COLORADO. WHEREAS, the City of Englewood entered into an Intergovernmental Agreement with ell cities , towns and fir e di stricts \,\•ithin the incorporatied and unincorporated area of Arapahoe Cou nty for creation and establishment of the E-911 Authority; and WHEREAS, said Authority was created to facilitate the eq u ip ment a 1uisition, maintenance and operation for the E-911 System throughout Ar-ape.hoe County ; and WHEREAS , pursuant to the Intergovernmental Agreement, said Authority is to set the amount of the eme rgency telephone charge to be imposed by the county, cities and towns; and WHEREAS, in 1989 the Authority set the emergency telephone charge at45• per month ; an d WHEREAS , the Authority Board, on July 21 , 1995, voted to reduce the charge to 28• per month; 'OW , THEREFORE, BE IT ORDAI NED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, AS FOLLOWS : &ru2n..1. The Englewood City Council hereby amends Title 4, Chapter 8, Section 2, Paragraph A, of th e Englewood Mun i.,pa l Cod e, 1985 to read as follows : 4-8-2 : IMPOSITION OF CHARGE; LIABILITY OF USER FOR CHARGE; COLLECTION; UNCOLLECTED AMOU NTS: A. A fee is hereby impo sed upon all tele ph one exchange access facilities wi thi n the City of Englewood in th e amount of.feftyf~ TWENTY- EIGHT CENTS (28c) per month : provided , however, that no s uch, •s;~r, shall be imposed on more than one hundred (100) exchange acces s facili•i ·• per customer. RECOMMENDED ACTION Approval of an ordinance amending Trtle 4 , Chapter 8 , Section 2, Paragraph A of the E.M.C . reducing the E-911 emergency telephone line charge from $0.45 to $0 .28 . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED An intergovernmental agreement was approved by City Council in 1989 au1hori zing all ph one customers within the city limits to be assessed $0.45 per line per month , up to 100 lines per lc...:::i tion , for the Enhanced E-911 Emergency Telephone Service Authority . Based on concerns expressed over the last two years by certain government representatives in the euunty regarding the growing capital reserve fund, the; Au1hority Board , after ex1ensive analys is, voted to reduce the current line charge to $0 .28 per line , per month , beginning January 1, 1996. This charge may be modified by the board on a yearty basis, as nec;essary . Current E-9 11 system equipment is due for replacement in 3-5 years, and based on the co•,;t of this replacement, and the costs of additional upgrades to the entire emergency communicat ion system in the future , current line charges vary throughou1 the state from S0 .70 to $0 .16 . FINANCIAL IMPACT The line ch arge is redu ::.ed from $0 .45 to $0.28 per month . Thi$ is 11 37% rate reduction , and brings the typical yearly assessment per line down from $5 .40 to $3.:!6 .
