6. Recognition of Scheduled Public Comment
(a) Mayor Wolosyn said Director Stu Fonda Is hare to recognize Water Production Supervisor Don
Coatman for receiving the 2006 Relph M. Leldholdt Water Treatment Plant Operator Award from the Rocky
Mountain Sect'on of the Ame.rlcan Water Works Association . Director Fonda said It Is my pleasure to Introduce
you to Don . I thought I would just read the announcement that went with the award . It Is a prestigious award . II
is given in a three-state reoion by the American Water Works Assoc iation and or ,e award Is given per year .
"The Rocky Mountain Section of the American Water Works Association is proua to announce that Mr . Don
Coatman of the City of Englewood 's Utility Department Is the recipient or the Ralph M. Le ldholdt Watdr
Treatment Plant Operation Award for 2006 . Mr . Coatman has demonstrated a very high work ethic and an
ability to effectively manage the detailed operation s of the Water Treatment Plant and ma inta in the systems
infrastructure including four raw water reservoirs , 16 miles of irrigation ditches . thr,,e treated water sto ;age
reservoirs. booster pump stations and 2 elevated &!orage tanks . He is the contributing author to Ru ,,1bles,
serves on the Rocky Mountain Sect ion Safety Committee and tra l:,. staff on all aspects of operation and
maintenance . He Is recognized as one who motivates older employees and inspire s newer employees to
accomplish recommended goals . Don is a skilled, dedicated operator and is truly a cred it to the profess ion and
to the City of Englewood Util ity Department ." Mr . Fonda said congratulations Don .

(b) Lorena Beauregard , an Englewood resident , said I would like to start by saying thank you for
allowing me to come here and speak . I ha ve been a res ident in Englewood for 20 years . I am als ., a letter
carrier in Englewood for the past 20 years . •re have been three major concerns ... nol only fror,1 me , but also

from some of my co -workers . One of the pro b,-s is increasing the number of dogs allowed per household . •
My concern with that is that you are not just do in g that for the responsible owners , it is also being held out to the
irresponsible owners who, unfortunately, we get to deal with quite a bit . The other concern is our office at this
lime is very s~orthanded, so a lot of times carriers are doing one ass ignment and then going back out lo help a
fellow carr ier in a different area . In doin g this , I am runn ing into a lot of situations where the number of pit bulls
that are coming to our neighborhood& are multiplying . And it Is really frightening ... not only as a carrie r, but as a
mother . You know , I am afraid to let my kids walk alone to the park anymore . I arr. hoping that we can raise
awareness and at least set some kind or criteria if these dogs are going to be in our neighborhoods. One of the
main reasons that I am here tonight is because I have had an ongoing dog problem with a customer on my
route . I have called Code Enforcement probably 25 to 30 times . I have tried to explain to this customer that for
persona, and professional reasons , it is not a good idea for me to get to know anybody's animal ... be ca use in
do ing that, the next carri er that comes In on my day off, or when I am sick, or whatever the reason that I am not
there, and this dog is used to approaching me, could very well approach somebody who is deathly afraid of
dogs and I have just endangered the dog and my fellow carrier . When Code Enforcement was called out this
last l ime , at the beg inn ing of September, she tot~ me ... I am very c:ear that I have no rights as long as the dog is
on their property . The dog was unrestrained and off the property . And this gentleman ... il is a game to him ... to
allow his dogs loose when I am in the area . It is intentional. Well Code Enforcement explained lo me that there
was nothing that she could do , except to give a good strong heart-to-heart ... which isn't going to protect me from
a dog bile. Her next suggestion was for me to cut off mai 1 to the entire block , rather than have this one
household be responsible for the ir pets . I find that very unfair. I have some very big professionals on that block .
Mr . Moore , you are one or them . I am hoping that I can come to you. Th e laws are set. .. il is just that they are
not beinb enforced . And I como here today In hopes that we can educate . I don 't want lo cr itic ize ... ! am a dog
owner mysc 1f ... but to educate the public, so that we create a safer situation not only for the public but also for
the animals . Thank you .
Mayor Wolosyn said thank you. I would like to say that we don '! have a question and answer period at this time,
but we often return to these issues at the end of the meeting during Council Choice . Ms. Beauregard sa id thank •

