AN ORDINANCE AUTHORIZING AN AMENDMENT TO THE ENGLEWOOD TOWN
CENTER PLANNED UNIT DEVELOPMENT DISTRICT PLAN ENTITLED
"PLANNED UNIT DEVELOPMENT SIGN S1'ANDARDS".
WHEREAS, the Englewood City Council approved the "Planned Unit Development
District Plan, Englewood Town Center PUD" by the passage o( Ordinance No. 82,
Series o( 1998; nnd
WHEREAS, Ordinance No , 82, 1998, approved the PUD District Plan with
conditions, condition No. 3, required the submission of a signage plan for Zoning
Commisrion review prior to the issuance of the first sign permitted within the PUD;
and
\VHF.REAS , the passage of this ordinance approves the sign standards for tbs
Englewood Town Center PUD; and
WHEREAS, the Englewood Town Center Planned Unit Development District Plan
Design Standards and Guidelines were created to provide site planning and design
direction based on the unique nature of the project; and
WHEREAS, the Standards and Guidelines help to reinforce the relationship of the
uses and establish the character of the development , a character that is also reinforced
by the signage ; and
WHEREAS, at the time of the adoption of the PUD , specific sign criteria for the
development bad not been developed ; and
WHEREAS, rather than leave signage consideration out of the Design Standards
and Guidelines, the current Comprehensive Zoning Ordinance sign regulations were
incorporated;
NOW, THEREFORE . BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD , COLORADO, AS FOLLOWS :

Development District Plan entitled "Planned Unit Development Sign Standards",
attached hereto as "Exhibit A," is hereby accepted and approved by the Englewood
City Council .
Introduced, read in full , and passed on first reading on the 7th day of August,
2000 .

Supported Values
The City encourases retail tenants and residential property owners to take advantage of the three-
dimens ional Siin criteria allowed by the "Creative Signs" standards . These standards give
preference to creative sig ns utilizing three-dimensional volume. unique angles, shapes, m~terials ,
color and liihting to express the character of the business and the surrounding urban
env ironment.
• The volume signs capture the viewer 's eye as heis:ie travels around the volume of the sign.
This creates longer and greater viewing of the business exposure while addini entertainment
value to the experience.
The rights of the retail tenants should not subordinate :Ile righll of their residential
neighborhood . The mix of retail and residential must respect the balance of the urban villagr,.
All areas expo sed to public view within and surrounding the Planned Unit Development (PUD),
will be reviewed by the Creative Siin Standards Criteria. Retail tenants. residential entry
identification and common areas shall avoid linear or boxy forms in preference of dynamic
curves , angles. mater ials and lighting of signs with volume.

graphics .
General Statement
The City of Eng lewood recognizes that signs within Englewood Town Center PUD are a necessary
means of visual communicat ion for the conven ience of the ;iublic and that it is the right of those
concerned lo identify their businesses or serv ices . The,efcre. the City encourages unique and
innovative urban signs and street graphics . not only to aid in the creation of shopp ing and
comms,cial areas but also to enhance and improve the chara cter of the PUD as a whole .

Signs must be structurally sound and constructed of high quality. durable materials appropriate
to an ortlan sett ing .
3.6.1.3
Si11ns must st,,ke a reasonable balance betwr,n the right of the individual to identify his or her
bus iness and the right of the public to be protected against the visual discord resulting from the
unrestr ilted proliferation of si11ns and similar devices .

Signs shou ld not obscure the vision of motorists , and/or compete or conflict with necessary traffic
signals or other regulatory devices .

Signs should be un iquely designed to create a harmonious relationship with the ir surrounding

Sign Requirements and the Oesillfl Review Process.
3.6.2.2
Sign Specifications
In order to help Tenants of the PUO design and install sill"s that perform these functions. the
City Counc il has deemed that proposed signs should comply with the spec ifications set forth in
Sections 3.6.6 through 3.6.1 I. Proposed sill"S that do not comply with these spec ifications may
be aporoved only where compliance with these specifications are not practical or feasible or
where they would prohibit a design solution that embodies the sp irit of this Ord inance .

