WHEREAS , the Col orado Department of Transportation is extending Highlands Rnnch Boul evard and its connection to C-4 70 due to the development of Hi ghlunds Ranch community; a.nd WHEREAS. a portion of this proj ect is the property of the City of Englewood and is included in the Hi ghlands Rnnch Metropolitan District #3 ; and 10 b 11 WHEREAS, the proposed C-47 0 project will inv olv e the conv eyance of right-o f-wa,y by Englewood to Highlands Ranch Metro politan District No. 3 of approximately 20 acres; and WHEREAS Englewood will exchange land with the Denver Water Department fo r the Highline Canal realignment; and WHEREAS, Englewood will convey a trail easement to Highlands Ranch Metropolitan District No. 3 for the Highline Canal Trail realignment; and WHEREAS, Hi ghlands Ran ch Metropolitan District wil l place surplus fill material on Englewood's Parcel A to grade the site at no cost to Ei,glewood ; and WHEREAS, Highlands Ran ch received a co mmitment from Douglas County Enginee ring allowing right-in right-out ac cesses to the Englewood owneri Parcels A and B: and WHEREAS , the proposed inten:hange and improvements will greatly enhance En glewood 's pro perty across from the McLe!lan Res erv oir; and WHEREAS, according to a THI< study Englewood pan:els have evo lved into one of Denve r1s premier retail/commercial real estate markets and with the regional access provided by the new interchan ge the pan:cls will be ideally located to service these markets ; and WHEREAS, Hi ghlands Ranch Me · ru,,olita., s trict No . 3 will be con s tructing the inte :chnn ge at a cos t of $9 million d Jllars; -1· NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, AS FOLLOWS : Sll!::timLl. RECOMMENDED ACTION The Water and Sewer Beard recommended, at their May 21, 1996 meeting, Council approval of the right-of-way conveyance for the C-470 Interchange at Mclellan. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED ,he 1-::;ihlands Ranch community has developed to the po int where it is necessary to extend Highlands Ranch Boulevard .,r,d its connection to C-470 to serve ex isting and planned development. Englewood 's p-operty is included in the Highlands Ranch Metropolitan District #3 . In the proposed C-470 right-of-way conveyance Englewood agrees to dedicate the right-of- way (ROW) at no cost to Highlands Ranch Metro Dist rict #3 or the Colorado State Highway Department (approx imately 20 acres), Englewood will exchange land with Denver Water Dept. for the High line Canal real ig ,1men!, Englewooel will convey a trail easement to Highlands Ranch Metro . District #3 for the Highl in e Canal Trail realignment and Highlands Ranch Metro . District will place surplus fill m,,terial on Englewood 's Parcel A to gr ade the site at no cost to Englewood . A THK Associates , Inc. study demonstrated that Englewoo d parce ls are strategically located to serve commercial deve lopment opportuniti es including hotel/motel, restaurants , reta il shopping and office and related uses . The parce ls have evolved into one of Denver's premier retail/commercial real estate markets , and will> the re g'ona l eccess prov ided by the new interchange , the subject parcels will be ideally lo ca !od to service these markets . Highlands Ranch Metro . District #3 wi ll be constructing the interchange at a cost of $9 miaion . The City will pay it's pro rata share as its property is deve l1,1ped in accordance with the requ irements imposed on all land in Metro District #3 .
