STAFF ANALYSIS TIils rezoning request came b efore the Planntng Commlsslon at the request of the Department of Community Development whlch had received mqulre regarding zoning and land use In the 3200 block of South Broadway. After further discussions at the staff level, a request for a Publlc Hearing for rezoning was presented to the Planning CommJsslon. The Planning Commlsslon scheduled the Public Hearing for . ovember 19, 1991. Prior to the Public Hearlr.g, staff Invit ed all businesses and property owners In the affected area to an lnfomiational meeting to dlscuss the pro posed re zoning and Its Im pact. Staff also presented the proposed r ezoning to the EDDA and the Chamber Gove rnmental Affairs Committee. As a r esult of these meetings, the boundaries of the proposed r ezoning were modifi ed. The auto-related conditional uses generated the most debate In terms of Its appropriateness near the ce ntral business dlstrlct. This debate was tempered by the fact that the Planning Commission does have more control over condltlonal uses than p emu,ted uses .
