Call to Order The regular meeting of the Englewood City Council was called to order by Mayor Wolosyn at; :35 p.m. 2 . Invocation The Invocation was given by Council Member Barrentine. 3. Pledge al Alleglance The Pledge of Allegiance was led by Mayor Wolosyn . 4 . Mayor Wolosyn asked if there were any c:;mmants or corrections. Council Member Oakley said under Cou~cll"s Cho ice I stated that I had attended a DRCOG sesslcn the Friday before and even though I've had some prt,tlems with DRCOG during the years of my employment this was looking at II from a different angle. Why my mouth said "problems" when I was thinking "Interaction ' I'll n8ver know, but that word "problems" needs to be changsd to "Interaction" and, for the record, I have no problems wtth DRCOG and never have had. Recognition of Scheduled Public Comment Englewood City Councll Jenuery 17, 2006 P■gei (a) Aid to Other Agencies recipients were Pr &aent to accept the City's financial contributions for 2006. Mayor Woiosyn said every year the City Council has a small budget, ol about $30,000 .00, that we give back to the commun ity to those non-prollts who work so hard to make this a better plare for all of us . Mayor Wolosyn presented a check to Susan Beckman for the Arapahoe County Metropolitan Mayors and Commissioners Youth Award~. Ms . Beckman said thank you all very much for !'Our generosity. Mayor Woiosyn presented a check to Selwyn Hewitt for Arapahoe Philharmonic Mr . Hewitt said, on behalf of the Philharmonic , we are very apprec iative of your contributions. Thank you v&ry much . Recognition of Unsched uled Public Comment • • (a) Patrick Mahoney, 2000 West Warren, said I am a resident of Englewood. I thank the Council • for afford ing me the opportunity to come here and discuss with u some Ideas concerning your soon to be made dec ision on the Police change of policy regarding response to Intrusion alarms, as reported by a central station . I am an expert on central stations . You may ask me and I will tell you that I am an expert . I did put In 27 years with Denver Fire and the alarm division, which handles central stations. For the laat 14 years , of that particular time , I was In charge of tra ining lor those particular people . For the last 7 years of that time , I had aole respons ibility, answerable only to the Manager of Salety for the Investigation , licensing and Inspection after they opened, of all central stations operating in and for the City and County of Denver. So , I may not be a true expert on them , but I am an expert on the ones we have In Denver . Th ia morning, I discussed , briefly, with our Police Sergeant Watson, who then was kind enough to come to my house and deliver the pr inted form of the proposal for the reduced response. Now comes the candid and unsolicited opin ions . Tt,ls Is a mistake . We will pay for this down the road and I am speaking of the taxpayers . This Is a mistake . II the true reasoning behind th is Is high rates of false alarms, that can be fixed In many ways other than assassination. Don 't kill the program . fl works . I would be happy to devote my time at your place and time of convenience ... any tlme ... to discuss with you what possibly should be done In helping to alleviate their problem ... but th is Is not the answer . You will pay for this down the road . I will pay for It. I am a 24 year taxpayer In th is area myself . I am sorry , but this cannot be done. My lime is limited and I am so rcy, but you have my name , rank and serial number . I would be ha ppy to 1iscuss it with you anytime and tell you what could poss ibly be done ... what you might look into and if you don 't ha ,e ii , I wnuld be happy to send ii to you ... the Informat ion or have it done . You might look into third-party administrat lo, .. And I won 't even enter into ii as it Is too complox, but it saves the Police Department the problem of doing it at all. And , it saves the system . Th is is disc rim inatory, ladies and gentlemen . I'm sorry , th is discriminates against me , because of the reason that I have my system and pay for it. Th is is not the way to go . I thank you , thank you very much . Mayor Wolosyn sa id thank you for your comments . (b) Steve Scott , 4609 South Fox , said I Just wanted to take an opportunity to introduce myself and Li vi ng Branch Commun ity Fellowship to you . We just moved into the City in june. We now reside in what was formerly Englewood Wesleyan Church ... a fellowsh ip of 53 or 54 years ... and we are pleased to take on the legacy left behind from that ministry. I just wanted to introduce ourselves to you . We have more than just church services . We want to be a part of the community . In doing that , we started a food bank in the beginning of November . We have already serviced over 100 famllies ... 