ENGLEWOOD.
WHEREAS. Th e Eng lewood Env iromnental Foundati on was formed to reli eve th e burdens
whic h would otherwise be ass umed by the Cit y of Eng lew ood , Co lorado, in conn ection with the
enviro nmental remedi ati on, land use pl aiming and preparati on fo r redev elopment of the
Cind erell a City shopping ce nter; and
\\l1-I EREA S, the Englewood Environmental Foundation ,vas fom1cd to provide support for the
redevelopmcnl and enhancement of the Ci ty's comme rcia l en vironment and is a st:pa rate and
di stinct corpora tion ; and
WHEREAS, the Ci ty Council of the City of Englewood , Co lorado, supported the Master Plan
for th e Ci tyCenter Englewood propu sed on August I 0, 1998 by the Englewood Enviro mnental
Foundation ; and
WHEREAS , there has been insufficien t parking for RTD since the opening of the Southwest
Corridor Light Rail lin e in 2000 ; and
WHEREAS , RTD ha s agreed to provide additional parking for the RTD Englewood Station
with th e passage of Fas Tracks 2004 funding; and
WH EREAS , RTD , EEF and Ci ty staff have presented a variety of options for ad ditional RTD
parking in Englewood; and
WHEREAS. the City Counci l supports EEF 's and the City Manager 's recommendation to
pursue(!) the extensi on of the north surfac e parking lot over Littl e Dry Creek and (2) a shared
parkin g concept on exi sting parking lots at Cit yC cnter Englewood ;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TH E CITY OF
ENGLEWOOD , COLORADO , THAT :
Section I. The City Council of the Cit y of Eng lewood, Colorado, hereby support s th e
expa nsion of parking at Ci tyCe ntcr Eng lewood by pursuing the altemativcs recommend ed by
EEF and the Cit y Manager.

BACKGROUND
Since th e opening of th e So uthwes t Corr idor Li ght Rail lin e in :!ODO, parking for RTD patrons has
been in sufficient. A t th e urgin g ~f City Council, RTD ag reed t~ provide for additional p arking at
CityCenter Engl ewood; however, funding for addi tional parking was not avai labl e until th e passage
of Fas Trac ks in 2006. City staff has met wi th RTD staff since pass age of Fas Tra cks to pursue plans
for ex pansion of parking at Eng lewood Station . Initial o p tirns included a tunn el frr,rr pro p erti es
west of Sa nta Fe Drive to th e sta ti o n and a parking stru c tu re on th e north surfaLc parki ng lo t. RTD
rejected th e tunnel proposal du e to c os t and o t! ,e r fac tors . RTD presen ted cost 111 fo rrn ation o n the
pa rk inR stru ctu re to Council on Jul y 14, 2008. D ue to th e proposed cost of th e structure and th e
n ega ti v e impacts of th at cos t o n prospec ts for o th er tran sit-relat ed improve m ents in Engl ewood,
City staff pres ented alternat!,•es to constru cti on o f a parking structure to City Council o n September
29, 2008. Du ring th at mee t111 ~. Council indicated suppo rt of a c ombi nati on of two al ternati ves -
th e e,:tens ion of the north surface parking lo t over Little Dry Creek and a shared parki ng concep t
o n exis ting parking lo ts at CityCen ter Engl ewood.
RTD and EEF are prepared to begin studi es o f bo th of the se alt ern ative s. Because the ex ten sio n of
th e parking lo t over Littl e Dry Creek w ill require sig nificant engin ee rin g rev iew b y RTD staff and
involve ment of o th er governmental entiti es, including th e U .S. Army Corps of Engineers and Urban
D rain age and Flood Contro l, RTD ha s as ked fo r a lett er indicati ng Ci ty Council suppo rt fo r pursu in g •
th ese alt ernati ves .
This shared p arkin g concept, in volving ex istin g CityCe nter Englewood parking lo ts, w ill req uire
ex tensive co ntract nego ti atio ns wi th all of th e C ityCent er partners (including Wal -Mart, Miller
W ein ga rt en, and Alexa n) and a redu cti o n o f City pa rking rati os.

