WHEREAS , the dc"•iopmen t application and assoc iated fees were es tab li shed by City Co unci l in the earl y I 980's; and WHEREAS , the City of Englewood adopted the Unifi ed De velop ment Code (UDC) whic h required addi tiona l modificatio,,s to the Development Revi ew Appli ca tio n Fee Sched ule s~ that it is co mpatible with the UDC; and WHEREAS , the Engle wood City Co unci l pass ed Reso lution No . 56, Series of 2004, which updated previous app lica tion fe es; WHEREAS , City staff conduc ted a survey of ten munic ipalities along the Front Range reganding their development fees ; and WHERE · ·e passage of thi s proposed Reso lution show s both an increase a·.,d a decrea se in the Englewov.. -ommunity Development Fees and ensures that the fees that Englewood Community De ve lopment charges re fiect the actual cut of administrating such fee s; NOW , THEREFORE, BE IT RESOI 'ED BY THE CITY COUNCll.. RECOM M ENDED ACTION Staff recommends th at Ci ty Cou ncil consid N and app rove a reso luti on for th e propose d D evel opment Review Fee Sch, d ul e as outlined in Exhibit A. BACKGROUND The City of Englewoo d's cur rent deve lopment rev iew fe('s and associa ted cos ts ha ve not been u pdated sin ce Jun e 2004. To determ ine if th ~ City's de ve lopment re view fees are up-to-date and comparable w ith other citi es, staff conduc ted a survey of ten ( 10) mun ici palities along the Fr on t Range . Th ose munici p alities are : Arvada , Aurora, Cas tl e Rock, Denve r, Greenwood Vi ll age, Lakewood, Littl eton, Lone Tr ee, Wes.mins ter and Wheat Rid ge . To establish guid elines for th e survey, two (2) objectives were determined for assess ment of th e City's current de velopment applications and associated fe es. Th ose obj ec ti ves are identified b elow: To re view th e City's current develo pm ent review fees ensurin g th at th ey provide reaso nabl e cos t recovery for ':l a;f ti me and res ource~; and To compare th e City's ex isti ng and p roposed deve lopment rev iew fees to ensure tha t they remain equitable w ith o ther Fro nt Rang e j uri sdic tions. Th e proposed fees show both an increase and a decrease in current fees. Staff eva lu ated th e fees and th e workload associated w ith th e fees . Fees sh owing a propose d i nc rease require more tim e, res ources, and involve ment from staff. Th e ti me and in volve m ent is also re quired fr om the Plannin g and Zoning Commission, Boa rd of Adjustm ents and Appea ls and Coun cil. Th e proposed in c reases would all ow for a reaso nab le cos t recovery. Several of th e p rop osed fees show a decrease ir cost. Staff rev iewed th e workl oad as,ocia ted wi th th ese fees and believes ri1a t the w ork loa d does n ot warrant the current amount charge d an d ha s reduced the fees to rdect tha t. The surv ey did ensure th at th e fees charged are in line with oth er Fr on t Range jurisdic tions . FINANCIAL IMPACT D evelo pment •eview fees are a sourc e of re ve nue and th e amount of reven ue generated dep ends upon the number and type of applicati ons submitted to the department.
