WHEREAS, the Englewood City Council paued the City of Englewood Comprehensive Plan in 1979 ; and WHEREAS, the Englewood Comprehensive Plan provides policies guiding actions affecting the City's physical development; and WHEREAS, in March of 1997, the Board of Directors of the Denver Regio,.181 Council of Governments (DRCOG) approved a strategic growth plan for the aix-eounty metro-area entitled Metro Viaion 2020; and WHEREAS. the City Council of the City of Englewood, Colorado paaeed a Reeolution No. 48 , Series of 1999, supporting the Denver Regional Council of Gove:-nment (DRCOG) metro Vision 2020 Plan; and WHEREAS, the propos,d amendment adda goals and objectives for five ol tlie lix Metro Vision 2020 "Core Elements" to Englewood's Comprehenaive Plan; and WHEREAS, the sixth Core Element, "Free-Standing Communities" wae not endorsed by Englewood's Planning and Zoning Commission because that element pertains mainly to outlying communities such aa Castle Roel<, Brighton and Longmont; and WHEREAS, the passage of this proposed Ordinance would amend the Englewood Comprehensive Plar. to provide a regional context for the anticipated updating of the Plan. The Council amended tho Plan to include the regional Urban Gn.,wtt, Boundary, by Resolullon In April 1999 and then by Ordinance in :· :tober 1999 . Council has amended the ComprR h•l~&iv(' Plan at least five times over twenty years. In related Council action, Council apprvv ~d \he Metre Mayors Caucus "Mlle High Compacr on June 26, 2000. The Compact endorses the Regional Plan, MetroVision 2020, and commits Englewood to updating and standardizing our Comprehensive Plan by including particular elements . REQUEST: Stuff requests City Council approve on first reading an Ordinance amending Englewood's Comprehensive Plan to include a Regional Plan element. Staff also requests that Council schedule a public hearing on August 21, 2000 to take public comment on the amendment recommended by Englewood's Planning and Zoning Commission . BACKGROUND: MetroVlslon 2020 was approved by the Board of Directors of DRCOG (Denver Regional Council of Govomments) in March of 1997. MetroVlsion 2020 sets the direction for regional planning to preserve and improv~ the quallty of life along Colorado's urbanized front range corridor. MetroVision 2020 documenis a twenty year vision for where new development should occur, sets goc1ls for Open Space acquistion, guides transportation investments and expresses goals and objectives on environmental issues like clean air and water. Supplementary plans on many of the topics have provided research and implementation strategies . Englewood's 1979 Comprehensive Plan notes a few Issues of regional concern, namely transportation and air pollution . A 1999 Englewood Comprehensive Plan amendment added another important regional issue : "Extent of Urbanization." The current amendment adds a comprehensive Regional Plan developed cocperatively by local governments with the assistance of the Denver Regional Council of Governments . The proposed amendment adds five of the six MetroVision 2020 "Core Elements" to Englewood's Comprehensive Plan . The "Free-Standing Communities" Core Element wa~ not endorsed by Englewood 's Planning and Zoning Commission . That element pertains mal ;,i•t to the communities of Castle Rock, Brighton and Longmont. The five elements that are endorsed for Englewood include : 1. Extent of urban development (previously approved) 2. Open space 3. Balanced mullimodal transportation system 4. Urban centers 5. The Pimllc Hearing on MetroVlslon 2020 was held Mey 16, 2000. Th9 Planning lilt! Zoning Commission voted unanimously to recommend that Counqt, approve i.n Ordinance adopting the Regional Plan as an element of Englewood's r Compreht 1Sive Plan. No public attended either the study sessions or the public hearing. The Findings of Fact from the Public Hearing were approved June 27, 2000. ANANCW, IMPACT: The proposed Regional Plan element does not contain specific projects.
