AN ORDINANCE AMENDING TITLE 2, CHAPl'ER 4, SECTION 2, SUBSECTION B, OF
THE ENGLEWOOD MUNICIPAL CODE 1985, RELATING TO THE PARKS AND
RECREATION COMMISSION.
WHEREAS, the Parks and Recreation Commi11ion ia compri1ed of n ine memben,
seven memben whose terms are four yean and two youth members whose term■ e,rpire on
June 1 of the year following their appointment; and
WHEREAS, due to the terms of the Youth Memben and frequent vacancies a quorum
of five is very hard to achi eve; and
WHEREAS, it is difficult for th is Board to hold their meetings and not have to
acljoum due to the lack of a quorum; and
WHEREAS, a quorum of four wo,dd allow this Board to h old more meetings while
maintaining the integrity of <he Board;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
E NGLEWOOD , COLORADO , AS FOLLOWS:
Swilm..L.....The City Council of the City of Englewood, Colorado hereby approves the
amending of Title 2, Chapter 4, Section 2, Subsection B, of the Englewood Municipal Code,
1985. Such amendment changes the Englewood Parks and Recreation Commission quorum
from five members to four members which is necessary due to the terms and vacancies of the
Youth Members, and shall read as follows :

2-4-2 : ORGANIZATION AND MEETINGS:

ISSUE/ ACTION PROPOSED
Staff seeks Council support for a bill for an ordinance amending the Municipal Code (Title
2, Section 2, Subsection 8, of the Englewood Municipal Code 1985), relating to the Parks and
Recreation Commission. This amendment will change the Englewood Parks and Recreation
Commission quorum from five members to four members.
PREVIOUS COUNCIL ACTION
Ordinance No. 39 , Series o~ 1990, amending the terms of office for the youth members.
The previous terms of office for the y outh members extended from October 1 of each year
to October 1 of the following year . The terms of office were chan.;ed by Ordinance No. 39,
Series of 1990 to begin June 1 of each year and expire June 1 of the following year.
BACKGROUND
The Parks and Recreation Commission addressed the issue -,f youth member terms in 1990.
The Commission was having difficulty getting youth members on the Board . The
·:ommission felt that the terms of office may be conflicting with student's schedules in the
5chool district. Jt was their hope that changing the terms of office to correspond with the
youth member's school year might encourage more students to apply for youth positions on
the Commission .
PROS AND CONS OF OPTIONS REVIEWED
Prua: This ordinance will allow the Board to conduct business with four members in5tead
ol five. Youth members will still have all rights and privileges afforded all other members
of the Board, including voting rights .
STAFF ANALYSIS
Staff supports the recommendation of the Parks and Re~ation Commission. This will give
the Board a better opportunity to conduct business even if there are vacancies with youth members of adult members.
