Recognition of Scheduled Public Comment (a) Lynelle Heidrick, an Englewood citizen, sa id I was told to call, by the Parks and Rec Department, to arrange to come In front of you and speak ebout Jason Park and return ing ii to an on-leash dog park . Since they built the brand new one , everybody with the ir dogs wh o likes to let them run loose needs to go there . I have lour children. One was almost attacked . One was almost bitten . And we had a picnic lunch and somebody's dog ate our entire lui ,ch. So, I'm extremely frustrated and upset , because they don't care and I will not book the park to use as a facil ity for any parties that we have in the future , because of the dog Issues. It Is pathetic . I mean , we went there and had baseball practice end nobody watches the ir dogs ... lhey run loose . I can gel petitions, I can get neighbors to sign it...l can probably get about 300 people to sign a petition to ma ke that an on-leash park. It is just so frustrat ing for the people who live in that neighborhood . These people, that bring the ir dogs lo that perk , probably don 't even live In Englewood . I don 't need my four kids being afra id to go to the park just to go kic k a ball or play catch with their friends or play basketball and stepp ing in dog poop and having dogs chase them . I have a two year old that doesn't know a fr iendly dog from a bad dog and I don 't need her lo be bit and they are all over the playground . I wanted to br ing i~'e concern lo you , because nobody seems to want lo do anyth ing . Mayor W oiosyn said we usually don't address is sues at th is point in the meeting, but if you stay to the end, issues that are int:oduced during this period often are brought up at Council's Choice . Recogn ition of Unscheduled Public Comment (a) Scott Gors ky, an Englewood resid ent, said I just wan ted to re ad someth ing real qu ick . ii says: "Dear Mr. Gorsky, A donation has been made by the Englewood City Council to th e Englewood Publ ic Library for the purchase of ch ii ~ren 's books in memory or your fath er, Robert. Hank Long , Direc tor of Library Services ." I just wanted to atte nd th is me.eting and show my deepest gratitude towards the Council and the rest of Engle wood go vernment. My lathe just passed away about two months ago. It was a very difficult l ime and it was just a very thoughtful thing to do . It ,~ally allows me to have that small town feel in a big city . So , I grea tly app reciate ii. It meant the wor ld to me. It was a very n ice th ing to come home to after my vacation and open ii up . I just wante d to extend my gratitud e for myself, my fam ily ... my mother was in tears and my brot her was vary happy about it . Than k you so much . ii was groatly apprec iated and very thoughtful. I just hope we can keep working together as we ha ve been in the past. So, thanks again . I appreciate it. (b) Shannon , a member of Englewood Unleash ed, sa id I do want to address Lynette's po int, • • be ca use there are dogs tr 3t go to the park that aren 't tra ined. We do try to talk lo the people , ask th em to tra in the ir dogs , etc. bu t there are als o children at the park that ar en't trained either. There are people who have attacked my dog when I have been there al the park . I have ca lled the police about that. Thay followed up , but couldn't find the individuals . You know, it is a multi-use park, just like a lot of the parks are. There Is go ing to be run -ins, there are going to be people who can't br.,,ave ... both people wise and dog w ise . I don 't think that ii is in the best Interest of the City to turn that park over to an on-leash ... kind of like what happened at Bates and Logan. And I also think too that, maybe ii was a year ago, that a petition was done In the area and the majority of the people did say In that area that they did want to have the pa rk left the way that ii was . We are go ing to start off at Belleview Park, giving away trees from both the City or Englewood and also South Suburban . We are also having a tree demonstration al Progress Park and also some fun and games for the enlire family . Council Member Woodward sa id just that I would like to say that I saw on a news program this morning some things about some seniors be ing attacked, evidently In different places In the country. Seniors are being attacked by young adults and juven ile, in horrendous ways . It is pretty scary, so I absolutely support this In what they are trying to accomplish . Thank you . Ordinances, Resolution and Motions (a) Approval of Ordinances on Firsl Reading (i) Sen ior Planner Langon presen led a recommendation from the Communily Developmenl Departmenl lo adopl a bill for an ordinance approving Amendmenl No . 6 to lhe Swedish Med ical Cenler Planned Development Slaff requesls lhat Council schedule a Public Hearing on May 7, 2007 to take public comment on the proposed amendment She said this Is a request by Swed ish Medical Cenler for a bill for authorizing Amendment No . 6 to the Swed ish Medical Center Planned Developmen t. The PD review process was a process created for larger sized projects that retained the underlying zon ing that differs from the PUD that we have today, in the sense thal it does not rezone the propert y ... it maintains the underlying MUR-3-B zoning that Is In place there today. The PD process was repealed in 1996 wh en lhe PUD process came into play and this Amendme nt, per the PD repeal process, follows the same procedure as the original PD . Swedish Medical Center Is requesting Amendment No . 