300 plus people, 186 were children wh ich we were able to pass gifts on to for Christmas . And , your gill and grant to us will help us do a better job with that . We also ha ve a clothing bank where we can meet those needs and as soon as the State will shake our hand and grant us licensing, we are going to start , hopefully It :er th is month, an after school program that will be free . It will be limited In size , of course , because otherw ise we would have every student in Englewood attend ing . But . we just want to help those children that fall between the cracks ... bet ween Kids Quest and some of the other alte r school programs that are out t~ere . Give them a safe place ... we are right across the street from Clayton Ele mentary Schoo l. And , we look forward to a long relationsh ip with you , Madame Ma yor , and each of you on th e Counc il. If there is anything we can do for you as a body , as our City Council, or as individuals , we ma ke ourselves available to you. We just wanted to say hello and we are glad and proud to be a part of the City of Engle wood and look forward to being used in our great commun ity. Thank you . 8. Public Hearing Item ■ No pub li c hearing was scheduled before Council. 11 . Ordlnencu, Resolution end Motion ■ (a) Approval of Ordinances on First Reading (i) Senior Planner Graham presented a recommendation from the Community Developm ent Department to adopt a BIii for an Ordinance entering Into an lnlergovernmenlal Agreement (IGA) with Arapa hoe County to construct improvements in three City of Englewood parks lo enhance !railheads for bicyclists and pedestrians. He said we are here this evening lo ask Council 's approval of an ordinance lo enter into .in int ergovernmental agreement with Arapahoe County lo accept Open Space Funds to build some enhancem ents al Belleview , Centennial and Cushing Park . This is the second of two applications that was accepted by Arapahoe County last year. This one is delayed somewhat by revisiting th e scope al work we plan • lo do and we actually reduced the scope of work , somewhat , based on the difficuily and expense with providing • waler and sewer near the !railheads al Belleview Park and Centennial Park . So, Iha grant amount was reduced by agreement with the Open Space and Trails Board and the County Commissioners and Iha correct amounts are shown in the Slaff Report . The amount now is $135,055 .00 , down from $156 ,000 .00 lhal we originally appl ied for . The City Is uslog up&n Space Share Back Funds In the amount of $33 ,764 .00 as Iha match funding for the grant projecl. II i, fun lo be t,ar& afler three years of trying to implement the South Platte Plan . Council approved the Plan ,n 2003 and we have been work ing on various strategies lo implement ii since then . We noticed that in the Parks Master Plan survey that Iha respondents to the survey indicated lhal Open Space ranked high in importance lo Englewood residents. So, we think that we are right on target here with the project lhal makes lhe regional greenway more accessible lo Englewood residents . This project will install amenities such as benches, bike racks , picnic tables and shelters al the var ious locations near Iha !railheads and we will be installing a san·o-lel and she ller for lhal al Iha trailhead in Belleview Park, near where the dog park is being constructed . So, that is the scope of work for this project and this l"ili be done this coming summer for Englewood resident~ to enjoy . Mayor Wolosyn askod if there were any questions for Mr. Graham . Council Member Barrentine said I have a question . ii says In here ii was $135 ,000 .00 and then ii sayr. In here ... not to exceed $101,000 .00 . Mr . Gr aham said the grant amount is $101,291 .00 ... the entire pro ject budget is $135,055 .00 . Ms . Barrentine said okay ... wilh us doing lhe matching funds then? Mr . Graham sai•J yes . Ms . Barrentine sa id alr ighl. Mayor Wolosyn asked if there were any other questions . Council Member Woodward said on the site plan for Bellev iew Park In the book , the legend shows the pavi li on and the picnic tables and some of the Items rich! Inside the off-leash area and I understand this was done prior to ... and I assume that these things would be moved . Mr . Graham said there Is a preliminary planning stage , where we work up the preliminary plan and budget and with that information we apply for the granl. When the • grant was accepted, we went the neX1 stage and did some higher level planning and cost estimating . The gazebo and most of those amenities have moved lo the south side of the bike path , just east of the park ing lot now ... because we were aware that the dog park was be ing planned for lhat location, so we worked closely with • • • Englewood City Council January 17, 200I Paga5 Dava Lff ~f the Parka and Recreation Department and Dava Henderson of our Public WO<ka Department to plan these lt•ma. Council Member Woodward sa id that la all I have . I think this la a great program and this was a grant we got the end of last May from the Open Space from Arapahoe County. It was a great job on submitting and getting awarded this grant, amongst othars . Mayor Wolosyn said I second that. We were In the first round of grants and I know that was due to the work ol the two departments . Are there any other questions? There were none . COUNCIL BILL NO . 