(c) Enylewood Business Owner Doug Cohn. an Englewood res ident , sa id I wanted to come back
and give you a little report on Englewood Days . Most all of you received this nifty poster. We have some

cert lficalea of appreciation that we would like to hand out to some guys In different parts of the City government .
He H id, Mr . OI10n, I wou ld like to give you a certificate of apprec iation and a letter of thanks for the Safety
Services guys who worked with us on the Englewood Days and say thank you to Jeff Sanchez and John Knoth .
Council Member Barrentine said why don 't you heve all of the people who were on the Comm ittee stand up with
you? Mr . Cohn sa id yas, that Is a good Idea . I have some other members of the Englewood Days Comm ittee
here in the aud ience ton ight. Mr . Cohn was Jo ined at the pod ium by Chris Duis, Bob Farris, An no Borris, Les •ett
Barrentine . He sa id Rick, can I give you a certlfic;1te for the Pub lic Works guys? It seems like mti si o: U,e
ass istance we got with stuff on the ground was from the Public Works guys . Rick Is the Dlreclo r and Larry
Nimmo and Jim Kavinsky got us the Englewood fiag that Iha Boy Scouts could use for the day . Jerry worked
with us to get the Show Wagon over there and Dell did lots of work with the barricades and grad ing the parking
lot and sweeping the streets ... and Linda Wilks who is the keeper of the g&l ij over there . You don't get anything
done unless you get past Linda firs t. .. and Scott wi th the trolley . And even though I was kind of ••~~piclou s thal
Ladd 's idea on traffic control would work ... I1 worked really well with the electric signs and slow ing t,u aµee~ li m:'
down . So , I would like to say thank you to al l of you guys over in the Publ ic Works Department with a certifi cate
and letter saying thank ,ou . Mr . Kahm sa id thank you . There was applause . Mr . Cohn sa id the Commun it y
Development gu ys ... Darron , Brook and Bob ... did all the paperwork that we needed to do to make sure tha t all
of our perm its were In order ... and work ing with Joan Weber, the Risk Management pe rs on , so that we did n't
cross any kind of li nes that we shouldn 't cross anrl stuff li ke that. We would li ke to say thank you, Bob, for all
the work that you guys did . Mr . Simpson sa id tha n• you . There was applause. He sa id the second from last is
the Park$ and Recrea tion guys . Debby Severa was able lo line up the Show Wagon for us with Jerrel l and Gary
work ing with us on tha t th ing . The Show Wagon was a big hit and it worked out gre al. He sa id, Je rrell , we want
to say thank you . Mr. Black sa id thank you , I apprec iate ii. The re was apµlause . Mr . Cohn sa id and now ju st
one more ... if you didn 't get to see the troph ies at the Car Show for the wi nners In the var ious categories , Chri s
made one extra trophy that we would like to give to th e City of Englewood. He said they are uniqu e and wa
wou ld li ke to g ive ii to the City .
Council Member Barrentine sa id I don 't know if you gu ys know th is or not but Chr is Duis desig ned those
trophies and he made them. There was applause . She sa id they were the talk of th e Car Show. The peopl e
who do Car Shows sa id they were pretty impressive trophies ... and he had the idea of pre sent ing Englewood
with one of them as well . So they are un ique and hopefu ll y we can display that with pride for our citizen effort
on a really succe ssful event. Chris and I also had one more ... and Bob Farr is from the Surv iv al Store was th e
head of our vendors . Chris Duis head ed up the Car Show and also headed up the finances with me . Pos itively
Englewood was also Involved in the fund rais ing events and I am the Cha ir of that group . And Anne from
Orchard Place was nice enough ... they volunteered to come in and help us and provi ded a lot of ass istance in
part of Orchard Place as well for this even l. So I wanted to give all of them a round of applause for all of the
effort that they did. There was applause . Ms. Barrentine said like with any event , nothing happ ens without a
Ch ief and wh il e we had some very ha rd working Ind ians , we did pretty well with that , but it wouldn't have come
together without Doug Cohn be ing the go -to guy and organ izing all of this . An event li ke th is Is extremely
difficult to put on . Even Darren ... bless his heart ... when somebody said, hey, what the City needs to do next
year Darren Is ... and he goe s, this is too big for us . But , It wasn 't too big for Doug Cohn and I apprec iate Iha
work and effort tha t he put in to ii or it wouldn't have happened . It was an excell ent event. It brought the
community together and we are so very proud to have you bo th as a bus iness owner and a citizen here in
Englewood . We have a plaque for you as well.
Mr . Cohn sa id thank you . There was applause . He sa id just one extra thing . We were th inking with that nifty
trophy , if those posters could be displayed on eith er side of the nifty trophy lhat would even be way cooler .
There are two differe nt posters, so can I Just ,JI those with the trophy? Thanks for your time .
Mayor Wolosyn sa id thank you Doug .
Mr . Farris said every single thing that the City helped with , they did a better Joh than anybody could have hoped
for . I mean, th ere wasn 't one th ing that lhey didn't go overboard on . So , for all the people who helped from the
City , you couldn 't believe what kind of good Job they did with everything .

