Englewood Merchants ~.ssoc lation and 110 apolog ize for the type font on that th ing that I had put on your desk.
I tried to get It all on om, page and the co,nputer and I don 't get along real well, so It Is really small . As you are
considering the development of the Aeon .a property , those of us who have bus lnesa~s along the way t~e,e, are
just a tad bit nervous . In the back of ou: minds, we •e• this crater that Is about a block wide and a half a block
deep that will disrupt our buslnesoes for a couple of years ... and that makes us nervous . I think you can

understand why that would be . I just have some comments about that. One would be that the development Is
not just on the Acoma property. The development will be the whole 3400 block of South Broadway. Whichever
development, II either , you choose to put on Acoma, the p.arklng structure, and the folks who live in those un its ,
are probably not going to want to look out at the ugly back sides of our buildings, so there Is going to be some
dressing-up that will be done on those kind of things . The development will take the whole Broadway block
there . I am hoping that as the development happens ... whoever is go ing lo do ii will kind of take us Into
cons ideration on that. When Bonn ie Brae moved Into Englewood in 1999 , one of the thi ngs that really ,.,t racteu
us was the parking lot. We had been on University Boulevard tor 39 years and II you have ever trl.id to eat at
the Saucy Noodle or one of those ·estaurants , it is really tough to find a parking space . And my customers
finally said 10 me, I refuse to walk two blocks , or three blocks , or lour blocks and park in the neighborhoods to
come to your store , when your competitor has a park ing lot out in front ol his place . So that was one ol our
attractions In moving down to Broadway . Steve WIiiiams, who just opened the Artar~ma , one of the things that
attracted him to the 3400 block was lhe parking lot. So , the bottom line is we merchants are kind ol worried
about the parking lot. I understand that one of the big challenges is ho w to pay tor the th ing . That is a problem .
As the Masons redevelop the ir space ever on Sherman Street...as private guys , they will be required to put in
enough park ing tor the residents who will live there and whatever kind ol commercial retail goes in . As Jon
Cook redevelops some of his properties on Broadway , he is going to be re quired 10 put in sulliclent parking lor
whatever kind ol development goes in there . I gues s my thought is ... whatever developer takes ov er the Acom a
property , the same kind ol an obl igation should be on him. I have one more question on this whole deal. I'm
unclear whether the ground is go ing to be sold to the de ve lop er or w:,ether it is going to be leased , kir,d al like
the City Center is. I think the City still owns the ground underneath here . I'm not sure about that. I th:nk it ii is
going to be sold to the guy and he will have a great chance tor a prolil , then the expense ol the park ing structure
s~ould be built int o that. On the back of the paper I gave you , is kind ol a survey that we took . Just two ol th•
sto·es ... Rocky Mountain Budokan and us at the hobby store ... we asked our customers a number ol var ious

1-iow long do you stay in th e stores? How often do you come and visit? And the results are on the back th ere
and ii is kind ol summarized on the front. In conclusion , I guess I want to urge you guys ... when the lime lor
development comes , that the park ing structure gets buill lirst...whatever kind ol a parking structure we end up
with. Real izing that there will be a disruption tor a time , having 1he park ing structure there , it "NIii provi dn a
space tor the customers and tor the construction guys as they start bu ild ing the main part of the bu ild ing~. I
talked with a fellow who is just pulling in a brand new project on West Collax, and he suggested , tor a littl e bit
more increase in money , a pre -stressed parki ng lot...kind ol like the ones that are right out here . II is a lot las ter
and not too much more expensive. II would be real handy to have some signs tor alternative parking tor our
customers during the constru ction time . And the last th ing , when you take out the little park ... when the
developer takes out the park ... we would like to claim the bush es to put into th e medians on Broadway . You
gu ys can keep the hammer and the na il. .. we lik e the bushes . Than ks .
Council Memb er Woodward said I just want to ask Doug ii he wants to stay around for Counc il Member's
Choice, becau se I do hav e a low comments that I wou ld like to make . Mr . Cohn said sure , I would love to , I will
plan on doing that. Mr Wood ward said okay .

(a) Approval ol Ordinances on First Reading
(i) Economic Development Coordinalor Hollingsworth presented a recommendation from
the Community Development Department and the Alliance for Commerce in Englewood to adopt a bill !or an
ordinance reestablishing the Alliance for Commerce In Englewood . He said before you this evening on first
reading is an ordinance recreating the Alliance for Commerce in Englewood. ACE was established on February
20 , 2002, with a live year sunset provision . Over the last live years , ACE has accomplished a number , ·
significant goals in the community, Including spt arheading the creation ol the first Economic Developme
Strategy in Englewood. This was the first comprehensive look at economic development and the docum ,vas
ultimately approved by City Council In Februa:y ol 2005 . ACE also suppo11s existing businesses in Englewood
by Introducing programs and Initiatives to work with the business community, such as an Englewood business
vislt&tlon program . Also , ACE supports Initiatives to enhance and diversily our Englewood business community
by undertaking studies such as the void analysis and our Primary Employer Study. This evening stall would like
to recommend the reauthorlzetion ol the Alliance for Commerce in Englev,ood and recognizes Its Important role
In enhancing the economic vitality ol Englewood . Therefore, we rvcommend with the City Council's
authorization, the attached ordinance . Thank you .

Council Member Woodward said I would just like to say that not being a member of ACE, but havinr ~· lcided
every meet ing since I was appo inted to Council a year and a half ago, except for one meet in g, f rea, 1
appreciate and valu~ the work that AC;E and these bus in ess leaders are doing . Th is Is a very busy group and
they have come forward with, I think, some very valuable inform ation and great ideas. So, f will be voting in
support of th is.
Mayor Wolosyn said I second Jim's comments . II is in terest ing to get to see the City through the eyes of the
people who do bus ines s here every week .

