WHEREAS , !he Cily of Enolewood has received a reque sl from lhe Swedish Medical
Cenler lo vacale a portion of an alley known as !he Soulh Logan S!reet and Soulh
Pennsylvania Slreel Alley between Easl Hampden Ave . and Easl Girard Ave .; and
WHEREAS , Swedish Medical Cenler has agreed 10 granting lo !he City of Englewood
add iti onal rlghl -of-way for vehicles 10 !urn around; and
WHEREAS, If !he grant is made no need shall exlsl for the portion 10 be vacaled ; and
WHEREAS, by vacating !his ponlon of real property !he Cily shall be encouraging !he
full developmenl of lhe Clly's resources ;

ISSUE/ACTION PROPOSED
Staff seeks Council approval of a Bill for an Ordinance vacating the east leg of the
hammerhead turnaround in the 3400 block South Logan Street/South Pennsylvania Street
Alley.
PREVIOUS PLANNING COMMISSION ACTION
The Planning Commission considered this vacation request at their November 10, 1992
meeting. Afte the staff presentation was made, Ms . Carol Williams, owner of the
apartment building at 3470 S. Logan Street, presented a letter to the Commission in which
she stated her concerns relative to the alley and recommendations to mitigate the problems
she identified . In the letter she suggested that a sign be posted at the entrance to the alley
indicating that the alley is a "dead end" or "no outlet." She further suggested that the alley
be monitored for any su:,;,icious activity by Swedish Security and Englewood Police.
Finally, she reques ted additional lighting in the alley hammerhead area for security and
sa fe ty reasons. These items were n oted by the Commission and added as furth er
recommendations to be included with the vacation recomm endati on . The Commission
v oted to recomme nd approval of the vacati on requ ~st. The actual votes were: eight
m e mb ers in fa vor, no me mbers in oppositi on, n-:-m embers absta ining, and one m ember
absen t.
PREVIOUS COUNCIL ACTION

vehicles, trash hauling service, and resid ent s of 3470 South Logan Str eet. Amendment s lo
the original Planned Development have be en approve d by City Coundl, th e lat es t being for
Medical Offi ce Build ing IV (MOB IV) in 1992.
At the City Co uncil meeting o f November 16, 1992, an encroac hment agreement was
approved granting temp orary encroachment rights for the constructi on of MOB IV, wi th the
und ers tanding that the east leg of th e hammerhead would be vacated , and an altern ate
dedication given, thus giving th e hammerhead a west/north ori entati on rather than the
present east/" •st orient ati on.
BACKGROUND
In 1988, SMC filed an application for approval of a Planned Developm ent that addresse d
structural improve ments and configurations on the Medical Campus. This PD w as
approved in 1989, and has now been amended on three occasions, the lates t being in 1992 to
allow for the construction of MO B IV.
Modifications h ave bee n apf'roved for MOB IV that require the vacation of a portion of the
existing hammerhead in the Logan /Pennsylvania all ey. In exchange for this vacated
portion, additional land will be dedicated for a modi fie d hammerhead . Originally, the
hammerhead was required as part of the PD approval in 1988 /89 and was necessary to
provide access and turning movements for emergency vehicles, tras~ removal vehicl.!s, and
for the convenience of the res idents at 3470 South Logan Street.
The modified hammerhead will provi de maneuvering and turning capabilities for vehicles,
but will ha ve a west/north orientation rather than th e east-west orientation that presently
exi sts.
STAFF ANALYSIS
MOB IV wa s approved by Resolution #59, Series of 1992. Minor modifications to the
footprint of MOB IV were approved by staff, which res ulted in an overall reduction of the
physical impact of the b uilding; however, the footprint mo1i fi cation now encroaches into
th e right-of-way dedicated for the eas t leg of the hammerhead .
FINANCIAL
There w ill be no fina ncial impact on th e City as a res ult of the vacation of the right-of-way.
