The regular meeting of the Englewood City Council was called lo order by Mayor Wolosyn al 7:33 p.m.

(a) Barbara Burget said thank you for allow ing me to speak abou t our 100" anniversary of the First
Christ ian Church of Englewood , which Is now known as the Englewood Bible Church. We hope that you wi ll
celebrate with us and I have put letters on your podium telling you a little bit ab eut what we are go ing to be
do ing . We will be hosting a big celebration October 14" at 9:30 to 11 :30 to commemorate this histor ic even t.
We expect many people from many walks of life , from other commun iti es and from out of town , so ii Is going to
be a gala avant. And at noon we are hav ing a luncheon at the church and the lnformatiJn is there on the back
of the letter . And maybe I have misstated here , we wc ald be honored if you would pass a resolut io n and maybe
I should ba using the word proclamalion ... l'm sorry about that. It Is one of the biggest things in the history of
this church wh ich started in 1907 2s Roose velt Elemen tary School and has progressed over on Logan lo whare
the Shriners meet now ... over to 3190 South Grant. I have been a member of Englewood for 30 years . Three of
our boys have gone through the school system here ... two are now college graduates and one Is a missio nary
with his wife and three children al a Baptist College . My heart really belongs to Englewood , Cci orado . I did
res ide in Englewood for 30 years . My heart belong s to Englewood and I have attended the chu rch for 56 year s.
We hope that each and every one of you will come and help us celebrate our 100" anniversary . We loo k to the
past, live in the present and we are loo ki ng forward to the future for the ne xt gene ration that will come . Than k
you so much for giving me th is time to spea k lo ail of yo u. And, we will look forward lo seei ng you ail on
October 14" and thank you again for listening .

(a) Approval of Ordinances on First Read ing
(I) Senior Planner Langon presented a recomm ~odation from the Commun ity
Developme nt Department to adopt a bill for an ord ina nce approving a re:0 nlng request from Craig Hosp ital for
Lots 5-16 , Block 4, Higg ins South Broadway He ights. Staff also requests that Council set a Public Hear ing on
October 1, 2007 to gather public input on this proposal . She sa id th is is a base rezoning request and th e
property Is located on the east side of 3500 South Clarkson Street. Just for background, a base rezoning
removes the current zon ing classification and replaces II with another classification that Is from Table 16-3-1 .1 of
the UDC . For this particular app lication, ii would change the property zoning from MU-R-3-B : Mixed -use
Res idential/Limited Office-Retail District, to a MU-B -2 : Genera l Arterial Bus iness Zone District. The result of that
rezoning Is that the property would then be zoned MU-B-2 and all uses permitted within an MU-B -2 zone distr ict
would be perm itted on that property . The applicant , Cra ig Hospital, has subm itted all required documents . They
have conducted the required neighborhood meeting . The application was reviewed by the Devel opm ent Re view
Team and no issu es were Identified by the team . The Planning and Zoning Commiss ion cono ucled a Public
Hearing on Aug u I 7th and by a vole of 7-0 recommended approval of the rezoning request. Thun, Commun ity
Development is here this even ing requesting that a Pub lic Hearing be set on October 1". She Sdid I would be
happy lo answer any questions.

Council Member Barrentine said I will be voling aga lns, ,1•1 s ... there were sever JI questions brought up
previously . One of lha issues was that Denver had adopted this and that Is nol accurate and I am still looking at
this . There are some things that I think are good about lhis , but there are some problematic property rights
issues , in my opinion . So, I will be voling against it.
Mayor Wolosyn asked if there was any other discussion . There was none .

12 . General lllscusalon
(a) Mayor's Choice
(i) Mayor Wolosyn said I want lo bring up the request for a proclamation honoring the 100th
anniversary of Englewood Bible Church. I know that the church has been Instrumental In community life and , in
my area of town, It serves as the polling place . And every year It hosts a very big National Night Out and to that
extent It has been very involved with the community. And in the past, it served as a staging ground for the
parade . So , I think that a proclamation would be in order for an older institution in the town and it has
participated in a broad spectrum of community life.
Council Member Tomasso said I bel.Jve It is worthwhile for a proclamallon and others agreed .
Mayor Wo losyn said okay. In a future meeting, we will get back to you and we will have a proclamation .
Ms . Burget said thank you .
Mayor Wolosyn said thank you for coming .
(11) Mayor Wolosyn said I am sure somebody will bring up the fact that the Community
Development Departmenl...ln particular Darren ... worked with the new scooter place . I think It Is called
Sportlque Scooters . Fox 31 came and did e piece on our town and the revitalization of the Broadway Corridor.
It was well done. Your staff did great work . I don 't know If anybody saw it , but II was a really nice thing to have
out the,e at a t!me like this ... any time .
(b) Council Members ' Choice