(a) Cherie Wolkanadorfer, an Englewood res ident , aeld I am currently an employeo at
Starbuck1 ... tha new one on Broadway and Bates . We opened Friday and I am just hare to Invite you all to
come In and enjoy a cup of coffee ... and 11varybody else here too . I wanted you to know that our Manager Is
vsry lnlo the community, along with Starbucks , 10 I have for you certificates to come In and meet Dave any time .
Come In and have meetings or just coffee and come In and read . We have a beautiful lobby and a dr iva-thru .
Jim has been there and so has Lauren .
Mayor Wolosyn said thank you and welcome .
Council Member Barrentine said I went to the opening on Friday . It was excellent and when she said she was
going to come down here sod talk , I said that Is fantastic , lat everyone know . And when she sa id she was
coming down here with a certificate for everybody to have free coffee, I sa id, coma on down. There was
laughter . Ms . Wolkensdorfer said I have given out some of the certificates , but I will leave the rest on Iha
table ... so if you haven't gotten one , please take one .
Mayor Wolosyn said thank you very much .
Counc il Member Woodward said I actually had the opportun ity to go on Fr iday and last night with fr ien ds and
family and twisted Cher ie's arm to come down here and get up to 11,e poo ium and actually speak to us . So , this
is a new and different type of Starbucks . I think Dave , the n,anager , is very excited about what is go ing on there
and I wish you a lot of success .
Ms . Wolkensdorfar said I think this is going to be a plus for our City . Thank you .

