THERE IS HEREBY CREATED A CULTURAL ARTS COMMISSION . THE
!".'RPOSE OF THIS COMMISSION IS TO PROVIDE FOR ONGOING
'."YSTEMATIC PLANNING FOR THE DEVELOPMENT OF CULTURAL ARTS
ACTMTIES WITHIN THE CITY OF ENGLEWOOD AND TO IMPLEMENT AN
ARTf PLAN .
2-9-2 : DEFINITIONS.

THE CULTURAL ARTS COMMISSION SHALL BE COMPOSED OF SEVEN (7)
MEMBERS, WHO SHALL BE APPOINTED BY THE CITY COUNCIL AND SHALL
SERVE FOR A PERIOD OF THREE (3) YEARS. COMMISSION MEMBERS SHALL
BE DRAWN FROM ACTIVE PARTICIPANTS IN VARIOUS ASPECTS OF THE
ARTS COMM U NITY .
2-9-4 : TERMS OF MEMBERS.
THE TERM OF OFFICE OF THE MEMBERS FIRST APPOINTED TO THE
CU LTURAL. ARTS COMMJS.',;ON SHALL BE THREE (3) MEMBERS FOR A TERM
OF THREE (3 ) YEARS , TWO (2 ) MEMBERS FOR A TERM OF TWO (2) YEARS,

OFFICERS AS IT SHALL DEEM NECESSARY TO ACCOMPLISH ITS
PURPOSES. OFFICERS OF THE COMMlSSION SHALL BE ELECTED
FOR ONE-YEAR TERMS. NO OFFICER SHALL SERVE IN THE SAME
CAPACITY FOR MORE THAN TWO (2) CONSECUTIVE TERMS.

ord in an ce creating a Cu ltural Affairs Commis sion and coordin ering budgetary issues
of the Cu ltu ral Affair s Commissio n w ith the other recommend ing Boards and
Commissions for the City of Engle wood , Col orado .
BACKGROUND , ANALYSIS, ANO ALTERNATIVES IDENTIFIED
Th e Cultural Affair s Commiss ions w ill prov,de systematic plann ing for the
deve lopment of cu ltural arts activities within the community and will devise and
imple ment an art s plan. The y will b~ commiss io ned to apply for and accept gifts ,
grants , funds . c ontr 1bu t1on s and beqµests m furtheranc e of a corril'umty ans
p rogr am .
In June of 199 !, t he Parks and Re cr eat ion Commiss io n recommended to City
Counc il the crea tion of a Cultural A ff air s Commission . The Parks and Recreation
Co mmissi on me t w ith City Cou ncil 1y discuss the issue. 1The C1t'j,-Counc il gave
d 1rect 1.m to move forw ard with the creation of the Cultura l Counc!'il.
The ord inanc e is compri sed of two parts , the f irst establish ing the Cultural
Commi ss ion and the second prov 1d1ng for a joint me et ing of the Board s and
Commissio ns . Co un cil has requeste9 the establishment of a Cultr al commiss ion .
Upon the reco mmend auon of t r ,,; City Anorney a joint meeting o the Boa rds and
Comm1ss1ons ha s been established to coordin ate and fa cil itate the pr iorities an d
requests for cap 1ta 1 proj ect items . The henef1t of a joint me eting w ould be t o allow
ea ch Bo ard and Commi ssion to view not on ly the priorities of t hat Board b ut the Ci ty
as a whole . Th e d esire d r es ult 1s to have members of the Boards and Comm1ss 1on s
s ee tlie process as a w ho le rather th.an 1ust a small part . It 1s bdeved that t he 10 1nt

understanding of the City's budget for capital projects . Thia should 1110 answer
individual questions as to why the City does or does not fund a wonhwhile project .
Man y of the requests to the City are wonhwhile ; however, due to the limited
funding aspects , priorities have to be made .
This approach is conceptual and may be deleted by motion from the current
ordinance by eliminat ing Section 2 of the Ordinance . If Section 2 is deleted , under
Chane,, Plann ing and Zoning and Pa r~s and Recrea t ion will still review capital items .
The other Board s and Comm issions could still make requests to the Counc il in the
budge t process .
It should be noted tt,at the Water and Sewer Board has indicated that attendance
should not be made mandatory for all members of the Boards and Commissions at
the joint meet ing . The Water and Sewer Board has also indicated that their role may
not be app ropr iate 1n that funding for the Water and Sewer Board is not fro m the
Ge neral Fund . Co uncil has the option of either establ ishing a policy making
attenda nce or •,on al or m ay delete the Water and Sewer Board from Section 2 , of
the Or dmenc e .
FINANCIAL IMPACT
The members of the Cultura l A tfairs Comm iss ion will serve w ithout compensation .
As with ()!her Boards and Commiss io ns , an oµerat iona l budget will be established to
ass ist tl",e Cultural Affa irs Com miss ion 1n achieving the ir e ~tab:ished goals .

Over the past several years , it has become increasing ly evident that there is a growing interest in
the ans in our community. and in soc iety in general. More than a ~~ar ago, \he Greater
Englewood Chamber of Commerce establis hed a Cultural Ans Comminee to explore
poss ibili ties for expanding cultural experience s in Englewood. Most ofour surrounding
communities . includ ing South Suburban Parks and Recreation District, ha\'e established cultural
ans commissio ns or di\'isions . Currently, in Englewood , aru programs , such as the Summer
Dram a Progr:irn . art classes. dancs classes , and music , are provided through the Recreatio n
De partment. The Eng lewo od Do\\11town Development Authority (EDDA) also provides culrural
.expe ri en ces to tie communi ty tlirough the Sounds of Summer Concens program .
Fund ing awarded to Englewood groups from the Scientific and Cultural Facilities District is
dispropon ionat e to the l.lx suppor: recei\'ed from the Englewo od area. And . without a Cultural
Ans Di"ision or Commiss io n. the City and EDDA have experienc ed difficulty in recei,ing grant
fund s. A Culrur~l Ans Commission in Eng lewood would pr ovid e much needed direction. suppon
and cred ibility to ow ex isring ans progr:irns. and str en gthen ow possibilities for receiving gr:ullS .
The economic impac t of ans progca:ns is, e~· substantial. A Sllr\'e!' of the mone y brought in
from the arts . direct!, and indirect !~. is about S461 ,000 .000 per year in the Denver metro area .