2, INTRODUCED BY COUNCIL MEMBER WOODWARD A BILL FOR AN ORDINANCE AUTHORIZING AN INTERGOVERNMENTAL GRANT AGREEMENT BETWEEN THE CITY OF ENGLEWOOD , COLORADO AND THE BOARD OF COUNTY COMMISSIONERS OF ARAPAHOE, STATE OF COLORADO PERTAINING TO THE ENGLEWOOD TRAILHEAD IMPROVEMENTS . General Dl1cu11lon (a) Mayor's Choice (I) Mayor Wolosyn said I have left ovar from tho City Council's Choice In the Study Session 1ue'. a brief FYI about the School/City Joint agenda, which was In our packets . Gary and I met with Karen MIiier and Jim McCabe last wffk to discuss the agenda . Aa you can Sff, we made tt very simple. We decided that th is Is primarily a get-together ... lt Is a new School Board and a new Council . They are going to serva dinner ... their Food Service Department Is going to make that for us and they are going to serva it at different round tables, so we will be seated rather Informally and we decided th at each enttty could hava one subject . They are using their School Strategic Planning and they think that will be about a 30 minute presentation. We thought It was a great opportuntty to present the Park's Master Plan ... particulariy, because some of the Items In there do entail possibl& partnerships with the School District. And ther, t.0 ,re ls going to be a round table where ... lt Is like my Idea , I have heard so much talk about cooperating and partr,.,ing, maybe we could each give some wil d Idea of aomethlng that we would like to see and In tum th is might serve as subjects Englewood City Council January 17, 200I Pagel for the SchooVClfy Strategic Planning Gro up, which Is going to be much more active this year , Mr . McCabe and Gary were talking about getting together with Ray Tomaaao and Jim Woodward , who are our representatives , and putting up a regular monthly schedule and dlscusalng things like this and other l11uas that coma up that are nagg ing and problem oriented and need good problem solving strategy se11ions ... auch as parking, noise . And the things that coma out of Iha round table may serve II future topics. So , I juat wanted to tell everyone that. I think it will be an Interesting meeting and the Idea Is it Is a friendly get-together. (II) Mayor Wolosyn said just before the meeting I signed a letter ol support for RTD . RTD was asking the mayors to support their request for funding for 21 new transit buses . This letter will go to Kan Salazar, r.:ana DaGette and Wayne Allard . I went ahead and signed it and I just wanted to let everyone here know . (Ill ) Mayor Wolosyn sa id on Saturday I attended the Metro Mayors Caucus. It was pretty much an all day caucus held at the Museum of Natural History . I really liked ii.. .ol course, I love regional top ics and this was part icularly timely, because at the end there was a round-table discussing the fac t that sometimes whenever one munic ipality presents someth ing, there Is a domino effect and it has an impact on us . And a couple ol issues that came up were pit bulls and the smoking ban . You know what I found , I lou ,1d that I th ink everyone is feeling like we are , about Denver and Aurora making these ordinances , it is all go ing to come down on us, which is a funny thing because we all th ink we are going to be the only person with this . So to ma , it lays a foundation for some thoughttul alternative th :ogs . You can see how everyone might have had a knee-jerk raact ic,a ... maybe there are better solutions to this issue . Anyway, I will be attending the ir meetings ;n the future to keep you appr ised ol what goes on . (iv) Mayor Wolosyn said I also attended the Parks Master Plan last weak at Sinclair School. • Sometimes , you go to open forums that have a bunch ol billboards around and people sort ol mill around and • don 't say anything and try to duck out ... l know I do . But at this , people were engaged . I talked to a lot ol people . Jerrell was talk ing to people and even though I don 't know how many people showed, there was enough discussion that this made you feel this was a vary valuable way lo spend your time. I was impressed at Iha couple of people who had Just moved hara and they are interasled ... open space is an important thing to them and neighborhood parks , so it was en lightening for me . (v) Mayor Wolosyn sa id at my agenda meeting last week, I asked Gary and Rick to ... becausa we voted to have put that $100,000 .00 toward the MRF Project...Ric k Is go ing to add just another sect ion to his project update. Thal money was earmarked for several th ings and ii will give us a chance to keep an eye on II and , when it comes up for discussion, we will have a better background . (vi) Mayor Wolosyn sa id the Chamber Gala is on the 26th al Iha Goth ic and Kimberly Langston from Swedish is head ing It and she really is trying to put a new twist on it , so I encourage you, if you are free that night , to coma . II usually Is a nice gathering , but there is a lot of hard work going in on th is that I would love to sea rewarded . (vii ) Mayor Wolosyn said we are go ing to be reviewing applicants for Boards and Comm iss io ns next weak . We have 13 new applicants and 17 applican ts who are Interested In reapply ing for various Boards and Commissions . When you look at Iha applications, 9 appiicantc are interested in also tak ing on another Board . I happen to know th~t in at least one ol these cases, it is not ... you know how it says "order the five· ... people do that just as a matter of coursa and one young woman came and told ,,a, I really don 't want to have two. So , Sue wants some direct ion . Do we want lo interview the people who normally we would reappoint. .. these 9 Lp~l!