6 to expand the operating rooms located over the main entrance of the hospital that Is located at 501 East Hampden Avenue . This expansion Is a 40 foot up right expansion to create medical/surgical bedrooms , to create private rooms , rather than semi-private rooms. There are going to be only five additional beds created to the hospital. .. that Is the change that's happening because or the change from semi-private to private rooms . So, this request Is to amend the existing Planned Development to allow the upward extension of 40 feet. She said If you have any questions, I will be happy to answer them . (c) Resolutions and Motions (i) Planner Voboril presen te d a recommendat ion from the Community Development Department to adopt a resolution approving the Englewood Downtown and Medical Center Small Area i'lan Goals and Objectives as an addendum to Roadmap Englewood : The 2003 Englewood Comprehensi ve Plan . Mr . Voboril sa id ton ight, on behalf of the Englewood Plann ing and Zoning Commission , as well as the Small Area Plan commun ity stakeholders , I am happy to formally and respecttully submit to you, the Downtown and • Medical District Small Area Plan Goals and Objectives Tonight we ask the Council to formally recognize the • Small Area Plan goals and object iv es as being representative of the community's core values in regards lo neighborhood planning , revitalization and econom ic de velopment , within the boundaries of th is Small Area Plan District. The Small Area Plan was built around an extensive public community planning process . This included a series of stakeholders meetings , a series of Planning Commission study sessions that ran parallel lo the stakeholders meetings, a presentation before the Alliance for Commerce in Englewood and finally a formal Public Hearing involving the Plann ing Commission . I think the most important part of the ent ire stakeholders planning process was the actual community meetings that we held . Number one ... the first th ing that we did at the community meetings is that we talked about the City's planning philosophy, Including the idea of the three R's that is found in the Comprehensive Plan ... Revitalization , Rede velopment and Re invent ion ... and how those are appl ied to the arnas of stability and the areas of change . We also talked ebout the existing conditions that were in eact, differen t specific sub-area of the Plan . We div ided downtown into three distinct sub -areas and we div ided the med ical district into six su b-areas and we had the group focus in , one at a lime, on each sub -area. Then we looked at the ex isting cond itions in each area and then we asked them a ss,ies of quest ions about how they felt about things in each sub-area ... such as hou al ng , transportation, business, rr,odical facilities, senior issues, parks and open space and urban design . And we were able to gel feedbac< on how they tell about each of these distinct sub -areas . We we re then ab le to craft and develop goals and objectives that hopefully captured that feedback . And dur ing the second round of the stak ~~olders meetings, we presented these prelirolnary goals and objectives , one at a lime, to see if we we re on th& mark . They told us that we had done a very good job of listening to what they had said in the first ro•Jnd and !hat they were very pleased . Just briefly, I would Just like to talk about some community values . I th lr< the key community values that came out of th is is that. .. number one ... the residential neighborhoods are very important to the stakeholders . They really like the style and character of those neighborhoods . Tt,sy would like to see some changes ... such as some revitalizations, some reinvestme nt code enforcem~st, and general improvements . They also recogn ize that sometimes It Is appropriate for so, ,e new housing, but It must support ex isting character of the residential neighborhoods that exist today . We also found out a lot about how they felt about the business community and they really liked the hlstorlcal Broadway downtown between U.S. 285 and Floyd Avenue . They would like to see • some slight cosmetic Improvements there . They also see some opportunities for new development north of Floyd , around the Goth ic Theatre, as well as to the west and east of the Broadway Corridor. They al•~ talked about tt.o o\d Hampdon Corridor and they saw the greet potential for that corridor to become a pedestrian oriented and mlxed-,,se corr idor cornectlng downtown and the hospitals . And finally, speaking of the hospitals, • • • Englewood City Councll Aprll 2, 2007 Page7 they also are very willing to accommodate expans ion needs of the hosp ita ls as long as that Is expand ing upwards on top of the fac lll lles tha t they already have . And then , if they nead to move outward from there , that they would li ke to see that along the old Hampden Corr idor and the U.S. 285 Corr idor and at the same ti me , they want to protect the res idential ne ighborhoods from hospital enc roachmen t. Finally , I wuuld Just like to finish up and ask a rhetor ical quest ion . What has th is Small Area Plan accomp li shed for us? I believe that It has accompli shed two th ings . I th ink , one ... it has prov ided gu idance for the development of strateg ies in a future phase . They have given us the ir core values for these two areas and we can then begin to develop strategies that comp li men t and fit in with these values . And the second thing that It has done for us Is Ini ti ated citizen involvemen t in thi s project and In these two districts . I am really exc ited about that , because I would like to continue that relationsh ip with our stakeholders as we go forward . And at th is time , I would li ke to conclude the presentation and I would like to answer any quest ions that Counc il may have . I wou ld al3o like to