(b) Deborah Sulk an , an Englewood resident, sa id I didn't th ink I wo•Jld be able to speak ton ight.
Around July I went down to City Counc il and I gave City Council an envelope and I guess maybe you guys have
not received it. On January 4th •.. six months ago ... my dog ran out of my house barking . She was a lab, looks
just Ilka a lab . There were two un de rcover policemen who did not identify themselves ... my neigh~or and I both
said , she Is only barking and she will not hurt you . They did not listen at all. Mr. Smith pulled his gun and shot
my dog three times in front of me as I watci,ed my dog 's net, explode. My concern Is that police officers should
not be above the law ... lhat they can just shoot whoever they want. Th is man was not put in ja il. If my neighbor
had done It , he would be . I have an attorney and she told me I can speak about this. In th is book of the lies that
were told about my dog ... there are pages of lies . One officer said there are no witnesses and in his own report
he states the man's name four time, that was a witness . Also , I have letters in here from all my ne ighbors ... one
is 87 years old . I have arthritis and when I can, we walk together . I have a letter from my ne ighbor who Is
bllnd ... he played wllh her eve ry day . I have a letter from Dogg le Day Care who loved her ... you cannot take an
aggressive dog to Doggle Day Care . I have a letter from a neighbor who states that he has seen 3 and 4 year
olds pull my dog's ears end tail and never did one thing to them . My dog was really loved . My husband and I
never had chlldren ... we have been together for 30 years ... she was my Ille I would like for you all to lake a loo k
at this chart . I would like you to look at lhe crime scene and the pictures of my dog . Can I present them to you ?
Mayor Wolosyn said yes , we will look at lhem, yes you may . Ms. Sullivan said thank you very much .
Mayor Wolosyn said tr.ank you. I'm sorry fllr your loss . As I said, the issues that come up In this area of
Council are often addressed at the end of the mealing, If you wish lo stay .

going to read a latter and th 1s Is golr~ to sound so ... I don't know ... after hearing that testimony and that little talk ,
I am hesitant hera . Howevt ·, we a~ ·1r carriers for the Clly of Englewood are having a problem with loose

carr iers who couldn 't show up tonight butt' r y are aware of thl, and they know that there Is a problem . "Dear
Sir or Madame : We are letter carriers and we would like to express our views concemlng dogs In the City of
Englewood . Postal ragulallon1 do not allow a carrier to enter a yard where there Is a loose animal . The topic of
dog bites Is frequently addra11ed al our safely meallnga . We ~re constantly told no t to pat or feed a dog ,
because when somar,ne else delivers the mall he may not treat Iha dog In the same manner. Dogs are
protective animals ar.d they act differently when the owners are not at home . Some routes have up lo 100 dogs
so It Is hard to dl•!i r,.Jlsh which ones are friendly or which ones are not friendly . Our mantra of delivering
through rain, snow, sleet and dark of night does not Include fighting off dogs . I am sure people have stories of
about how we over react when a dog approaches us, but our suparvieors threaten disc lpllna when we are bit
and when we know a dog was at that point. We are being pushed into a comer , so as latier carriers of
Englewood, please restrain your pets . Thank you for your time ." Thank you .

(d) Charles Trujillo said I have been a mail cnrrler for 24 years. I live in Littleton , Co . I was here
probably about three or lour years ago with another petit ion with approximately 50 signatures , similar lo what
Barb just presented . And I am here aga in, because I strongly feel that we need to go ahead and voice our
opinion ... l need to voice my opinion ... about how I feel about this issue . I feel that the law , the way that ii stands
now, should probably be a lll!la bit stricter , personally, when II pertains to dogs. I feel that sometimes Code
Enforcement officers feel that their hands are lied and they can't really give citations or address a problem . I
also feel that when there is a problem out there , if I am delivering mail , I feel that I should be able lo call directly
lo a Code Enforcement offlcer ... lhey should be abl e to go out there Immed iately and address the situat ion and
decide what to do from there. I wish that there would be more visibility , you know , on soma of these routes . I
wish and I hope that Iha Cily Council would look Into this more seriously down the road, because, for the most
part , you know 99 .9% of dog owners are re s;,onslble and they do lake care of their pets , okay, but ii is that .1 %
that needs to act ua lly be policed up as far as I arn concerned. I think that if we can go ahead and nip this In the
bud, on just a pers onal level with that individual that we are hav ing problems wilh , I th ink ii would be much
easier, because we would hale tr ,t off mail del ive ry for the whole block or for Iha ne ighbors ne xt door,
because ii is not lair lo people , 11 ,n'I have that p•>J blem. I could go on more , but I think I should go ahead

