CONTRACTOR LI CENS ING FROM ORDINANCE NO . 25, SERIES OF 1996

ENGLEWOOD . CO LORADO .
\VHEREAS th~ &nglewood City r.o uncil established a temporary suspension or
moratorium of certain miscellan eous business licenses for a period of six months
with the pass,:e of Ordinance No. 25 , seri es of 1996; and
\VHERE..\S, the moratorium or temporary suspension of mi scellaneous business
li censes included Centr:lctor Licensing: Class A, Class B, Class C, Class D, Class E.
and Class F and (',ertificatcs of registrations for electrical, plumbing and
plumbing/mechanical; and
WHEREAS, the City ofEngkwood Home Rul e Chartr-r Article V, Section 41
provi des for emergency ordinances fo r the "immediatlJ preservation of publi c
property, health. peace, or safety .. ."; and
WHEREAS, this emergency ordi nance presen•es the health and safety of the
community by ensuring only qualified and licensed contractors perform
construction projef...-ts that could e nd anger th e immediate health and s afety of the
citizens of Englewood;
NOW , THEREFORE, BE IT ORDAi ED BY THE CITY COUNCli.. OF THE CITY
OF ENGLEWOOD , COLORADO , AS FOLLOWS :

CE RTIFICATION OF REGISTRATION FEES FOR THIS CHAPTER BY
RESOLUTION .
•Pursuant to C.R.S . 12-23-111, no registratio.1 fee shall be required or an
El ectrical Contractor or Master Electrician , ,ho is properl y licensed or
registered with the Co lora do State El ectrical Board .

COUNCIL GOAL AND PREVIO US COUNCIL ACTION
Tnis bill for an emergency ordinance makes changes to TIiie 5. Chapter 7 of the City Code , and removes this
Chapter from the miscellaneous lice nses moratorium in the City of Englewooc . The City Council has set goals of
improving the business and residential quality or life In th e City. Th is bill for ordi nance will allow the C ity's staff
to resume iss uing Co ntractor licenses.
At the May 6. 1996 study session . staff discussed the proposed moratorium with the Council. On June 3, 1996.
the City Council read and passed Ordin ance 25 . Series of 1996 on final reading . Th i, Ordinance established the
moratorium to run from June 1 O. 1996 to December 1 O. 1996 .
RECOMMENDED ACTION
Staff recommends City Council approve this bill fo r an emergency ordinance .
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFI ED
TIiie 5, Chapter 7 was part of the moratoriu m that began on June 10, 1996. Contra ct or licenses are required to
ensu re that construction projects are performed by qualified contractors . Under Article V, Section 41 the City of
Englewood Charter, emergency ordinances are allowed for the "immediate preservation of public property,
he alth . peace , or safety ... • This emergency ordin ance prese rves the heallh and sa fe ty of the communily by
en suring only qualified and licensed contractors per1orm cons tru ction projects that co •Jld endanger the immediate
health and sa fety or th e citize ns of Englewood . Only minor changes regarding the manner in which fees are
established have been n .ade to th is Chapt er .

License fees will be collected , but th e amount ha s not been es timated . The impact on General Fund revenues is