(I) Council Member Barrentine:
1. She said I wanled to thank Jerrell Black and the Parks and Recreation Department for their work with
and their willingness to continue to work with various dlsabll lt y groups, as they plan different amenities that are
go ing Into the park . Englewood certainly has a good reputation In the past of working with these organ izations
and making sL•re that everybody In the community Is Included In anything that we do and I appreciate that and
so do they .
2. She said I wanted to announce the passing of Linda Fall on Saturday . She and her husband James
had an auto replr bus iness here . Thay moved in to Colorado in 1962. II was in 2004 that we worked with Iha
Public Works Department and they were able to install a handicap ramp and moved the stop sign in front of the ir
house , so that they could make it as comfortat,le as possible for him lo be in his home . James Fall died In
January of 2005 and when Linda encountered additional problems , the Public Works Department, aga in,
stepped up to help. II is unfortunate that she passed . Her services will be this Friday .
Mayor Wolosyn said thank you Laurett.
(ii ) Council Member Mccasl in:
1. He said I would like to thank whoever put those signs up r,;, Broadway ... they are really cool. I think ii
really adds someth ing to Broadway . Unfortunately, as I said before , the north part of Broadway seems to be
getting all of the attention . We need lo kind or we . k on the soutli side also . So , that Is Just food for thought. Ms .
Barrentine said the BID? Mr . Mccaslin said yes . The signs look so cool at night with the li ghts on . II just
spruces up Broadway . I appreciate that.

2. He said I would like to thank Council for the flowers that you sent to my wife's mother 's funeral. I •
appreciate It. They were very well received and you could just see Linda beam the day of the funeral. I
appreciate that. Thanks guys .
3. He said I would like to psi the limes or your services at Englewood Bible Church , if I could .
4. He said I also met the new manager and owner or the Scooter place . I know Jim Is going to br ing It up
because he has a vested inte, JS! there . The owner Is an Englewood resident. I think his dad was two years
ahead of me , and he had a sister a year behind me, in high school in Englewood . So I chatted with him . They
are really good people . These are the kind of people that I hope we keep bri ng ing into Englewood . He is such
a nice guy .
Mayor Wolosyn said I would add that It speaks to your concerns about that part or Broadway , because our
catalysts program and the sign and all that is also going to help improve that part of Broadway . Mr. McCaslln
said I hope so .
(i ii) Council Member Tomasso :
1. Ha said I would like to congra lu late Auto Crafters for 20 years or operation in the City of Englewood .
They celebrated on Thursday night with the Greater Chamber . Auto Crafters Is located In the 3200 block of
SOU'· Santa Fe . Thay have a wonderful state-of-the-art pa int booth that takes all the environmental problems
oc,•, ; the air and filters them . T~ey are currently painting the Sheridan police cars black and white , so that you
car · .,e them . There was laughter. Sheridan waPts you to be able to see their pol ice cars .
2. He said th e signs ware put up by the BID ,and they are going to put up two more signs to come across
Br, · Jway . I am looking forward to that.
3. He sa id I want lo remind you of the Car Show this weekend . Th is will, hopefully , brlng a lot of people •
into 1,,wn . The Taste of Englewood will also be happening Saturday ... they are sponsoring great restaurants In
Ih a '.;lty.

McCaslln sa id I wish I could have been there .
(Iv) Council Member Woodward :
1. He said I Just wanted to mention Auto Crafters too . And add that they lend support lo the City ... Ben
Greene , our Fire Marshal, takes tours over there , of different fire people, to show them how lo Inspect paint
shops and stuff . And so, ,hey participate with us and I thought that was great to hear .
2. He said I wanted to mention I had tried out the new restaurant In the 3400 block of South Broadway ..
believe It is Louis' ... and I would recommend ii. ii is a very nice place .
3. He said regard ing Sportlque . Thursday I got an e-mail from Mike Flaharty that was forwarded from
Darren Hollingsworth , so I rushed right down to Sportlqua think ing they were op en ... which they weren't...but
they were cleaning and do ing all sorts of things . I got to speak to two of the owners . One , who Is a reside nt of
Englewood , couldn't say enough nice th ings about Darren Holllng r,worth and the work and help that he did In
gett ing th is store open . Saturday I got down there a few minutes early and got started trying out scooters and
am now the proud owner of a littlo 50cc scooter that I take de livery on tomorrow . So , please be careful , I'll be
out the rs ... espaciall y Bob In his big Jeep .
4. He said then I also ju st wanted to mention Englewood Days wh ich will lake place Saturday and the
Taste of Englewood put on by the Chamber and the Car Show .
