QUESTION RELATING TO THE ISS UANCE OF BO NDS AND AUTHORIZATION FOR
A PROPERTY TAX INCREASE TO PAY FO R THE PROPOSED IMPROVEMENTS TO

WHEREAS, citizens of Englewood respond ed to a referred measure in 1993 in the
affirmative ()es: 5,600, no : 939 ) regarding keeping polic e dispatch in Engl ewoo d ; aod
WHEREAS , this bill for an ordinance would submit to the registered voters of the City of
Englewood a ballot qu estion fo r the issuance of debt to finance the construction of a sn.fe ty
services communicatio ns facility and needed co mmun icatio ns improve ments: and
WHEREAS, the ballot question wo uld also nsk fo r authorization to impose a property tax
to pay the debt service nn the proposed bond issue :

the is suance of $1.4 mill ion of bonded debt to fin ance improvements to the safety services
commun ications facility and needed commun ications upgrades . The vote would al so ask for
authorization to impose a property tax to pay the delJt serv ice on the proposed bond issue .
Resolution 79, Series of 1993 rederred the following ballot questi on to Englewood's citizens :
'shall police dispatch rem ain in Eng lewood?' The Council discussed this ballot issue at the
June 19 , 1995 Study Sess ion .
RECOMMENDED ACTION
Staff recommends Council approve the attached b ill for an ord inance submitting to a vote of
the registered voters of the City of Englewood to issue debt and the ~uthority to increas@ the
property tax levy for rep ayment of th e bonded debt over the term of the bonds.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
' The City of Englewood Chart er req uires a majority affi rmat ive vote of the registered electo rs to
issue general obligation debt (Article X , 0 art Ill , Sectio,, 104 ). The passage of Amendment 1
(TABOR) requ ires the use of tightly constructed language in the ballot question .
City staff agreed that this is a much needed project , as apparently did the citizens of
Englewood . They responded to a referred measure in 1993 in the affirmative (yes : 5,600, no :
939) regarding keeping police dispatch in Englewood . Logically, the citizens should be willing
to pey for making needed improvements to the police dispatch they overwhelmingly supported
in 1993 . The upgrades and improvements would make the communications center technically
and ergonomically viable .
The staff feels that since property owners are directly benefitted by having a modern
communications cen ter to facilitate safety services activ ities , an increase in property tax would
be the most equitable revenue source for debt repayment.
FINANCIAL IMPACT
Th e estimated cost of improvements and upgrades is $1 .4 million. If bond ing is approved ,
debt service collections and payments will be made from a separate debt serv ic e fund .
Therefore , no direct impact on existing City resources will be felt.
