AN ORDINA l.'.:E ESTABLISHING THE PERMANENT APPOINTMENT OF SIX
SAFETY SERVICES FIRE ADMINISTRATIVE POSITIONS OUTSIDE THE
CLASSIFIED SERVICE OF THE CAREER SERVICE SYSTEM .
WHEREAS, with th e passage ofResoh•t ion No . 42, Series of 1993 the Englewood Citv
Council authorized the establishment of an experimental program which appointed five (5)
Department of Safety Services Fire administrative positions outside the classified service
of the Career Service System: and
WHEREAS , Safety Services wishes to implement this program permanently: and
WHEREAS. six a dministrati ve support positions •xist within the Fire Division which
hov e been fill ed by personnel from the classified service of the Career Service System: and
WHEREAS, appointment of certain personnel outsid e the Career Service System would
allow fle xi bility in filling posi ti ons, and provide equity for positions commensurate with
responsibility, without violating the Englewood Firefighters Association Co ntract; and
WHEREAS , this Ordinance would allow a person filling a position to return to h is/h er
pr evious assignment within the Career Service System should it become necessary, based
on perform an ce or department need, or by mutual consent of the employee and the director
unless conduct requires termination from the City ; and
WHEREAS, in an effort to keep Safety Services Fire Administration command staff
ranks at a minimum , yet provide upward mobility within the organization and maintain
0exibility for the management of the organization, the appointment of these positions
outside of the Career Service System is a viable alternative: and
WHEREAS, the duties and responsibilities performed by all of the six (6) Fire
Administrative Supp.,rt positions remain Yitai to the Fire Divi sion;
NO W, THEREFORE, DE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, AS FOLLOWS:
Sl:J:tilm..l. The Englewood City Council hereby approves the appointment of six (6)
Deportment of Safety Services Fire Administrative po sitions outside the classified service
of the Career Service system and such Program will be as follows :
A. That there is hereby established th e appointed position, of one (!) Fire Marshal,
two (2) Assistant Fire Marshals, one (!) Emergency Medical Coordinator, on e
(!) Training Coordinator, and on e (!) Assistant Training Coo rdinator, outside
of the Cla u ifi ed Service of the Ca , •.'r Service Sy s tem .
B. That the <,v t•v-,duals appointed to the positions of Fire Marshal , Assistant Fire
Marsh·.,1, E,tt1ergency ~bdical Coordinator, Training Coordinator and
Assis tant \'rai ning Officer shall r etain their rights to their prior Career
Service positio ns.

C. That tho ,individual& appointed to the positions of Fire Marshal, Aaaistant Fire
Marshal, Emergency Medical Coordinator, Training Coordinator and
Assistant Trainini: Officer •'>all retain those Career Service rights for all
purposes in connection wiU .. -e tirement.. pension, medical benefits, sh , and.
injury leave, vacation leave, tenninatio n pay , benefits to spouses and
dependent children upon death, and any other such compensation and leave
benefits of the Career Servic e Sy stem.
D. That when the Director of Safety Services terminates the appointment of a
perso n appoin ted to th e position of Fire Marshal, Assistant Fire Marshal ,
Emergency Medical Coord inator or Training Coordinator, Assistant
Training Offi ce r no grievance or appeal under the Career Service System
shall exist for th a action.
E . That a person appointed from a position in the Career Service System shall
return to their pri or Care er Service position, except in the case of termination of
em ployment from the City which may be appealed to the Career Service Board.
G. The Director of Safety Service may , after co nsultation with the City Manage r,
a ppoin t to the positions of Fire Marshal, Assistant Fire Marshal, Emergency
Medical Coordinator, Training Coordinator, and Assistant Training
Coo rdinator, quali fied personnel fro m outside the Department when
Department personnel have been evaluated and found not to have the requisite
qualifications for the po siti ons .
H. Those perso n s appointed that were n ot • ithin the Car eer Service System shall
hav e no Ca reer Service rights.
I . The individual appointed to the position of Fire Marshal, Assistant Fire
Marshal, Emergen cy Medical Coordinator, T rai ning Coo rd inator, and
Assistant Training Coordinator, may enter into a written agreement with
di ffere nt terms from this Ordinance so long as such agreement is a pproved by
City Council motion.

Train ing Coordinator (1), and Emergency Medical Coo rdinator (1).
BACKGROUND , ANALYSIS, AN D ALTERNATI VES IDE NTIF IED
Due 10 th e down;izing w ithin th e Fire Division, some o rganizati ona l restructuring occ urred that
required th e re-assig nm ent of personne l to posit :ons previously he ld by permanent rank ing
posi tio ns . In an effo n to keep th e Command staff ranks al a minimum, ye t provide upward
mobility within th e orga ni zation , maintain flexi bi lity fo r the management of tht organization , and
provide fi nan cia l reward co mmensura te with responsibi l ities, this ex per,ment al program was
created as a viab le alternative. Our two year history with the expe rimenta l program indi ca te s that
it has fun ctioned to meet the afo rement ioned results .
FINANCIAL IMPACT
There are no add itional financial costs invo lved w ith continui ng thi s program . Th ere is a viable
co st savi ngs that wi ll occur due to the slidi ng pa y scale within eac h position.
