Mayor Woodward asked if there were any corrections or modifications .
Mayor Woodward said I do have one change. On page 9 ... It Is the 6th paragraph up from the bottom . It starts
with "Mayor Woodward said I have e questlon ... l'm not real clear ... lf this agreement..." Instead of "ir I think it
was "is this agreement for the planning of both Phase 1 and Phase 2?"
He asked if there were any other corrections or modifications. There were none .

(a) Presentation of the 2007 Holiday Lighting Awards .
Council Member Mccaslin sa id It was really tough . We had a great time . There were 11 homes out there and
we just traveled the City . We had a great time . Hopefully , naxl year you'll get involved In the contest again .
Thank you very much for participating, all of you .
Council Member Mccaslin, Sunshine Cross, Vice Cha ir of the Keep Englewood Bbautiful Commission and
Commission Member Tom Rothe , presented ribbons and certificates to all of the winners who were present and

Mr . Rolhe sai d the only disappolnlment this year was thal last year's Mayor 's Cho ice award winner didn 't even
enter again this year . That was kind of a disappointment , bu! we are lrying to encourage more people to enler.
We put flyers on houses that we saw where they had nol entered . And also , we a·e trying to encourage more
businesses to join . We had a great time . Thank you .

(i ) Acting Information Te chnology Director Flaherty presented a recommendation from lhe
Depart ment of Information Te chnology to approve, by motion, the purchase of computer servers, virtualization
•
software, storage technology, and related implementation services from Long View Systems in the amount of •
S33U ,08b .00 . He said this item comes forward as a project that Informat ion Technology, in particular Don Ingl e,
prior to leaving , had been working on pretty extensively fo r the belier part of this year . This entails the
replacement of a number of ~mrvers that the City currently hes, to oi:erate our numerous technology information
sys tems . New technology allows for wt,at th ey call virtua l server utilization , whereas we can elim inate a great
number of servers . We currontly have nearly 50 servers . We'll be culling that down to someth ing in the
ne ;ghborhood of four lo five servers . At one time , each of th e various applications thal the City owned Iha! were
provi ded lo us with our Information Technology services, such as our Finaer~ and HR system, required that we
only pu! their software on an in dividual server . Through current tech nology, ,t has been proven , that we can
virtually separate those software applications , so that there is no intermingling or problems between var ious
different software applications being provided on one server. The priniary benefit lo this is a large savings .
We 'll be re?lacing our current servers with new servers, our existing fleet of nearly 50 servers with 5 new
servers, and the required application software that allows for thi s virtualization . The payback 011 !his
S336,000.00 is 16 .5 months and , of that , $243,000 .00 is in the form of iT capital replacement costs for servers
and the balance Is for other general fund expenditures , which inclu 1e IT system admir.istration and
ma in tenance, as well as a very large power cons umpt ion savings that we will be able to realize ongoing. We
will be able to payback th is investm ent in a very short period ol time . Ted Wargin, our IT Network Administrator ,
is here this evening to answer any technical quest ions, wh ic h I will not be able to answe r, but I am aware,
because non had involved me early on in th is project , tha t th is is an opportunity ror us to ?rovide a grecu ievel of
savings 'J both our Cap ita l Projects Fund and our Gene ral Fund . So , ii there are any questions, I'd be happy to
direct those to Ted.

Council Member Jefferson said correct. compared to our old system .
Mr . Wargln replied actually what they are doing, !his entire project , is really focused around consolidation . So ,
say we have a server, essentially just like a PC, just a littl e bit more horsepower . We essentially have 50
servers . What we're doing with the current technology today, the horsepower that these provide, actually let you
conrolidate these 50 end run multiple servers on one server . So , I guess it depends on which way you look at
the capacity . Each server will be able to hold quite a few more virtualized servers on that physical machine , but
as far as our overall servor count, that will be consolidated from 50 physical , down lo 3 physical thus virtual izin g
those other 47 ... in a virtual world, I guess . I'm not sure if that answers your quest ion?
Council Member Jefferson asked can we do more things now than we were not capab le of doing befor e or is
this a replacement kind of th ing .
Mr . Wargin sa id we'll do more things with less hardware , less software costs, less power consumption .