find out and hear what Council feels about this plan and hopefully I wou ld lik e to get Council's endorsemen t. At th is ti me I would like to con cl ude and open the floor to Counc il. Mayor Wolosyn asked if there any comments or que stions . Counc il Member Mccasl in said I atten d d a couple of those meet ings and they we re very well attended and the conversat ions bac k and forth were fan tas tic. I wan t to congratulat o you guys . The two meet ings that I attended were fantastic , so than k you . Mr. Voboril said tha nk you . Counc il Member Tomasso sa id I ha ve a quest ion . On page 1, Obj ectiv e 2-6, where It says "encourage home additions and exterior upgrades". He said I'm conc erned with the exter ior upgrades , if that means just add ing vinyl siding to a house and destroying ~istorical character of the hou se. And, the same thing occurs on page 4, the Business and Med ical Improv emen t Goal s, Obj ectiv e 1-3 ... en courage exterior upgrade to exi sting bu il dings . They did that in small town Am eri ca in the 60's and the 70's where they came in and pu t chrome over the exi st ing build ings and destroyed the histor ical c~,aracter of the ne ighborhood ... the his toric qua li ty of the bu ildings, ju st by add ing tho se add ition s cs an upgrade , fash ionable upgrade, for that particular period as opposed to ma inta ining the cha racter and jus t go ing in and restor ing the facades of the exi sting bu il dings . Ha said those two issues conce rn me. Mayor Wolosyn said I would offer that I th ink that your con cern could be addressed as Commun ity Develop ment moves forward in com ing up with strategies. When peopl e tal k about retain ing charactrr, that was one th ing that I was happy about , when I attended the meet ings , as I felt that some of my own cc.ncerns I heard echoed in the people who were there . People wan t to see th ings get bett er and I thin k that they v..1uld be amenable to that sort of strategy. I think it is con si sten t with what : ,,eard ... l don 't know about what you heard . Mr . Vobor il said yes , I do belie ve that was very strongly articulaled ... that that Is very importan t...that what th ey really lik e about their neighborhoods, and also Broadway , is that historical small town feel. And that Is very important that we need to keep bu il ding upon that character and that we don 't lose ii. I would also just like to say that it is also important to th ink abou t this more as the start ing point of our value s and vision and that from th is po int on we are go ing to beg in to develop some strateg ies . We are go ing to continue to have some meet ings with our stakeholde r,;, I bel ieve that this Is go ing to be a big issue ... about how things look . I thin k that has already been ev ident in sorne other hous ing Issues in the neighborhoods that we are studying at th is time . I th ink II will continue to be Importan t. I th ink we can work through that and make sure that we don 't lose tha t character . Council Member Woodward salt. I th ink you addressed thet in the Publ ic Hearing also ... sugges ti ng that th is is a document of the big view . Th •, Goals and Objectives are not as prec ise as many would like at th is po int, but they are gu idelines . I do have a couple of questions . One would be , in the Public Hearing , on page 7, Maureen White had made a suggestion that they have on -slte ... she sa id she would lik e to see the word "appropriate" changed to "adequate" In regards to perk ing requ irements . Lower down on that page , Mr. Brick , who Is a P and Z member, sa id ha liked the suggestion to chango the word "appropriate" to "adequate" In regards to park ing and then I never saw any further dis cuss ion on that. Was there ever a motion regarding that? Because II remains In the document as "appropriate ." He said my second question Is on page 8, Mr. Welker , another P and Englewood City Council April 2, 2007 Pagel Z member, aald he felt Ms. White's co•nments were right on . He had one amendment to the corr ,,,,,ots from a previous Small Area Plan discussion ... ~" page 8 under Medical Sub Area 1, the word "blocks " 'c ,Jld ba "two Iota" north of Girard . I don't find that change, but underneath that paragraph , I see that motion carried . I don 't know if there was some ensuing conversation there or what happened ... I'm just trying to understand that. Mr . Voborll said the first one , going back to the Idea of the "appropriate" versus the "adequate ", Commissioner Brick concurred and echoed that comment ... that he felt that would be a suitable replacement for the word adequate, but he never realty made any type of a motion thal says that you need to change thal. She said Lynette , I agree with you . I have agreed with you from the beginning , when we did th11 dog park. I wasn't a proponent of the dog park, but I went and talked to the people In the Jason Park , •· We had a lot of Input from people, but In the end they acquiesced and the people that I spoke to ... and I'm sorry If I didn't hit you ... sald fine, If we're going to do the dog park then lat us have our park back , and that Issue has been brought up several times since then . She's wrong , not all of our parks are multi-use parks . The dog park Is not a multi-use park . II is a specific use and that Is what its use is for . We have just had a lot of activity about Duncan Park , buying that In District 3, purchasing that from the school district and I have not ever had one complaint. They included that as one of the amenllies in the community and that community , for that park, was working for thorn and that's great. So I'm not suggesting, either, that all of ·~e parks become leash parks. But there have been some concern,, and some problems with Jason Park ano •ould agree with you that when they can't co-exist, that the original function for the park has to go back , espec ially since we've done the dog park . So , wr-'11 see where it goes . 