L SERIES OF 1995 BY AUTH ~ TY COUNCIL BILL NO . l INTRODUCED BY COUNClL MEMBER HI\THAWAY AN ORDINANCE AME NDING 'CHE RULES OF ORDER AND PROCEDURE FOR THE CITY COUNCIL OF THE Ol'rY OF ENGLEWOOD, COLORADO . WHEREAS, Secti on 27 of the Englewood Home Rule Charter provides that Council aholl by ordinance prescribe procedure governing meeting11 ; and WHEREAS, the Engl ewood City Council has adopted Rules of Order and Procedure for the City Council of th,, t;ity of Englewood, Colorado; and WHEREAS, th , Englewood City Council wishes to streamline the meeting process while maintaining public input; and WHEREAS, the Englewood City Council wishes to broaden the list of items that are placed on the con se nt agenda; and WHEREAS , the consent agenda shall con sist of those items of a normal and regular character which are not prohibited fnim being on th e consent agenda by the Engl ewood Home Rule Charter, Cod e f r oth er law; and WHEREAS , any member of Council may remov e an item from the consent agenda by using their preroga tive to place it back in the regular course of the meeting; NOW , THEREFORE, BE IT ORDAINED BY THE CITY COUNClL OF THE CITY OF ENGLEWOOD , COLORADO , AS FOLLOWS: ~-The City Council of the City of Englewood, Colorado berel,y approves amending the Rules of Order and Procedure for the Englewood City Council of the City of Englewood, Colorado. Tb! order ofbminess for the Englewood City Council shall be heard in the following sequence : (1) Call to order. (2 ) Invocation. (3) Pledge of allegiance. (4 ) Roll call. (r;) Consideration of minutes of pr eviou s session . (o) Recognition of pre-scheduled citizen s and vi s itors. (7 ) Recognition of non -scheduled citize ns and vi s itors. (8) Communications and procla mations. (9) Public hearinf items. (10) Consent ace,ida item1. (1 1) Ordinances , resolutions and motions . (12) General Di sc ussion : Mayor's Ch oi ce . Council Member's Choice . (13) City Manager report. (14) City At torney report. RECOMMENDED ACTIO Sta ff seeks Council support for the attached bill for an ordinance amendirig the Rules o f Order and Procedure for City Co uncil meetings. Th is ordinance is intended to streamline the meetin g process wh ile ma intaini ni; public input on issues affecting the City. BACKGRO UN D, ANALYSIS, AND ALTERNATIVES IDENTIFIED The current meeting agenda format calls for eac h item to be heard separatel y. The proposed format would expand the Consent Age nda section to include all items that are very standard in nature, and would allow fo r t~e approval of all the items si multaneous ly . Th is proposed format will signi fic antly de crease thP. amount of ti me devoted to non -controversial, standard items, al lowi ng more tim e fo r c itizen input and discussion or matters requiring more in -<lepth consideration. The expa nded Con sent Agenda may include Re so lutions, Motions, and Ordinances on fi rst and/or secor,j readin g. In add ition, the proposed amendment will place Public Hearings prior to the Consent Agenda , allowing fo r public input. Council has the prerogat ive to remo ve an y item from the Consent genda and ha ve it heard during the regular cou rse or the meet ing.