Mr. Wargin said LongView was a vendor that we chose ... we actually wen! through a process of selecting this
vendor and , I believe, the cost e•tlmate that I broke out is actually LongView in comparison to other government
pricing quotes that we rece ived. So, that's how they're broken 011 1 if that's what you were referring to .
Council Member Jefferson said okay .
Mayor Woodward sa id I just want to make a couple of ,;-:,mments . Onf' was , l no ticed from the financ ia l impact ,
that the funding for this project was budgeted in th e 2~01 ~a pital Fund .
Mr . Flaherty said yes it is and actually part or it...~·.J9 ,u00 .00 ... is actually bei ng paid by the Wastewater
Treatment Plant , becau se their applications are pretty ex tens iv e and !hey will be rece iving the benefit or this
project as well, and will be pa yi ng for their pro-rata share .
Mayor Woodward sa id okay . I :Jo have a question . Regarding the Littleton /Englewood Wastewater Treatment
Plant...50% or !hat is Englewood and 50 % or tha t is Littleton ... is that true or is that total amount there just
Englewood's ?
Mr . Flaherty sa id that is e budgeting function that Wastewater goes through . I'm not sure exactly how they
break this part ic ula ; expenditure out , but under most circumstances Capital Expenditures are 50/50 . I can't say ,
specifically , that this will ba handled that way with this pa • ,1cular expend iture. And to address what Counci l
Member Jefferson me ntioned too, we actually, with the servers that we had, we had excess capac ity . It's just
that prior to server vlrtu al ization capabil iti es , wa could not mix applications on servers . So, in fact we have far
more capacity than we ever, ever needed , but because or the requirements or the software providers, we cou ld
not run the ir sortwar 3 mix ed with another ... we cou lC: not run two applications on one server . Mow with Iha
technology , tiley can virtually div ide that server , so that the software can legally run on the ,.ame server .
Council Member Jefferson sa id I apoloJ ize . I di d misspeak about that one . I thought it was the providers there
and I apologize . I misspoke .
Mayor Woodward said it's interesting how far technology has come. was reeding today that sor.ie of the new
ch ip s are getting so fas! that the software developers can 't kee p up wi'h the speed of the chips . It 's just
amaz ing .

(i) Mayor Woodward sa id I would like to congratulate the participants in the KEB
decorating awards . I know, having partic ipated in lhal in the past , ii is fun for the members and I think ii is
certainly fun fo1 lhe citizens and residents that partici pate in that.
(ii) Mayor Woodward sa id Saturday night I got the opportunity to enjoy , over at Hampden
Hall , Gifts of the Magi that has been runn ing for Iha last couple of weeks . It was a musical play and ii is now
over , but ii was really fun .

(iii) Mayor Woodward said I would like to talk to Cou ncil or discuss with Council, our •
Donor 's Fund, or in our Donor's Fund , setting up a part of our Donor's Fund , an account that would be specified
for med ical expenses for our late Mayor Olga Wolosyn . This would give people lhe opportunity lo be able to
donate to that fund . It is my underst and ing that , that may be a tax deductible type of event, depending on each
person's char itab le conlributions ... depending upon the advice from the ir own accountants . I am not ask ing to
make contributions to that , from the City ... ! am ask ing that we sel that up through our Donor's Fund . And
mayb e Dan , if you want lo comment any more or explain ii any further , If anybody has any questions regarding
that.
Counc il Member Jefferson said what was the spec ific use of ii? Mayor Woodward said it would be to he lp offset
the costs of lhe medical expenses for Mayor Olga Wolosyn ... her doct or and hosp ital bills were pretty
overwhelming . So, this basically gives citizens , or anybody that would like to, an avenue to make a donation
toward those medical expenses .
Council Member Jefferson said what would be the general advantage lo having it as part of lhe City rather than
ju st be ing totally private?
City Attorney Brotzman said it would be a ch aritable contrib ution . If you gave money directly to the family it
wouldn't be a charitable contribution . Council Member Jefferson said this would set up as some sort of charity?
Mr . Brotzman said right. Mr. Jefferson sa i~: was just wondering If there was additional beneht for them to have
th is In place?
Mayor Woodward said no . As I understand it, if they were lo do it personally , then they would go through the
expense of legal fees of selling up a 501-3C, or someth in g like that, as a charitable donation and a charitable
expense, which would be adding to the expense at this point . And , he sa id, there is an avenue through the City,
as ! 1 •1da; .ier.~ It. through our Donor's Fund, that does not affect any of the City's General Funds, Capital
~.ntis or an 1 other fJnds . It is totally separate account ing .
City Attorney Brotzman said the Donor's Fund is already there . •