2. She said I hope we get next Tuesday worked out. (ii) Council •~ember Oakley said I would like to address the Jason Pa rk issue . I've had some calls from people In the art a that would like to see it go back to a leash par k. I go by the facility we built at Belleview, five or six times a week , and I'm still a little bit amazed at how well used that facility is. If everyth ing we 've done was that well used , It would be money well spent for our citizens . And that be ing said, I don't think It's unreasonable to suggest that Jason go back to a leash park . People can still walk their dogs there and it's not all that far to Belleview , if they choose to have an off-leash situation . So I would support having Jason go back to a leash park . (iii) Council Member Tomasso said I would like to see stepped up patrols al Jason , from the Police Department driving by, going through, at the particular times that the dogs are off-leash ; like right after work, and maybe it could be split between the Police Department and tl.e Parks Department, so the Parks Department may be a little bit more involved . Because there are certa in po ints, In time , when the dogs are there and the kids are there at the same time , so it would be the period after school, if possible . Mayor Wolusyn asked what would be the end of that? I mean what's the reason? Council Member Tomasso replied just to mitigate problems . If there is an owner of a dog that's causing havoc , running into baseball games, soccer games ... il's soccer season agein ... and caus ing problems that that person could be cited at t~at point. Also, if there is a pe rson, on the opposite point of view , potentially trying to hurt a dog, we can mitigate that problem . (iv) Council Member Woodward : 1. He said I have a couple of lh '.1gs. My first one is for Rick and Dave , regarding the carpet , and I understand from the Council Request that they are checking Into the nylon or whatever , that our carpet is made of, and it sounded like, within that memorandum , that et some point in the future , they will be expanding to taking other types of material. Obviously, th is Is synthetic; it isn't a wool carpet , and I'm just wondering then if we have eny area that we can store this carpel that Is going to be pulled out, such as the Servicenter and then take It over to this place for disposal , which would meet the accompl ishment that, I th ink , the Mayor was trying to take cars of. And I would Imagine that we wouldn 't be paying for that , the disposal, until later anyway then . Mayor Wolosyn said you can submit a Council Request or do you want an answer to It now? Director Kehm said sure , I can do that. Jim , we'll follow up with whatever possibilit ies there are, as far as recycling goes . I'd have to talk to Dave , but I would Imagine the cost of having to handle the carpet twice would be exorbitant. He said I would like lo congratulate the City of Englewood's Human Resources Department for their first place award from Mountain Stales Employer's Council , for their citywide computer coaching network in leveraging internal knowledge lo create a culture of ieaming. I think this really speaks well for the City and for Human Resources for being creative and leaching some of the sk ills , computer si<i lls , lo employees ... when the y lost budget lo have professionals or contract people come in and do that, and instead they are doing it in -house with the people that have that knowledge . So, please pass on . Gary , congralulal'.ons lo Sue Eaton and that department . 3. He said with respect lo Jason Park and the dog issue . One of the concerns that I have with cutting ii off completely, as an off-lease area, is that in some of the public hearings when people came lo speak lo Council. there was a number of more elderly , and some of them were disabled, and they come, from what they were saying, during the middle of the day or Iha early morning. walk the ir dog once around the park and that is about ii. I certainly think I could support limiting those limes during school hours , when kids are out there practicing soccer, playing softball , T-ball, and vollayball. .. dolng the sports activiti es, and during weekends or something like that , try ing to direct that traffic lo Canine Corral. As I've driven by Jason Park , I'm still amazed that th ere are a number of people there , and I know that they are not neighborhood people , when Canine Corral is so close . So, that's my two cents on that one . Th ank you . 13. City Manager's Report (a) City Mana~er Se ars said I know that fheridan is responsible for the Tri -City meeting . They are talking about doing ii later, al the end of April. I haven't 1ollen a dale yet. Soon as we have a preliminary, we'll send the information out lo Council. (b) City Manager Sears said we are having our s!aff retreat next week lo prepare, especially for the Council retreat , and 10 lake a look at some first quarter numbers . So our staff will be, probably, in the area here , during that day, but really trying to take a look at some management issues and focus on some budgetary issues . (c) City Manager Sears said we are also pulling together the Council budget retreat on May 19th . One of Iha thoughts we had, If we can do It, Is to use the Golf Course Maintenance Center or Golf Course Clubhouse and we'll possibly be laking a lour that afternoon of the site ... of the Golf Course and the reconalrucllon over there.
