AN ORDINANCE AMENDING TITLE I, CHAPTER 6, SECTION 2; CHAPTEBS 6B, 6D
6F , 6G, 6H, 61 AND 6J: OF THE ENGLEWOOD MUNICIPAL CODE OF 1985
PERTAINING TO DEPARTMENTAL ORGANIZATION.
WHEREAS, the acope of buaiJ, ..... change from time to time and bll8in .... m\18t

WHEREAS, the same is true of city , county, slate and netional aovernmenle; and
WHEREAS, the City of EnsJewood has a need to keep up with the chancini conditiona

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD , COLORADO, THAT:

ARTICLE C 11; DEPARTMENT OF COMMUNITY DEVELOPMENT
l-6G 11.•l : GENERAL RESPONSIBILITIES: The Department of Community
Development shall be responsible for the formulation, adminiotration and implementation
of all planning, environmental, housing, health, sanitation and redevelopment procra,na
within the City and shall enforce codes relating to said programs; ahall uaiat the City
Planning and Zoning Commission in preparation of the Master Plan for the phylical,
eocial and economic development of the City; shall inspect eubdivilion plats for compliance
with the Subdivision Code ; and shall assist the Board of Adju stment and Appeal& by
providing information nn d reco mmendations on matters consi dered by said Board .

Municipal Code 1986, is hereby amended by renumbering to Title I. Chapter 61, to read ae
follows:
l-6Gl•l: GENERAL RESPONSIBILITIES: The Department of Safety Services shall
oversee all police functions, including patroL inveatigations, the Reserve Police Force,
administration, community relations, appointment of Special Police, and animal control;
and all fire functions , including suppression, prevention , adminiltration, reacue and
ambulance services, enforcement of regulatory provisions, formulate and control a
hazardous materiala community reaponee plan, training and , olunteera; and all central
communications .
The titles "Director of Safety Services" and "Safety Ser"ices Director" are synonymous with
"Chiefof Police", "Police Chier, "Chief of Fire", and "Fire Chief' for all purposes under the
applicable laws of the State of cl,)orado and the United States of America.

Wastewater Treatment Plant.
~ Safety Clause• The City Council hereby finds, determinee, and doelarta
that this Ordinance is promulgated under the general police power of the City of
Englewood, that it is promulgated for the health, safety, and welfare of the public, and that
this Ordinance is necessary for the preservation of health and safety and for the protection
of public convenience and welfare. The City Council further determines that the
Ordinance bears a rational relation to the proper legislative object sought to be obtained.

or the application thereof to any person or circumstances shall for any reason be adjuctg ~
by a court of competent jurisdiction invalid, such judgment shall not affect, impair or
invalidate the remainder of this Ordinance or it application to other peraona or
circumstances .

inconaistent or conflicting with this Ordinance or any portion hereof are hereby repsalod 'o
the extent of such inconsistency or conflict.
~ Effect of reoeal or modificntion The repeal or modifiet t . ,.l ..,,f any provision
of the Code of the City of Englewood by this Ordinance shall not relen, ,, extinguish, alter,
modify , or change in whole or in part any penalty, forfeiture, or liabilit:,, either civil or
criminal , which shall have been incUJTed under such provision, and each provision shall be
treated and held as still remaining in force for the purpose• of sustaining any and all
proper actions, suit ,, proceedings, and ';Jl'l)secutions for the enforcement of the penalty,
forfeiture, or liability, as well as for th• purpose of sustaining any judgment, decree, or
order which can or may be rendered, ~ntered, or made in such actions , auita, proceedings ,
or prosecutions.
~ fiDlllly, Th e Penalty Provision ofE.M.C . Section 1-4-1 shall apply to each
nnd every violation of thi s Ordinance.

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
In May of 1990, Counci l approved Council Bill 18, Series of 1990, creating the Depar.me r,t of
Administrative Services by combining information technology functions with employee relations . In
early 1999, the information technology functions were moved to the Department of Financial Services.
A proposal to create a department devoted solely to information technology was disc~ssed at the May
6, 2000 City Council Retreat.
RECOMMENDED ACTION
Staff 59eks Council support of a bill for an ordinance amending Trtle 1 of the Englewood Mur ·ci pal
Code regarding the organization of City Departments . The ordinance would create a new department
in the organization to be known as "Information Technology." The ordinance would also re-name the
"Department of Admin istrative Services · to the "Department of Finance and Administrative Serv ices· to
better reflect the department's functions .
BACKGROUND, ANALYSIS AND ALTERNATIVES IDENTIFIED
In order to keep up with the changing pace of technology, staff feels It is necessary to have the City's
Information Technology functions concentrated in one department. Information technology currently
falls under the jurisdiction of the Department of Financial Services . The proposed ordinance calls for
the creation of a new department that encompasses information technology and telecommunications
functions. The department will be respons ible for maintaining the City's computers, network systems,
and telephone services .

There are no financial impacts foreseen as a result of th is ordinance .