Desilln Review Process
Prior to installin1 any si1n. the Tenant (or Owner or Authorized Agent) must complete th~ Desi1n
Rev iew Process .
l. Application far Review
Not later than seven (7) days after takin1 occupancy in the PUD . the Tenant shall submit
three (3) cop ies of the appl icat ion for the proposed si1n to the City. The application shall
cons ist of draw ings for the proposed sign and a copy of the perm it appl ication spl!C ified in
section 3.6 .3.1.
The City shall ver ify that the appl icat ion is complete. Any incomplet e appl ications
will be n,turned to the Tenant.
With in seven (7) days of n,ce iving the applicat ion . the City shall ver ify that the
proposed si an complies with th e spec ificat ions se t forth in secti ons 3.6.6 throu&h 3.6.11. and :
a. If the prop osed sign is found to comply wit h the spec ificat io ns . the City shall
forward the applicat ion to the Des ign Rev iew Board with in three (3) days .
b. If the proposed sign is found not to comply, the City shall not ify t he Tenant.
With in se•,en (7 ) days. the Tenant shall have the option to modify the design and r•apply
or to notify the City that he or she n,quests a vari ance from the speciil.:at ions .
In the latter case, within three (3) days the City shall subm it the appl ication and a
non -c omp liance n,port to the Design Review Board .
2. Design Review
All proposed signs shall be revi ewe d by a three-member Des ign Rev iew Board ('the Board')
cons ist ing of an inde pendent des ign professional appointed by the City Counc il, the PUD site
pla n Ar chitec t and the PUD Plan Admin istrator.
No late r than ten (I Q) da ys afte r rece iv ing all applicable mater ials from the City, the
Board shall review the propose d si gn and not ify the Tenant in wr iting of either:
a. Approv al in wh ich case the Te nant ,s sub ject to obta ining a perm it and subsequent
installa ti on of th e sign .
b. Re jection.
c. When rejec t ing a proposed sign . the Board shall list the reason; for the re jection .
3.6.2.4
The Tenant shall then have ten (10) days to either,
l . Subm it a new appl icat ion to the City and begin the Des ign Revi ew Process again.
The new ap pli cat ion can be fo r eit her a new des ign or for a vers ion of the ori1inal
des ign mod ifie d accord ing to the Board's comments : or
2. Beg in the appeals process as outlined in Sec tion 2: Adm inistration of th is PUD.
Sign Modifications
Any Tenant wish ing to mod ify an appr ov ed sign ,r ust co mplete the Des ign Revi ew Process set
forth in th is sect ion fo r the proposed mod ificat ion .

Supplemental si1n elements •~ •
Supplemental elements in addition to the primary sign may be included as part at the primary
si1n . The maximum area of supplemental si1n element! may be up to thirty (30) Plf'CIIII ol the
primary sign area . Secondary sign elements can consist of shapes that accent the sign visually
but do not pertain to the message of the primary sign. The5e elements may project beyond the
allowable volume at the discretion of the Oal1n Review Board.
J.6.2.6
Postal Address Requiremeflt
All storefronts must display a plainly visible and legible postal address. The address must be
located above the dew frame of the main entrance and must be made of vinyl-applied, painted or
foil leaf ch ara cters tt,ree (3) inches in height in a contrasting color to the surrounding mater ials .
Style and application of these addresses shall be uniform throughout the PUD .
J.6.2.7
Store front Signs
Sign Design Criteria for In-l ine Tenants Include:
• Sign height abov e floor: Bottom of sign to be 8' min imum .
• Letter size: Proportional letters required . See specific guidelines set within each of the four
('1) di fferent tenant sign types. Note: Letter dimensions of greater proportions may be
cons idered if, in the Des ign Review Board 's opin ion. the sign design is of exceptional mer it
and architectural quality.
• Loc ation on store fro nt : 15' maxi mum height from grade in mult i-tenant build i ngs and 8' •
minimum except window signs.
• Neon rheostat controls are to be integral with transformers for De5 ign Review Board's
adjust ment. No skeleton neon -all neon is to be backed by a solid shape or open metal
channel outlining on exterior signs .
• Box or cabinet type of signs are not allowed.
• Elec tri cal raceways are not to be visible .
• Signs must comp ly with all codes and regulat ions, must bear the U.L. label and must have
current sign pe rmits .

