historically significant site by the paaaage of Ordinance No . 16, Series of 1999; and WHEREAS. the City applied for and received a Colorado Historical Fund gn1nt to conduct a biatorical assessment of the property in 1999: and WHEREAS, the City funded an environmental assesoment of the building and a civil survey of the property; and WHEREAS, the City applied for and received a second Colorado Historical p-ant for $80,000 to remove hazardouo materials and atabilize the building from further structural deterioration; and WHEREAS , the paseage of this Ordinance will authorize acceptance of the ucond Colorado Hiatorical Society grant in the amount of $80,000 with matching funds of $40,000 &om the City of Englewood and another $40,000 from the Arapahoe County COBO grant which will be uaed to address the stabilization of the Thomaa Skerrit Houae in order to prevent further deterioration; NOW . THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO. AS FOLLOWS: Sl:.ctiim..1 -The City Council of the City of Englewood. Director of Library Services COUNCIL GOAL ANO PREVIOUS COUNCIL ACTION In 1999 City Council authorized the purchase of the Thomas Skerritt House and the surrounding four lots In o rder to preserve this historically significant site. In 1999, the C ity app lied for and received a Colorado Historical Fund grant to conduct a historical assessme nt of th e property. The City also funded an environmental assessment of the building an d a civil survey of the property. Following successful com p letion of th at project, in 2000, the City applied for and received this second C HS g rant for $80,000 to remove hazardous materials and stabilize the building from further st ructural deterioration. RECOMMENDED ACTION The Li brary Department recommends City Council approval of an Ordinance for acceptance of a grant awa rd of $80,000 from the Colorado Histo rica l Societv for 1he stabilization of the Thomas Skerritt House. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED As part of its mission to safeguard Englewood's historic heritage for future generations, the City in 1999 purchased the Thomas Skerritt house and surrounding four lots at 3560 South Bannock Street for $135,000. As a first step towards its eventual rehabilitation , the C ity was awarded a $10,000 Historic Structures Assessment grant by the Colorado Historical Society that ~ame year. The firrn of Andrews & Anderson was selected to conduct this study, and the City hired Major Environmental Services. Inc. to conduct a simultaneous inspection of suspect lead-based paint and asbestos• containing buildi n g mate r ial in the Skerritt house. These combined stu dies identified several areas of concern . The structure has been damaged as a result of water infiltration and settling of areas of the structure not supported by a foundation, an d the house c ontains both asbestos and lead-ba sed p aint. In 2000, the City was approved for a second CHS grant of S80,000 -with matching fu nds of $40,000 from the Ci and anot her $40,000 from Arapahoe County -to address the stabilization of the Thomas Skerritt House in order to prevent furth e r deterioration. This g rant addresses exterior concerns only, specifically removal/stabilizalion or lead-based paint and str uctural repairs including foundation. roofing. wind ws, siding. trim and painting. Ou!! to projected costs of repair, inlerior work will have to wait until a future date when more funds become available.
