AN ORD INANCE AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT
BETWEEN THE STATE OF COLORADO DEPARTMENT Of'
TRANSPORTATION AND THE CITY OF ENGLEWOO D, COLORADO
PERTAINING TO THE SANTA FE CO RRIDOR ENHANCEMENTS CONTRACT.
WHEREAS, the Colorado Department of Transportation is rt constructing Sant.a Fe
Drive (Sta·" Highway 85) from Hampden Avenue to Big Dry Creek ; and
WHEREAS , a portion of this project is located in the City of Englewood; and
WHEREAS , the Ci ty of Englewood de sires modific ation of the State's project plans
to add lighting and median enhancements to this project as described in the Santa Fe
Corridor Enhancements Contract attached hereto; and
WHEREAS , the State and the City of Englew ood desire to consolidate the
pe rformance of the work with the performance of the State's highway construction
project in ord er to minimize disruption to the traveling public: and
WHEREAS, the City has fund s available and is willing to pay for a portion of the
costs incurred by the State in the perfo rm ance of the work ; and
WHEREAS, the City and the State Department of Transportation desire to set forth
their respective obligations and responsibilities with reP.pect to the work and the
funding thereof; and
WH EREAS, the City desires, and the State agrees to accomplish the work using the
person nel and services of the State; and
WHEREAS , time is of the essence hereof, and the parties deem it to be in the public
interest for the State to furnish the engineering services and construction
administration in connection with the wprk; and
WHEREAS , the State has estimated the total cost of the work and the City of
Englewood is prepared to provide its share of th e cost ; and
WHEREAS, the City of Eng\ewood and th e City of Littleton are entering into an
intergovernmental agreement sharing the costs of the City of Sheridan 's por+:ion of
th is pToject as Sheridan is not in a finan cial po sition to pay their porti on:
NOW, THEREFORE, BE IT ORDAJNED BY THE CITY COUNCIL OF THE CITY
OF ENGLEWOOD, COLORADO , JJ,, FOLLOWS :
~-The Santa Fe Corridor Enhancements Contract between the State of
Colorado Department of Transport,1tion and the City of Englewood is hereby acc epted
and approved by the Englewood City Council. The Mayor is authorized t.o execute and
the City Clerk to attest and seal the Agreement for and on behalf of the City of
Englewood, Colorado.
~-The Santa Fe Corridor Enhancements Contract is attached as
"Exhibit A".

•After CDOT installs the pa inted light poles , Publ ic Service Compan y will repa int the poles
a s necessary and bill the cities as part of their on going maintenance agreement with th e
Citi es. It is understood Pub li c Service may have t o do this work during the day and
c!ose a lane of traffic during off peak hours. If ,c necessary to close a lane of
tro ~fie .Pub lic Servic e will notify Reg ion VI M zin ten an ce· 24 hours in advance of th is
acr ion.

11CDOT will repaint retaining walls, abutments, piers. jersey barriers. railings and noise
barriers along Sanra Fe as needed and as fund s are availab le . This will be consistent with
th e new· color scheme in th e co rridor .

maintain (i e. repaint) the sign al an<J HOV poles along Santa Fe as needed after having
con fir-r eJ with the individual ent ity that th ey have the money budgeted to reimburse
COO tor the work .
LIGHT ING SIGNALS SIGN POSTS AND HOY STRUCTURES
The po les for lic;hti ng . signals , and HOV lane designation structures will be upgraded as
shown in At:achment B. Deco rative bases and lights will enhance the poles . The
decorative bases on light and signal poles will be installed only if they will func:ion with a
brr ·lc ~•.vay po le at locations reQuirins breakaway poles, ie .. areas not protec:ad by jersey
bar .. crs. The Citi es w ill pay for any costs over COOT's standard fixt ure [galvanized
pole /c::bra h ead at $1,500 each! and standard lighting plan on the side of the r oad . Wh il e
init ial C:)S ts have been est im ated [See Tablt: ~ !. lighting plans are be ing prepared t o develop
fina l est im ates. After the light poles are installed , the Cities will be re sponsib le for paying
an y maintenance or rep lacement as part of the ir ongoing maintenance agreement with
Pub li c Se rvi ce . As pa rt of this agreement, the Cit ies should get cred it fe r any
reimb ursements from priv ate insurance companies in case of colli sion .
Pub lic Servic, Company w ill charge :he appropriate jurisdiction for any cos: to replace the
lig ht ?Cl o<. ou lbs, anJ electrical wiring. It is understood that the lights will be replaced at
nigh t and a lane closu re w ill probably be reou ired. COOT understands that Public Service
.~ay have to c!ose a lane during off peak deyiight hours if the repair o f underground
elec:rical wirin g is required. COOT will make known to Publ ic Service Company that they
w ill be r equire d t o give COOT 24 hours notice before closing do wn a lan e of traffic.
COOT w ill repla ce any HOV or signal poles if necessary and charge the Cities for any costs
over and abo ve our normal costs fer s::andard signal poles and HOV sign structures less any
reimb ursement fr om pr ivate insurance companies in case of collision .
CDOT w ill install round metal sign posts pai nted brown for any sing le post sign.

