HomeMy WebLinkAbout2000 Ordinance No. 072• ORDINANCE NO.~ SERIES OF 2000 BY AUTHORITY COUNCIL BILL NO . 76 INTRODUCED BY COUNCIL MEMBER BRADSHAW AN ORDINANCE FIXING THE TAX LEVY IN MILLS UPON EACH DOLLAR OF THE ASSESSED VALUATION OF ALL TAXABLE PROPERTY WITHIN THE CITY OF ENGLEWOOD , ,COLORADO, AND ESTABLISHING A MILL LEVY FOR THE ENGLEWOOD DOWNTOWN DEVELOPMEN'l' AUTHORITY . r I WHEREAS. it Jdte duty o£the City Council of the City of Englewood, Colorado, under the Englewood Home Rule Charter and Colorado Revised Statute&, to make the annual levy for City purposes; and WHEREAS, the City Council has duly considered the estimated valuati~: of all tho taxable property within the City and the needs of the City and of each of aaid leviea and has determined that the levies as hereinafter set forth, are proper and wiae; and WHEREAS , the following levies are permitted under Article X, Section 20 of the Colorado Constitution without a vote by the citizens; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF TH:-' , ':Y OF ENGLEWOOD , COLORADO, AS FOLLOWS : S!:i;tism.1. That there be and hereby is levied for the year of 2000, due and payable as required by statute in the year 2001, a tax of 5.880 milla on the dollar for the General Fund of the City of Englewood, Colorado, and 1.150 milla on the dollar for the Community Center Bond Fund Debt Service Fund of the City of Englewood , Colorado. A publ ic hea,11 ,g regarL ,, Proposed 2000 Budget was held on September 18, 2000. The operating budgets and Five Ye ar L.a pitai Plan for all City departments and funds was reviewed at a budget retreat held on &eptember 30, 2000, and follow-up review was done at a study session on October 9, 2000. RECOMMENDED ACTION Staff recommends Council approve this bill for an ordinance establishing the 2000 mill levy to be collected in 2001 . BACKGROUND, ANALYSIS , AND ALTF.i'INATIVES IDENTIFIED The City of Englewood assesses property tax for the general operations of the government and for the Community Canter Debt Service Fund . TABOR restricts the City from raising the mill levy without a vote of the citizens . This year's General Fund mill levy is unchanged from 1999 (5.880 mills). The 2000 levy is certified to Arapahoe County for collection in 2001. The Englewood Downtown Development Authority's mill levy is set at 4.397 mills as recommended and approved by the Authority. The net assessed value subject to the Englewood Downtown Development Authority mill levy for 2000 collected in 2001 Is $35,807,TT0 compared to an assessed value of $35,557,270 for 1999 collected in 2000. FINANCIAL IMPACT Based on the assessed valuation for the City of Englewood as certified by the Arapahoe County Assessor, the net assessed value of all properties in Englewood for 2000 is $372,130,950 compared to $365.467,61 o for 1999. The 2000 mill for General Fund operations is 5.880 mills and 1, 15 mills for the Community Center Debt Service Fund . The total mill levy is 7.030 for 2000 collected in 2001. The total amount budgeted for the General Fund is $2,158,000 (net of uncollectibles, abatements, etc.) . The amount budgeted for the Community Center Debt Service Fund is $425,000 {net 1Jf uncollectibieF . abatements, etc .).
