The Littleton/Englewood policy shall refl ect EPA guidance on developm ent and implementation of local discharge limitations under th e pretreatment program and best available treatment technologies. Wh en nec essary for compliance with the Feder al Act for the achievement of t.tc:hno logy-based effluent limitations, the Director may exerci se best profes sional judgment (BPJ ) in establishing effiuent limitations on a case-by -ca s e basis for individua l permits granted pursuant to Section 12 - 2-3. Tec hnology-based effluent Jimitations based on best professional judgment (BPJ) shall be made only for good ca use and in the absence of federally promulgated pretreatm ent sta ndard s or local limitation s on di s charge. RECOMMENDED ACTION The recommen~9d action is to add the Daily Maximum Allowable Industrial Loading of pounds per day for pollu1ants which are currently listed as unifonn concentration local limits . In addition , ij is recommended to adopt the new nanrative statement and standards which allows fer the development of a site specific limit allocated to industries . BACKGROUND, ANALYSIS, AND ALTE RNATIVES IDENTIFIED The current Local Umits are listed as unifonn concentration limitations . The concentration numbers were based on a SIUdy which was completed by the Industrial Pretreatment Division. They were developed from the pounds of metals allowed to be discharged to the treatment plant by Industrial Users . The information concerning "pounds availab le " was not placed in the ordinance prior to this time . However, by providing the information , it will provide an alternative method for dweloping sije specific li mits fer metals where ij is determined to b.. appropriate. EPA Guidance on Development of Local Limits allows fer a sije-specific method of allocating the pounds available to ind ustrial users as an alternative . TM sije specific melhod of allocation will allow a less restrictive pennit limit to be imposed on the indus tries involved . The use of a site-specific allocation method will no •. have any adverse affect on any operation at the Littleton/Eng lewood WWTP . FINANCIAL IMPACT There will be no direct financ ial impact on the City by adopting the proposed amendmen t to the Wastewater Utili ty Ordinance . UST OF ATTACHMENTS