(e) James L. Campbell, -ii Morrison, Colorado , said thank you for th is lime to address Council.
was an Engl•wood resident for over 20 years . I graduated from Englewood High School. I have been r. letter
carr ier in Englewood for 32 years . Two and a hall years ago I was delivering mail on the 3500 block of Corona
Street. I was working on one side of the street with no problem ... l r,ame down the other side of the street and
oame around a Suburban ... lwo rollweller dogs were In the yard . One ollhem ... we had had trouble with th is
, .!dress before ... l went out into the street lo avo id the dogs and thought they are not going to gel delivery today .
One of the dogs jumped this 30 inch cha in link fence , came after me aggressively, I was knoc ked down , I put my
right arm out to catch myself as I ,ell and the '.og attacked me . Fortunately, I had a satchel so I was able to fight
him off. The dog went back. When I got up , I couldn't move my right arm ... my rotator cuff was damaged and
also I dislocate~ a bicep tenJon . Come to find out , the dog had attacked a letter carrier four months previous lo
that. He had also attacked a flltle girl . He had been ticketed for dog attack and dog al large and another
time ... a month lal3r. .. lhe dog had been ticketed for dog-at-large . He attacked me and, subsequently In the
investigation, we found out that the people were renters and they moved out of Englewood as soon as they
could . But In the last two years, we have n~liced a big Increase In pit bull dogs . I can sight an example ... l~e
dog next door lo my deg attack, on Corona Street, the people moved In and told me , wall we are responslb r., pet
owners, we moved out of Aurora to avoid the dog problems lhere ... wlth their pit bull they moved Into
Englawbllct. Anll!ller sf!uatlon we have had In the 3200 block of Corona Strtal Is a dog name Avalanche . Ha
ha, attacked carrier& lour limes and we made t ,1 move the mailbox down on the street, they ware forced lo get
a post office box and the dog has bean picked up and Iha owner ticketed twice for th is dog . I would just Ilka lo
ask Iha Council to consider more regulations or tougher enforcement of the dog codas In Englewood . Thank

(f) Louis Rivas said I have bten hara before, a couple of years ago ... belore th is Councll ... and
presented my photos of all my dog bites th•I ! r,ave gotten ... on Cherokee, Delaware , Galapago , Washington .
is to the point where they nicknamed me T-bone , because of all the dog biting Incidents, but the problem Is
everywhere , It hasn 't gotten any better and I've got sc:irs all over my body . A Vietnam veteran and I came back
scar less and here I am In Englewood with lour dog bites In less than two years . So, we do need tougher
regulat ions . Thank you .
(g) Vlclorla LeBert , an Englewood resident, said It is l<ind of funny that everybody Is talking about
dogs, because ; am only up here because I heard you guys talking In Study Sess ion . I know you guys aren 'i
going to discuss breed specific dogs , but I do think there is a need for severe revamping of the dog policies that
we have . I would Ilka to point out that when t was a kid Doberman plnschers were cons idered vary dangerous
and there are rottwallars that I am pretty sure that I couldn't survive an attack from . Nobod ! ·stalking about
banning rottwallers or banning Doberman pinschers or German shepherds ... who are more likely to bite me than
any other dog from what I have read . What I want you guys to take into consideration ... when you are talking
about breed specific bans ... that I have bean around a lot of dogs ... belng a part of Englewood Unleashed ... ! am
not speaking for them, I've just been a part of them and been arourod a lot c, dogs . I think thal If you go toward
the breed specific, rather than working on just fixing the policies and strengtnening the policies that we have,
you are going to pun ish some long-time Englewood residents who ha• , been excellent dog owners and who
have pit bulls or pit bull mixes that are calm dogs and good dogs . It is unfortunate that we are surroi:nctad by
cities that have banned them, so a lot of people ~re coming to th is City with cogs that are not neces i,ar i,y safa
and that does worry me . There is a gentleman that lives down the street from me that have pit bulls that worry
me, but there is also another guy down on the other sid~ of the street that has a 30 pound German Shepard mix
that scares the crap out of me •~o so ... l just want you gu ys to consider, when you are talking about this, there

have been many, many people who have lived In Englewood and had pit bulls specifically and they are good •
owners and they ha·,e had calm dogs and they haven 't had &ny sort of compla ints against them or the ir dog,
other than the fact that their dog is a pit bull . That is all I had to say . Thank you.

