WHEREAS , t.he Englewood City Council has reviewed the subje-t of flashing tTo.ffi r 111 gnals on uu:.. c rous occasions; and WhEREAS. the Englewood Munio~al Code provides for dilferentiatirn from the Traffic Engineer's standards if certain conditions are met; and WHEREAS . t.he City Council mu st hold a public hearing regarding the flashing traffic signal cri.eria as it effects the h ealth, safety and welfan, of tho citizens of Englewood: and WHERE.'-5 , the Englewood City Council feels that it is in the best interes t of the he•ltl•. "8!ety a.nd welfare of the citizens of Englewood to modify and establish a new e r .'-er. 1•1r flashing traffi c signals; '.iOW , l dEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY 0!' 1':NGLEWOOD , COLORADO , AS FOLLOWS : ~-The City Council of the City of Englewood , Co loradn hereby mal:es on exception to the Volume Cri teri a, Part A of •Fl ashing Ope..-atiJns" Criteria, with the adoption of the following volume criteria for flashing traffic signals in the City: I. Main street bidirectional traffic volume less than 360 VPH ( vehicles per hour ) and bidirectional . ;de street traffic vol ume less than 90 VPH (vehicles pe r hour) fo r at least three consecutive hours from 8:00 P .M. to 8:00 A.M.; and 2. Main street average weekd ay traffic vol um e less than 35,000 vehicles per day: and 3. No signals to fl as h before 8 .00 P.M ..