Council Member Mccaslin said you know I believe, just knowing Jim, having just lost his wife and I see him
every day as he walks by my house, he is still hurting . And to see his face ... he Is a very proud men and when I
talked to him orlglnelly I asked If there was anything we can do and he said no, I will take care of It.
Unfortunat ely, he Is left with the memories of Olga, plus he is left with these enormous bills from the hosp ita' end
doctors, so I feel any way we can help , In any way, with what Olga end Jim have done for the City of
Englewood , it would be greatly appreciated by the family and th is Is what I would like to see .
Mayor Woodward said is there a motion to set something LIP through Finance , at the direction or the City
Attorney?

special thanks to the City of Engle wood staff, and all or the employees, for all they do throughout the year . I
really bel ieve that we are fortunate in the people and the support that we have, as citizens . and I just want lo
acknowl edge all that they do .

(i) Council Member Penn :
1. He said I had the pleasure or going to the Trans• Jrtation Advisory Committee meeti ng . They would like
other suggestions from community members or anybod . else . They are running out of agenda items and would
reall y like somebody to maybe co me forth with some other things .
2. He said to the people on the Keep Englewood Beautiful Comm ittee, great j,ib. I know that is a tough
th ing ... just keep up the good work . t know all the lighting contestants , I put up a c;sple lights myself and the
hours of time it takes lo set , and get this ready and all the enjoyable times ... it is a great effort by th e citizens
and the members of Keep E .. glewood Beautiful.

1. He sa id I would like to thank the members of KEB Committee and Audra for your help on KEB this year.
It hos been an enjoyable learning exµerlence this year and I th ink we are headed In the right direction . Thank

2. He sa id I also would like to wish evaryone a Happy Holiday. The more I get to know everyone on staff
and hear about the great th ing; they do ... l th ink we have a great staff here. I would like to send my best wishes
to all the staff members and thank you for your support throughout the year . Thank you .

Council Member Mccaslin said I do apprecia te the memorandum we got about the other cities' donations ,
because it put it in perspective . We are kind of right in the middle ... we are not too high and we are not too
low ... t think we are right in the ball park . We talk about that every year ... are we givi ng enough and I think there
were 8 or 9 cities that we were compared to . Som 9 were really high and some were really low and we were
kin d of right in the middle . So , I appreciate that informat ion .

(a) City Manacar Sears said we have a School/City meeting tomorrow afternoon at 4 o'clock with
Jill, Jim. myself and some staff and we will report back to Council.
(b ) City Manager Sears said from 11 :00 -2:00 at our office this Wednesday we 11ave invited the
City staff and employees to come for a lunch and we want to Invite the Council if you can come by ... drop by just
10 say hi to the employees . It has been well attended the last coupla of years with firefighters , po,lce offir.ers .

(c) City Manager Sears said we just got a notice ,,gain to inform Council that Diana DeGette would
like to have lunch with the Council on January B". so we will :ie setting that up and letting th6 School D~trict
know that she is go ing to be in town .
(d) C ity Manage:-Soars said we have received a lot of awards this year. We have e great staff and
we have received a number of awards . We got a really nice award for our Computer Coaches Networt . Th is is
a STAR Award . Karen Main received ii again . Our IT people worked really hard, along with our emptoyn,s to
support ou r own internal coaching program . We just received this last week . We have won awards wilh NLC
and a number of other programs based upon that. It is a nice award . That Is the American Society "'f Training
and Development...Best Practices award that we received . Mayor Woodward said so this was in addition to the
NLC ? City Manager Sears said yes , this was in addition to NLC . We do actually list out all the awards that our
organization wins, so we have that and we will probably put this in the new trophy case that we have up.
(e) City Manager Sears said I gave out two letters ton ight. One concerns the $20J.000 00 uOCO
grant we received, on December 3~, for the purchase of Duncan Park . We will be letting the ::,~1001 District
know about that. And, with our Parks and Recreation Department , we rece iv ed the maximum amount for Parks