Si1111s Subject to Permits
It shall be unlawful to dis play, erect. construct. re locate or alter any sign without first filing with
the City an app li cat io n in writ ing, paying apol icab le fees and obtaining a sign permit. If a sign
has been displaye'1, erec ted, constructed. re lcc ated or altered without such pe rm it or not in
accordance with the terms of suc h permit. the sign mu st De removed within five (5) calendar
days of off icial not ic e.
When a sign permit has been iss ued by the City, it shall be unlawful to change, modify, alter or
otherwise deviate from the terms or co ndition s of said permit without prior approval of the City. A
written record of su ch approval shall be entere d upon the original perm it applicat ion and
maintained in the files of the City.

Application for Permit
Application for I si1n permit shall be made by the owner or tenants of the prQperty on which the
sl1n is lD be IOC319d, his or her authorized 189nt or a si1n contractor licensed by the City of
Ena!Nood , Such applications shall be made in writin1 on forms furnished by the City and shall
be sianed by the applicant. The City shall, within five (5) WOlking days of the date of the
application . either approve or deny the application • or refer the applicat ion back to the
applicant in any instance where insuffic ient informat io n has been furn ished .
If the City finds that work under any perm it issued is not in accordance with the informati on
supplied in the perm it applicat ion and/or is in violation of thi~ or any other pertinent ord inance:
or should it be found th at there has been any misrepresentat ion in connection with the
applicat ion for the permit, (i ncluding a non-suffic ient funds check). the sign owner, lessee or
erector shall be notified of such findings and that the violation must be correc:ed with in five (5)
work ing days of not ic e. If such correction is not made , the permit shall be revoked and written
notice thereof shall be served upon the sign owner of erector. No person shall proceed with any
part of such work after such notice is received . The owner, lessee of the si1n or the owner of the
property on wh ich the sign is located shall have the right to appea l the dec ision of the City in the
manner proved for in subsection 16·2·8A of the En&lewood Municipal Code.
If ac tu al work eith er on-or off-site is not commenced under any sign perm it issued with in sixty
(60 ) days from the date of such permit. the permit shall automat ically become null and void .
De lays which are not a result of willful acts or neglect of the contractor, owner or person
ob •ain ing th e permi t may be excused and the City may grant an extension of time in whic r, to
• 1rt of resume operat ions . All requests for extens ions and approval thereof shall be in writing .
When any permit has been re-10ked under the terms of this Section, permit fees sh all not be refunded.
3.6.3.2
Plans, Spec1ficatio1s and Other Oata Req uested
The appl icat ion for a sign permit issued by City shall be accompan ied by the following plans and
otner d ormation, The name, add ress and telephone number of the owner or person entitled to
pos:.;,::,',n of the sign and of the si1n contractor or erector: the location by street address of the
proposed sign structure : complete information as requ ired on applicat ion forms provided by the
City, including a sire plan and elevation draw in1s of the proposed sign drawn to scale , caption of
the proposed sign and such other data as is µertinent to the appl icat ion : plans indicating the
scope and structtJral detail of the work to be done , including details of all connections. guy lines .
supports and foot ings and materials to be used: application for an electrical permit for all
elec:rica l signs and the required informat ion for such applicat ion : and a statement of value or
cost of the sign .
3.6.3.3
Permi t Fees
A per mit fee shall be paid to the City for each sign perm it issued und er this Section. The permit
fee shall be in acc ordance with the fee schedule estab lished by :h e City Counc il.

I. All electr ic signs shall be constructed of non-combust ible material. An electr ic sian s~all be
ra in tigt,t, but serv ice holes ·fitted with waterproof covers may be provided to each
compartment of such sign . All electric signs instlllld or erected in the PUC shall "'6et or
exceed standards set by the Underwriters Laboratories, Inc.
2. No elec tric sign shall be erected or ma intai otd that d011 no! comp ly with City electrical code .
3. No electric eQu ipment or electrical apparal\Js of any ki nd that causes interference with radio
or telev ision reception sh all be used in the operat ion of an illuminated sign . Whenever
interference is caused by a sign that is unfiltered, improperly filtered or othe,wise defective
or by any other electrical dev ice or apparatus connected to the sian, a member of ih e Des ign
Re•1iew Board may order the sign disconnected unti l it is repaired.
Licens ing and Insurance Requiremen/3
Any person, firm nr corporation eng• in the business of installi ng, erecting , n,oving or
maintaining a sign in the City of Englewcod shall be duly licensed by the City.