~ants who are Interested In applying for others? Or I am think ing we can just have Sue , when she calls , say "you have these checked on your packet, are you Interested In another one?" and ii they are, do we want them to come in and talk 10 us? Council Member Woodward said well If they are looking at a second one , I think they may went to come in and discuss their des ire to be on a spec ific one . Ms . Wolosyn said okay I will direct Suo. Council Member Barrentine said not for Iha reap,;lyf ng, but If they are applying for a new one that would be line . Council Member Woodward said and I assume that we will have feedbac ~ from the Cha irs . Mayor Wolosyn sa id wa have bean getting feedbatk from the Cha irs . Mr . Woodward said okay , great. (viii) Mayor Wolosyn said , as I said last week, I would come forward and ask Council to approve expenditures for ma to attend the NLC Conference In Wash ington , D.C. on March 11-15, and I am go ing to pass out the Information . If someone could make a mctlon , I raspect1ully ask Council 's perm iss ion to go to th is. Council Member Barrentine said In the 15 points discussed earlier (In Study Sess ion) with the performance criteria, I thought that you had sa id there were several Council members going. Is there someone else that Is interested In going? Mayor Wolosyn said I think Jim, under Council's Choice , Is go ing to bring up his. Ms. Wolosyn asked Ms . Barrent ine if she wou ld like to go and Ms . Barrentine replied , wall no . Ms . Barrenti ne sa id ha sa id several and you don 't make up se veral people , so I just wondered if we could do It at the same time, if there ware other people that were Interested in going . If you want to do It at the same lime, I just thought it would be easier . Council Member Woodward said let me st art pass ing out the information on my travel request. Ms . Wolosyn sa id the only th ing Is that I can't vote on my own. It we vote , I guess we just. .. In one vote it makes it dlfficult...it would only be five people vot ing . Ms . Barrantine said why can't you vote on your own? Ms . Wolosyn sa id because it may be constru ed as a benefit to me . She said I nave , in the past , acciden tally don e so. Ms . Barrentine sa id is that true, Dan? City Attorney Brotzman sa id it actually is a better way to not vote on your own travel. Ms . Barrent ine said all right. I attended the grand opening of The Attic at 200 East Hampden . It Is very well done and they are nice people . I hope everybody gets a chance to go by and •ay hi to them. It was a vary nice evening . Mayor Wolosyn said I was also there . I agree, it was a very nice evening . They have done a lot to that building . Mr. McCaslln said yes, lh•y have done a lot. (II) Council Member Oakley said I too attended the Park's Plan meeting. I was there early, but It was Interesting to see some of tho comments people were writing on the boards . (Ill) Council Member Tomasso: 1. He said ETAC , on Thursday night, wanted some direction from Council . The Issue has been brought to them several times about speedlng ... speed limits on all of our residential streets Is 30 miles an hour . They wanted to know if the Council wanted them to consider lowering the speed to 25 to correspond with most of tho major res idential streets In Denver that come into our City . Probably the connector streets ... the collector ones ... would remain at 30 . As you may know, 17% of tho populat ion Is always speeding . That would translate .. .If you have a 30 mile an hour speed zone, they would be doing over 35 . Most of those pouplo who speed are nelghbors ... they ere real familiar with the streets, so they feel more comfortable go ing a httlo laster. But what thRy wore looking for was direction , because they have several people on Logan complaining about speed . They had people complaining about speed around the parks . People anticipated tho speed around tho parks was 25 miles an hour, whore in fact it is 30 miles an hour past Jason Park . Thero is a sign •noro that said "suggested speed at 25". So , ET AC wanted di rection from tho Council as to whether they should Investigate this Issue or whether they should just leave It alone . What I would like to do Is get feedback from Council, at this • point, to see if ET AC should investigate setting the residential speed, maybe at 25 .n the neighborhoods ... make • a recommendation for them to Investigate it and what it would take . Counc il Member Oakley said did this come up to Council just within ths last couple of years? Mayor Wolosyn said It has come up several times over previous years and the one thing that seemed to come up was the cost of signago . I never heard that It was a bad thing , I am not opposed to them taking a fresh look at it , but you are the road man . Council Member Oakley said well we mention streets like Logan ... Logan is an arterial and 30 miles an hour is what we have to ma intain on th at , so the people on Logan are going to have to expect that. If nothing has changed since the last time it came bilfore Council , I would have to hear some now arguments. By tho way, what did the Committee fool? Did they fe el they should bring it up or they just wanted direction? Mr. Tomasso said they just wanted direction, because it has been brought up to them several times by citlzens ... they just wanted direction . Mr. Oakley said okay. I believe tho cost of signs alone would be shout $120 some thousand . You have to evaluate that against whether tho live miles per hour difference would really make that much difference , espec ially on streets like Logan . Mr . Tomasso said well it wouldn 't necessarily be Logan . It could be like Acoma . Council Member Barrentine said I think they had discussed the traffic flow too . Tomasso said yes, It I~ the second Thursday, 10 that Is a week before. 