Crow COUNCIL COMMUNICATION Dzte Ageruh Item 12 f Subject Waste Transfer Surcharge Waivers June 7, 1993 !NTTIA TED BY STAFF SOURCE Department of Financial Services Department of Community Development Lorraine Hayes, Director of Financial Services ISSUE/ ACTION PROPOSED Staff seeks City Council approval of the attached bill for an ordinance allowing waivers of the Waste Transfer Surcharge for municipal clean-up projects. -PREVIOUS COUNCIL ACTION April 20 , 1987 : Ordinance No. 25 instituted the Waste Transfer Surcharge. STAFF ANALYSIS The Waste Transfer Surcharge instituted in 1987 imposes a surcharge of twenty cents on each cubi c y ard or portion thereof by each person disposing trash at a waste transfer facility . In the ordinance, the definibon of "person" includes any political subdivision of the •te. • In recent years the City has received annual requests for waivers of the surcharge for public purposes. The cities of Englewood, Sheridan, and Littleton, desire waivers of the surcharge for their annual "clean-up" programs. Staff recommends amending Title 4, Chapter 7 of the Englewood Municipal Code to add a section that waives the surcharge for Arapahoe County mtmicipalities conducting summer clean-up programs . The ordinance "sunsets" December 31 , 1995, so the waiver is effective only for the next~ summer seasons. FINANCIAL IMPACT • Potential annual revenues of approximately $1,000 would be lost.