(I) Mayor Wolosyn said I would like to remind everyone that th is Saturday we are having
our Community Development Retreat In the Community Room at 8:30 a.m. I would like lo thank Bob and his
staff for putt ing together such a comprehensive book . I look forward lo see ing everybody than .
(ii) Mayor Wolosyn said alter th is we won't have another regular meeting until March s'".
(Iii) Mayor Wolosyn said I have a ques tio n. I noticed this Item in our packet from the
Colomdo Tree Coalition on approval of our applicat ion for a utility line education•! tree project. I would like to
receive Information in my packet as to wha\ that Is . I have an interest in kn ·,,_,;:,g what that project Is .

KNOWN AS COLORADO HOUSE BILL 06· 1175, PROHIBITING SMOKING IN INDOOR ENCLOSED AREAS ,
AND MAKING ALL COLORADO WORKPLACES, INCLUDING RESTAURANTS AND BAAS SMOKE-FREE .

Council Member Oakley said I am disappointed that they left the casinos out. However , I won't abstain lor that
reason , but I am disappointed . I don't think they are any different from bars or anyth ing else.

Mayor Wolosyn said the resolution will be forwarded to the people who requested it. Tt,ank you.
Council Member Woodward said I would like to make sure that it is forwarded lo all our represen latives ... Joe
Stengel and the people that represent us here .
2. He said I wa nt to congratulate Englewood Arts on the fine piano concerto performance on Saturday .
Everyone was very excited and looking forward to the next pertormance .
(i i) Council Member Woodward said I just wanted to ,comment on some of Mr . Cohn 's
remark" here ton ight. First off, the ground is owned by Englewood Urban Renewal Authority and t~e City ol
Englewood and the land Is lor sale. And , I think there has been request for proposals that were pul out over a
year ago and if business owners were interested in that , I would assume and hope that they would have brought
forward some development plans, meeting the criteria of those proposals . There have been some proposals
now that have come forward , that have met the criteria , from developers from legitimate real deve!opers that are
builders . And, I think we would be looking at selling that land and in selling that land ii would be very difficult to
tell the developer how to construct their development...that is , to use pre-stress concrete or wood framing
poured In place, whatever. As far as the parking goes, I know Bob Simpson ... l know Darren Hollingswort h ·: :a
been very committed to letting the business , ommunily know , tha! we are looking at , In one of the criteria of Iha
proposals , 100 parking places for the existing businesses that are there . All new parking would be for the new
businesses, but there would be 100 parking places ... that has been recommended by Community Development.
I have not heard, on this Council, In Urban Renewal , on the decision around the selection committee, anything
about metered parking . The first time I have heard about metered pa rking is when I read your stuff over the
weekend and heard it tonight. So, that is a rumor, as far as I am concerned . And , I don't know where some of
these rumors seem to get started, but It is a rumor ... nothlng more than a rumor and It is just not sometlllng that
has come forward to us.
Mr . Cohn said can I Interact? Mayor Wolosyn sa id just one thing . Mr. Cohn said okay, just one thing .. the
metered parking on Broadway was a thing that some of the guys In Community Developmen t brought forward
as a way of paying for the parking structure .
Mayor Wolosyn said thank you Doug .
Council Member Woodward said okay ... then I will reiterate that If It came from Community Development, II has
not come to us as a Council . Nobody has brought that up, as far as I am aware and I read my stuff pretty
thoroughly ... and, personally, I would not support that. Meters would cost more than the benefit, In my opinion.

Also, Council Member Woodward sa id, I just wanted to comment on !wo weeks ago when you were he,e , and
you had leit before there was Council Member's Choice , and there were three Counc il members that wanted lo
respond lo your remarks regarding ID theft and the laws and what has been put on In the City of Englewood .
There are certainly laws within the State and within the City, with regard to identity theft and fraud and those
types or· items. Ne ighborhood Watch, during the calendar year of 2005, put on no less than three different ID
Theft seminars that were open to the public and were open to the Block Captains . One of the sem inars was put
on by the 1 e"' Judicial District. It was an excellent seminar. I recommended that the City put It on for its
employees . They put It on one time and It was so successlul th ey ended up putt ing II on a second time . So , to
clarify and to go on record and clar ify , I think the City of Englewood has done quite a bit and has addressed
identify theft to the best, and maybe better than, its ability and certainly tried to make people aware of ii. So that
is it, thank you .

14 . City Attorney's Report
(a) City Attorney Brotzman said the Rehabilitation Loan Committ ee has recommended loreclosure
on the Cali property, 3279 West Tufts Avenue . Not only haven't they made a payment, but we lost all contact
with th•m on this property , so I am recommend ing and asking authorization, from Council , to pursue that matter .

REHABILITATION LOAN FORECLOSURE .
Mayo r Wolosyn asked 11 there was any discussion.
Counc il Member Woodward said I on ly have one question and l"s, is Iha last sentence "I will notify Central
Cashier ing not to accept any monies from them at this time." II y """" to come in and cure the delinquency,
which, probably has a due on sale or due ... would we accept tha, or not accept that?
City Attorney Brolzman said more than that , we would probably work out a payment plan with them . Janet has
tried before to work oul a payment plan . We just want to make sure they talk to Janet Gr immett or to me , but we
just don 't want a payment of a few dolla rs toward a foreclosure .
Council Member Wl odward said okay, so ii they did come and cure? Mr . Brotzman sa id we would absolutely
work with them. Mr. Woodward sa id okay, that is the only quest io n I had .