Si1ns Not Subject to Pennits
No permit shall be reQui red to carry out maintenan ce to a conforming sign if no structural
changes are made .
The followi ng signs displayed for non-commerc ial purposes , may be erected and maintlinad
with in lhe PUC witho ut permit. Such si11 1s shall be in addition to all other signs permitted in the
PUD , providing such signs do not requ ire direct electrical wiring and conform to selbacks and
other physical characteristic reQUirl!ments of the designated PUC. Even though perm its are not
reQuired for the following signs, wall-mounted signs shall be located only in the sianable area
and window signs shall conform to th e spec ificat ions set forth in Sec ti on 3.6.8.3. This restrict ion
sha ll not app ly to holi day decorations or to short-term advertising as provided in su bsection
3.6.4 .11.

Holiday Decorations
Signs in the nature of decorations , clearly incidental and commonly asscciated with any national ,
local or religious holiday ; provided that such signs shall be displayed for a period of not mae
than s,xty (60) consecutive calendar days . Such signs may be of any type, number, area, heigh t.
locat io n, illuminat ion or animation and shall be located so as not to conflict with traffic
regulatory devic es.
3.6.4.5
Ideological Signs
Two id eolog ical signs not more than twelve (12) sq ua re feet in total sign ared.
3.6.4.6
Memorial Signs
Memor ial signs or tablets giving the name of bu ildin11 and date or erection , when cut into any
masonry surface or inlaid so as to be part of the building .

Public Signs
Signs required or spec ifically authorized for a public purpose .

Symbols
Symbo ls or crests of national, state, re li gio us , fraternal , professional and civi c organizations .
3.6.4.9
Con tra ctor Signs
A sign not more than thirty-two (32) square feet in tot al sign area , which names the contractors
or sponsors engaged in construcfon on the property where the sign is located .

1. Res idential uses shall be permitted one sian of not more than six (6) square feet per late In

Short-Tem, Advertising Signs
In add it ion lo other perm itted signs , Tenants may display short-term advert isiria signs, provided
such signs are limited lo window or wall-mounted signs . Short -term window signs shall not cover
more than ten (1 0) percent of the window are in add it ion to that specified in subsection 3 .6.8 .3.
Short-term advert ising si gns shall show the date installation or display and shall be lim ited 10 a
IWo (2) week per iod of display, after whith a permit shall be requ ired.

The fellowing signs may be displayed under the cond iti ons descri bed . upon granting a temporary perm it.

Special even t signs are perm itted in addition to all other signs allowed for a permitted use . Such
signs shall be limited 10 no more than eight (Bl feet in he ight . shall not exceed ten (10) square
feet in are and shall not be displayed for more than th irty (30) calendar days .
One spec ial even t sign may be permitted in add it ion to all other signs. Such si gn shall be lim ite d
to wall or wi ndow signs. Such sign shall not be more than twenty (20) square fee t in area and
sha ll not be displayed for more than thirty (30) cal ~ndar days.

Fabricat ion and installation shall comply with all applicable local, state and national electric
codes . All sianap materials shall be UL rated for exterior use . And , all signs ate subject to the
follow ing provisions :

3.6.8.l
Projecting Signs
A projecting si3n is a sign attached to and projecting from the building wall into a different plane
than that of the building wall. Generally, these a,e '-dimensional sc ulptural signs composed of
dimens iona l letters and iconic forms relat ing to Tenant's identity. (see examp le in 3.6.9.2)