LANDSCAPING
Landscaping will be placed along both sides of Santa Fe and in the median . Tree and shrub
beds will be developed in the median. The tree beds in the median will be protected by
j ersey barriers and the shrub beds in the median will be protected by a curb and exposed
aggregate edging. See Attachment C for a plan which shows where the tree and shrub
beds w ill be located in t he median. Any areas reQuiring paving [such as noses cf the median
identifying the turn lanes! will consist of exposed aggregate . See Attachment C fer a plan
which shows wheru landscap ing will be located along the east and west sides of Santa Fe
from 10 Hampden 10 Big Ory Creek.
COOT w ill install the landscaoing in the median, on the berm along the east si de of Santa Fe
Drive and in nodes CTncluding entryways to the Cities) along the west side of Santa Fe Drive
as fu nds become available which is anticipated to be not later than the end of 1996. The
Cit ies w ill pay for any entry features [ie., signageJ to their communities. The Cit ie s will
provide th e water for the landscacing and will maintain the irr igation system and
landscaping after it is installed and maintained by the Contractor for one year . Any
ma intenance of the landscaping on the side of the road can be conducted during daylight
hours. Any maintenance of the medians can be conducted during off peak day light hours.
If any lane cl osures are reciuired for maintenance of the median. they will be done during off
peak hours.
WALL GRAPHICS
Transportatio n graphics will be integrated into the retaining walls at Oxford and Belleview
[See Attachm ent OJ .
Wh ile COOT will pay for the graphics to be installed on the wall s facing the Oxford/Santa Fe
and Be llev iew /Santa Fe intersections. COOT will need to manufacture additional panels for
the Oxford /Santa Fe intersection along with purctlasing the used panels previously
manufac:ured for Eng lewood at th e Navajo/Oxford intersection. This was an expedient for
work alread y accomplished at Oxford. All new graphics are 100% COOT expense.

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION

RECOMMENDED ACTION
Sta ff seeks Council apprc,val of an ord inance to enter into an agreement with the Colorado Department of
Transportation (Coon tc provide funds to pay a porticn of the upgrade costs for median and lighting
enhanceme nts along Sou,'h Santa Fe Drive between Hampden and Big Dry Creel<. a part of wh ich passes through
Englewood , but most of wl •<:h lies in the City of Sheridan .
BACKGROUND , ANALYSIS, AND AL TERNA TlVES IDENTIFIED ,
City Council and staff are interested in upgrad ing the appearance and function of the Santa Fe Corridor. The
Cities of She ridan and Littleton have joined with Englewood to request and fund upgrades to this ~ighly visible
corridor.
Staff has rev iewed th is contract and recommends Council approval of this Bill .
Santa Fe Drive is a major entrance to the City of Englewood . These upgrades to lighti ng , paint schemes ,
landsca ping, and wall graph ics w,11 improve the image of our City , and that of ~ 1,eridan and Littleton as well .
Howeve r, th ese cannot be Insta lled without a financia l commitment
FINANCIAL IMPACT
In the 1995 Budge t. S60 ,000 was allocated f~. th is project through the Public Improvement Fund . The actua l
contract amoun t is $91 ,192 '. Th e differe nce of $31 ,192 wi ll be funded from the re imbursement by Littleton made