SUBJECT: RTD-Englewood Parkin g Alternatives
The need for additional RTD parking has been known si nce shortl y after openin g of th e Southwest
Light Rail line in 2000. Under RTD 's initial agreement with the Ci ty , RTD was pro vided with 910
shared spaces at CityCe nter Englewood. Parking demand by RTD patrons ha s continuall y exceeded
the available 910 spaces , curren tly by as many as 300-400 cars dai ly, during the school year. The
excess ve hicle s have found parking in a variety of locati ons including th e west half of the parking
lot at Cushing Park , which the Ci ty has , as a co urte sy , made avuilab le to RTD patron , on-street
parking and private and public parking lots in the vicinity of the station. The City ha s initiated
resident permit only parking on some adjacent streets to alleviate con flict with residents and parking
enfo rcement continues to be a pri orit y in residential areas, Cushing Park and the CityCe nter parking
stru cture. Wal-Mart, Miller Weingarten and the Alexan CityCe nter monitor parking for patron and
resident s re spectivel y. Other RTD pat rons take advan tage of th e art Shuttle and park al more
rem ote loca tions east of Ci tyCenter . Although few problems arc evident at thi s time , as demand for
tran sit serv ice increases and RTD add s service to the line , these problems are likely to increase. In
its FasTracks project, RTD has included plan s for an additional parking for 400 ve hicle s in
Eng lewoo d.
At a Study Session ear li er this year, John Shonsey presented sev, ·al option s to Ci ty Co unci l for
add i1;0;,a l RTD parking in Englew ood. After consultation between staff and Co unci l, sta ff
requested RTD to provide cos t estimates and rel ated info , mat ion fo r cons tructi on ofa parking
structure on the north parking lot at Englewood Station . !'.I June RTD prov ided th e City with a cost
estimate for the parking structure o f $16,254,000 . In additi on, Mr. Shon sey stated that RTD ha s
fixed amount of funding for additional Engl ewood parking and for Bates Station, which we presum e
lo be approximately $10 milli on. The current position of RTD man agemen t is th at if th e park in g
st ru ctu,e is built , it will require that fund s currently allocated to Bates Station be tran sferred to the
parkin g struc ture project.
Because of the cos! of th e parking struc tur e and th e position of RTD that Bates Stat ion funding
co uld presumably be lost ifu park ing structure were to be built, sta ff has taken a close r look ut
altern ati ves for pro vision or parkin g with th e in1 en 1 or prese ntin g Co un cil opt io ns fo r n lowe r co st •
alt ern ati ve. Mr. Shonsey has rep rese nt ed that RTD wou ld he wi ll ing to prov ide fundin g for tra nsit

There is also a ve ry large cavea t related to potential RTD fu ndin g fo r Englewood light rail parking
and Bates Station constru cti on th at has rece ntl y come to light. Du e to cos t esca lation and reve nu e
short fa ll s, RTD is cons idering three op ti ons for deli ve rin g FasTrack . These op ti ons will be th e
basis for publi c hearings that RTD will be co ndu cti ng in th e next two week s.
The fir st opti on is to build wha t can be funded by 20 17, and not implement th e enti re prob,ram.

RTD can at any time chose to purchase property and con stru ct parking lot(s) for the lowes t cos t

The seco nd o pti on is to build the entire FasTrac ks program and extend the schedul e beyond 20 17 -
potentially to as fa r out as 2035 . This opti on woul d provi de for 400 parking spaces and 1/3 of the
funding fo r Bates Stat ion , as provided in the original FasTra cks plan . but no t on th e curren t
timelin e. The dow nside is that light rail parking wi ll co ntinu e to be a problem in Englewood until
addi ti onal parkin g is prov ided , th e cos t to co nstruct Bates Stati on will co ntinue to esca late, and th e
benefit of a future Bates Stati on to a mi xed use developm ent on th e Win slow and Bart on propert ies
will not be rea li zed until , or shon ly before th e stati on wou ld he built .
Th e third op ti on is to maint ain th e ongi n I sco pe and sc hed ul e and to seek addi ti onal revenue ,
whi ch woul d require legi sla ti ve app roval and a publi c vo te. Wbile thi s opti on wo uld benefi t our •
needs, it ma y be th e lea st like ly, at least at thi s time .
