SUBJECT : CONSTRUCTION CODE STUDY SESSION, NOVEMBER 7, 1994
The Building and Safety Division recommends City Council adopt the latest series of construction codes.
A study session with Council has been scheduled for November 7, to include discussion of the 1994
series of construction codes . Codes to be considered are the Unifom, Building Code, Uniform
Mechanical Code, Uniform Plumbing Code , Uniform Fire Code, and Uoif~rm Code for the Abatement of
Dangerous Buildings .
Attadicd to this memorandum are several pieces of information, describing major revisions in the basic
codes and locally prefened modifications to~ codes . The first document, Eoalewood Congruction
Code U()dite provides a brief code background uid major revisions to each code . Pan of that document
is a survey prepared by Greenwood Village of codes in effect as of April, 1994. The survey and attached
map clearly indicate the widespread adoption of the Unifom, Building Code throughout Colorado .
Additional documents are appendices, modifications and amendments to the various codes. Appendices
supplement the basic codes and are optional. Modifications and amendments are typically used to bring
the model code into conformance with local regulations.
Thi s memorandum further summarizes the significant changes proposed . Section identifications refer to
the attached document, Englewood Construction Code Update .
UDlform BDllding Code:
2A . This revision makes the three major model codes consistent -with each other.
38. This revision relaxes a previously adopted regulation regarding fire protection of woodworking
shops .
3C . Relaxes safety requirements in outpatient medical centers .
3D . This re vision places additional requirements on access to basements when they are converted
to living spac~s . The biggest impact in Englewood will be to future basement cc nversions .
The current code typically requires window access to be enlarged when a basement is fmished
•s a sleeping space . The 1994 Code requires a larger window well in addition to the enlarged
window .
3E . This section brings the code into line with the ADA .
JF. Is a techn ical revision that is mon, conservative than in the past .
JG . Is a relaxation of previous regulations.
3H . Contains revised fees .

Code appendices recommended for inclusion in Englewood's adoption of the 1994 U■lform Buildln1
Code are similar to those adopted with the 1988 Code, with the exceptions of Appendices item F,
Chapter 33 , Excavation and Grading. This is,a new recommendation and provides more control over
projects such as the Regional Park where cartbwod is the primary construction procedure . It also
provides more control on all projects involving regrading the land . "Modification" B requires Building
Department permits and inspection offences and retaining walls . "Mc,dification" C establishes a
valuation for roofing and fencing , eliminating constant under valuatiO'.t . The proposed " Amendments"

The 1988 editions of the Uniform Codes .,. currently being administer«! in Enclewood. Eqlewood bas
enacted construclion f<llllllions since 1943, ad bas typically adopted updllcd ediliOOJ of die codes u
they are reviaed every three yan. Due to staffin& coowaints ad leebnical concerns, the 1991 Uniform
Codes were not recommended for adoption . The technical concerns revolved ln!IIDd the Americans With
Disabilities Act and were resolved with the 1992 Supplement and are resolved in the 1994 Codes. By
Division policy, ifa ponioo oflhe 1991 code helped a project, those provisiom were adminislnlively
allowed .
The Division of Building and Safety is recommending adoption of the 1994 editions to provide rqulalory
guidelines which reflect lhe most recent technological advancements ad life-safety concerns, and to
consolidate provisions under a single code edition. A substantial number of new provisions m the 1994
editions will have a positive impact on ihc safety of the homes and businesses within Ei~Jlcwood .

A. Common "Model Code" ForaaL
There are lhree model codes in use in the United States ; Building Officials and Code
Administnto" (BOCA). Southern Building Code Congress International (SBCCO and the lntemllioo.al
Conference of Building Officials (ICBO). The attached map describes where these codes are principally
used . The locat iou , orchaplcr, of each oflhe major subject areas are now the SIIIIC in all lhree model
codes . Wilh lhe 1994 editions, if a developer or eont11c1or wants to look up fire protection S}'SICIIIS. using
an y oflhe three codes in use in the United States, they will find the informalioo in the same chapter .
B. Motrlcatlon .
In response to federal iegislalion, the codes now contain soft metric conversions . Mdric
convmions are provided in pam,lhcsis following the English units . One inch equals 25 .4 mm , the soft
metric conversion would show one inch as 25 mm .

Th is new number syslCtD is easier for daily use and adapts better to recent computer technologies.
We intend to have the 1994 Codes aV11Jable on an optical di sc system. This will be more convenient for
use by the staff and our customers .
3. Uniform Building Code

or Englewood , a retail store will be placed in the same Occupan cy Classification .

shop is over 500 square feet .

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
City Council previously adopted the 1988 Uniform Bu ilding Code, which became effective on July 7, 1990.
RECOMMENDED ACTION
Staff recommends the adoption , t,y Ordinance , of the 1994 series of the Unifonn Bu ilding Code, and requests that
City Council detennine a date for a public hearing .
