TO HLE AN APP LI CAT ION WITH ARAPAHOE COUNTY FOR A 2009 COMMUN IT Y DEVELOPMENT BLOCK GRANT . WHEREAS , the Englewood Ci ty Cou ncil ha s approved CDBG applica ti ons since 1977 and approved th e execution o f an Int ergovernmental Agreemen t wi th the pas sage of Ord inance No . 37, Series of 199 1, coveri ng the Cit y's participation in th e Arapahoe County CDB G Entitlement Progra m fo r funding years 1992 through 1994; and WHEREAS, th e Eng lewood City Counci l approved passage of Ordinance No . 13, Serl , ; of 2006 , authorizing the execution of an In te rgovernmen tal Agreement between the City of Englewood and Ara paho e Count y coveri ng parti cipati on in th e Arapa hoe Co unty CDH (: Entit lement Program for funding years 2007 through 200 Y; or~ WHEREAS , the Arapahoe Count y Conununity Develop ment Block Grant Progra tL , •re <es grants lo parti ci pating muni cip alities to meet housing and conununil y development ner.ds; and WHEREAS , to comp ete in the Arapahoe County Community Development Bl ock Ord.Ill Program, local gov ernments must submit an appli cati on; and WHEREAS , th e City of Eng lewood has rece ived a notice of fund avai lability; and WHEREAS , th e City of Englewood , Colorado , des ires lo apply for these fund s through the Ara pah oe County 2009 Communit y Development Bl ock Grant to fund th e Homeowner Fix-Up Project , the NW Englewood Sidewalk Projec t Phase II, and House of Hope staffing project. NOW , THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENG LEWOOD, COLORADO , THAT: Section I. The City of Englewood , Co lorado, is hereby authorized to fil e an app li cation for an Arapahoe Co unt y 2009 Co nununity Development Block Grant. Secti on 2. ACTION Housing and Community Development Previous Action : City Council has approved resolutions to file r.ommunity Deve lopment Blo ck Grant (CDBG) applications almost an nually since 19 77. Participation in the Arapahoe County enti tl ement program began in 1991 . Participation is authorized in thre e-year increments. Ordinance 13, Series of 2006, approved an Intergovernmental Agree ment to participate in the Arapahoe County Community Development Blo ck Grant and HOME In vestment Partnership Program s for federal fiscal years 2007 through 2009 . RECOMMENDED ACTION Staff re commends that Council approve a resolution authorizing staff l o apply 10 Arapahoe County for the City of Engl ewood's portion of fed eral fiscal year 2009 Community Development Block Grant (CDBG) funds . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Th e U .S. Dept. of H ousing and Urban D evelopment (H U D) CDBG Entitl eme nt P gra m provides gran ts to units of loca l government and urban counties to m eet housing and community development needs. Th e objective of th e program is to enhan ce urban communities by providing: • decent, safe, affordable housing; • improve d infrastru cture; • public facilities and services; • economic opportunitie s. The Fed eral Program objectives are achieved through projec ts deve loped by local governments th at primarily benefit low and moderate income fam ili es as well as oth er federal obj e .rv t s. Th e requ es t for funds ma y als o include ac tivities that m ee t urgen t deve lopment nee ds in comm unities suc h as damage fr om fl ooding, tornadoes, fire, etc. Local gove rnm en ts determin e w hi ch acti viti es b es t serve th e objecti ves of th e program. Funds are appropria ted an nu all y by th e Congress fo r th e CDBG program and are all oca ted by • stalutory fo rmu la to eac h en titl em ent area. Arapa hoe Coun ty is approved as an urban co unty ent illemenl area. Th e CDB G grant funds are currently dislri buled l o partici patin g ci li es w ith in Arapahoe County. Eac h par ti cipati ng city receives a ;et-asid e p orti on o f !h e l otal CDBG all ocation . The amo un t of each set-asid e is a fl al rate base d on eac h juri sdi cti on's pove rty p opulati on. Th e current participating c ili es are th e Ci ties of Engl ewood, Li ltl eton, Sheridan, Glend ale, D ee r Trail, and Gree nwood Villag e. Th e fu nding leve l for th e City of Engl ewood for FY 2009 is anticipal ed to be $150,000, th e sam e as it has b een for th e past 6 yea rs. Th e City of Englewood must submil an applica ti on no later than October 20, 2008 in ord er to recei ve its p orlion of the 2009 CDBG fundin g fr om Arapa ho e Coun ty . Th e applica ti on w ill b e fo r a total of $150,000. Engle wood's FY2009 program consi sts of three pr,,j ec ts, two of w hi ch were also approved fo r FY2008 CDBG funds . These three projecls continue to m ee t current h ousi ng and neighborhood ne eds b en efiti ng low and moderate in co me families. All projects are subj ec t to additional rev iew by City staff, Arapahoe Cou nty CDB G administrators, and County Commissioners. The listed proj ects and funding le ve ls may change base d on those revie ws . FY2009 CDBG funds will be requ es ted for the fo llowing projects: 1) $6 5,000 for a neighborhood rev italizali on "paint-up/fix-up" project designed to improve the streetscape appearance of low-inc om e owner-occupi ed residential properties within the City; 2) $60,000 to install approx imately fo ur bl ocks of sidewa lk i n th e northwes t Englew ood area along the east side of South Zuni Street from West Eva ns so uth to West Caspian Ave nu e; 3) $25,000 for a ninth-yea r request to assist with staffing needs for the H ous e of Hope hom eless shelter. FINANCIAL IMPACT Ex isting Community D evelopment staff will administer th e proposed projects . Staff sa laries and b enefits represe nt the City's participation in the proj ects .