2. He said ET AC also decided to take on the sidewalk Issue on Dartmouth that was presented to us at the last Council meeting. They looked at It, they analyzed It and they decided that they would attempt to hold a public meeting to Investigate what the neighbors thought on that and make a recommendation and let staff figure out If It falls under missing sidewalks, if it falls under someth in g else and the financial burden it would cause on various parties . 3. He said we have a letter from Englewood Unleashed In our packets asking us to get involved in their plans for the dog park . What I would like to see Is for Englewood Unleashed and the Parks and Recreation Board to enter into some sort of formal agreement ... some sort of contract...so that they would know who is responsible for what. It would assist Englewood Unleashed in their fundraising, because they could state that they have a contractual agreement...that they can go out and buy some of these bricks and these bricks will be placed at this location . And , it would take us to the po int where wher, the Parks and Recreation Board would make a recommendat,an to us, we could look at their recommendations , but it would be closer to having the two parties deal with the issues directly, and staff, at that point , so there is noth ing lost in translation from them to us , and back to the Board . Mayor Wolosyn said have you spoken to them about this yet? Mr. Tomasso sa id no I haven't, but I would think it would Just simplify the coordination of the entire effort . Council Member Woodward said Englewood Unleashed did present this to the Parks and Recreation Commiss ion last week at our regular Parks and Recreation Commission meeting. The Commission, subject to Council approval, was in agreement to allow them to move forward with fundraising for the brick pavers and do some of the fundraising things . There were some questions on some items ... some other Items, regarding for example , the information board with regard to legal ity of how that would work out and some th in gs like that and with regard to the web site link that they have asked for in here. So, the two items they wanted addressed were approval to move forward with do ing some fundraislng for the pavers and to move forward with the park name contest. The idea behind the park naming contest is to make a separat ion from Bellev iew Park , so there wasn 't conf us ion as to whether Belleview Park , the whole park , was an off-leash park ... and that the off-leash area was a separate area . Mayor Wolosyn said I am go ing to ask the City Attorney abo u• this one . Do you think this is the sort of thing that needs a contract to make it move smooth ly? City Attorney Brotzman said yes . Ms. Wolosyn sa id then I would say that we should rnore forward with doing something like that. Council Member Barrentine sa id did they give some more additional information on what they were fundraising for ... what the money is going for? Council Member Woodward sa id it is for brick pavers. Ms . Barren tine said I know wha.t they are using as a veh icle to raise the funds for , but they are raising funds and then they have a pile of money and the money is going for ... ? Council Member Woodward sa id sidewalk ... the brick pavers are going to create the sldewalk ... as stated here . Barrentine said It Is a fund raiser, so they are asking to raise money and they want to do what with the money that they are raising? Council Member Woodward said allowing people and businesses to display logos . There was discussion regarding that. The initial discussion has suggested that the bricks be Installed at the entrances of the park, as both pathways to the gates and under the gated entrances . Like Olga said , that will be in there and that will come to us before an agreement Is made, so that Is fine . Mayor Wolosyn said so we have consensus to go ahead on that? Okay? Council Member Woodward said yes , because they were looking forward to doing some in-k ind work with that. Mayor Wolosyn said that sounds gootJ. Couricil Member Tomasso said regarding the in-kind work ... l just wanted to make sure that it was up to the City standards , since the City will be responsible, so that, contractually, everyth ing Is worked out, everybody is on the same page and the understanding Is there , so there Is nothing that creeps In where somebody took it this way, somebody took it t~at way and there is a misunderstanding . Mayor Wolosyn sa id I think this is a good approach. Mr . Toma~so said ~Ince Boards and Commissions ... their minutes get back to us three or fuur months later ... that this would be a much closer, more Involved way for them to get the project done.
