SERIES OF 1994 BY AUTHORITY COUNCIL BILL NO. 27 INTRODUCED BY COUNCIL MEMBER HATHAWAY AN ORDINANCE AMENDING TITLE 5, CHAPl'ER 1, OF THE ENGLEWOOD MUNICIPAL CODE ;985, GENERAL LICENSE PROVISIONS AND REPEALING TITLE 5, CHAPTER 1, SECTION 10, ADVERTISING ON CITY BENCHES AND REINSTATING IT AS TITLE 12, CHAPl'ER 6, OF THE ENGLEWOOD MUN1CIPAL CODE 1985. PREVIOUS COUNCIL ACTION Council reviewed these proposed changes at their February 7, 1994 Study Sessi o!1. BACKGROUND The changes included in he attached ordinance were developed by Financial Services staff and the City Attorney with input from Council and other staff members. The intent is to clarify and in some instances simplify the procedures and requirements for attaining miscellaneous licenses in the City of Englewood. This ordinance does not create an y new licenses, and does not establish a "general business license ." It applies to licensing procedures that are already required for certain types of business activities already regulated by the City, such as amusements, carnivals, Christmas tree vendor~ door-to-door vendors, pawn brokers, and others. We ha ve reviewed these proposed changes with the Gr~a t•a Engl wood Chamber of Commerce and the Englewood Downtown Developm(r,f Authority. Neither expressed concern over the proposed changes . STAFF ANALYSIS Staff believes the proposed changes will benefit the City and its licensees by clarifying the e · pr.ocedures and regulations concerning miscellaneous licenses . The changes include: • clarifying the definitions in the code • clarifying application requirements • clarifying the duties of the Licensing Officer • clarifying issuance procedures • defining reasons to deny, suspend , or revoke applications • clarifying the procedures for transferring a license and increasing the transfer fee from $1 to $25 · • clarifying and simplifying the inspection authority of the Li censing Offic er • clarifying the hearing and appeal process 9NANCIAL IMPACT :-.:o signific ant financial impact is anticipated.