3.6.8.3
Window Signs
Wind.rw signs shall not occupy more than ten (10) p•rcent of th e total area of the window in
which th•y are displayed . This t•n (10) percer.t maximum coverage shall Include all signs except
short-term advertising signs . Signs displayed twelve (12) inches or less from the interior of
windows shall be debited against !he !.(luare foot area allowed a perm itted use. Window sig11s in
winaaws above the ground floor are limited to le tters or logos, not to exceed four (4) inches in
cap height.
3.6.8.4
Wall-mounted signs
Aoy materia l th at coord;nates with the charac ter and design of the Tenant's storefront and
features the Tenant's name and/or logo in a flat, decorat ive. two-dimensional plane with 3-
dimens ional-looking painted, applied or carved/sculpted relief graph ics. Wall-mounted sign
graphi cs must consist of graphics in a r1imensional manner or dimensional graphics at least one-
half (l/2) inch thick. A border/reveal of at least three (3) inches must be maintained .
Rec:angular, box and flat si11ns are discouraged.
3.5.8.5
Canopies
S11ade and decorative structures over the storefront entry and/or windows must be constructed of
a ri gid metal frame with an exterior 11T3de fabric covering. Internally illuminated or non-
ill um1natad paniflex/plast1c canop ies are str 'ctly proh ibited .

These sians , referred to collectively as 'pon-pro1ectin& si&ns', include the following: individual
letter signs , wall-mounted si&ns . canopies , banners and fla&S . The maximum permitted area for
non-projecting signs shall be computed according to the following provisions:
l . Regular Shape . In computing the area of a sign, this section shall be administered usins
standard mathemaucal formulas for regular geometric shapes , including, without limitation ,
triangles . parallelograms. circles , ellipses or combinations thereof .
2. Irregular Shape . In the case of an irregularly shaced sign or a sign with letters or symbols
directly aff ixed to a bui ldi ng, the area of the sign is the entire area within a sin&le
cont inuous rectilinear perimeter of not more th an eight straight lines enclosing the extreme
limits of any writing, rep resentat ion, emblem or any fi gure of similar character, toaether with
any material or color forming an integral part of background of the display if used to
differentiate such sign from the backdrop or structure aga inst which it is placed.
3. More than One Element. The total surface area of non-projecting si1111s composed of more
than one sign element inc ludes the vert ical and horizontal spac ing between each element of
the sign .
4. Len,rh . The length of a non-projec ti ng sign shall not exceed fifty (501 percent of the
length of the wall or the width of th e leased space of the wall on which it is located,

5. Non-Projecting s,-,ns on Multi-Tenant Buildings. The total allowable area for non-projec!ing
signs on multi -tenant ouildings shall be based on th e length of a tenant's frontage, accord ing
to the following calcul at ion: (multiple frontages allow the same formula for each frontage )

Th us. a tenant with thirty-five (35 ) li near feet of frontage would have forty-two (42) square

6. Single-Tenant Buildings. The total allowab le area fo r non-projecting signs on single-tenant
bu ildings sha ll be based on th e ar ea of the building, according to the following calculation :

1,000 square feet.
Thus , a tenant occupying a 20 ,000 squar e-foot building would have 400 square feet of

Suspended Signs

July 18, 2000. TI1e Planning Commission previously approved the Englewood Town Center

RECOMMENDED ACTION:
The Community Development Department recomonends that Council approve on first reading

The Englewood Town Center Planned Unit Development District Plan Design Standards and
Guidelines were created to provide stte planning and design direction based on the unique
nature of the project . The Standards and Guidelines help to reinforce the relationship of the
u■ea and establish the character of the development, a character that is also reinforced by the
slgnage.
At that time of the adoption of the PUD , specttic sign criteria for the development had not been
doveloped. Rather than leave signage ccnsideration out of the Design Standards and
G~ldelines, the current Comprehensive Zoning Ordinance sign regulations were incorporated.
With ;!tc '1eslgn, architectural character, and details complete, the Foundation is requesting
that the slgnage standards and guidelines of the PUD be repealed and replaced with the
attached slgr,age regulations.
The proposed signage regulations differ from the current Sign Code by placing emphasis on
design rath9r than str''.1 requirements . The Standards create categories of uses with minimum
requirements . In addition to these categories, the Standard;; also define sign types spectticaliy
identttled for CityCenter. The most notabi ,, feature of the Standards is the Design Review

The Planning and Zoning Commission , In their dellbaretlona, offe red three amendments
concerning prohibited signs and references to joint Identification signs locations. Thne
amendments have been Incorporated Into the proposed sign regulations .