(h) Linda Hart, an Englewood resident , said I have lived in Englewood for about 1 O yea rs nJw .
have lived In Littleton for about five years before that and I'm a Colorado native . I chow dogs . I have small
dogs. I have silky terriers which are about 10 pound s ead have done that for about 30 years . I also worked on
PACFA, the Slate Ragulatlon for Cara and Facllitls , and I worked with several cities on their dog ordinances . I
am working with Parker right now and a couple of other places that we are trying lo bring them into line and get
them withs •:ne good ordinances . I sat In on your Study Session and I agree with what is being presenled ... lhat
breed specific laws do not work . You may ban pit bulls but you are not breeding bull mastiffs or mas tiffs or
some of Iha other Japanese breeds that can be quite eggresslve, if they are Improperly socla11zed and
improperly raised . You need lo be punishing the owners that are having the vicious dogs . I see mr letter carrier
here and I know that she has had problems with Iha lab mix across the s,eel that for ten years has been a very
nasty dog and they have stopped the mall service to them on several occasions , because the dog is mean .
They fixed the fences now so that the d,, cannot gel out. Bui , breed specific dogs do not work. Whal you need
to do ... and II you 're srdlnance says that the dog can have two biles in two years ... that Is way too len ie nt. The
Slate lov• has just been made stricter on vicious dogs and dog bite regulations and I think the City of Englewood
would br, well !drved to do Iha same lhlng ... lo review the State law and bring the City laws in line . The Stale
law Is a ve ry good law at this point In time . Also , the informa,:011 i~al you were given from the Coalition For
Living Sa!~ly with Dogs ... l recommend that you read that real ctosel)'. There is some very, vary good
Information In there and vary ;,ood rasources supported by the Animal C1Jntcol Officers of the Slate and some of
the top rorganlzatlDns In the Stele on animals . Thank you .

lhe last several years , there has been a lol of conflict wilh the increased use of the Trail System . We are asking
golfers, we are asking bicyclists and hikers and folks walking dogs or whalever to use the same bridge and •
there are conflicts some limes. As early as 2003 , before we even proposed redevelop ing lhe Golf Course , we
had subn,,!!?d, for funding, under the Federal government's Enhancement Program, lo build another bridge al
that location . At this lime we have had approval by DRCOG ... if I could get you to look al lhe third page of your
packet...what you will see is a lisl of projects that DRCOG has approved for the 2007 lhrough 20 12 TIP
En ha ncement Pool Projects . You will nolice that there are a tolal of elghl projects I~~, have been
approved ... six cllles have each pul In one ... we have been approved for lwo . And whal I would like lo point oul,
because ii will affect lh ls ordinance , as weil as lhe nexl one ... ls lhal In 2007 there Is only a total of $429 ,000 .00
available from that Pool. This is almost a first-come , firsl-serve wllh the Stale ... and we really believe that the
competition right now Is between Englewood, Boulder and Golden for projects . Since we are already In lhe
fiscal year 2007 , money Is available as soon as the State could pnspare Iha necessary documents . It would
allow us lo start the design on thel bridge this year yel and as early as July of next year , possibly start
conslruclion . And thal would also line up wilh lhe proposed developments at the Golf Course , because Iha
Course Is expected lo open in lhe early summer of 2008 . In this part icular Instance , 1h11 project Is on a 20/80
percent match with Englewood 's share being $144 ,800 .00 and Iha Federal lolal being $579 ,200 .00 . As we
have negolialed with Miller Weingarten , lhe developer , they have agreed lo pay for the City's match un th is
particular project. The only way we would be al risk is if for some reason we dldn'I do lhal projec l...we would
have lo come back and ask for lhe local funding oul of tha Open Space Funds .

(Ii) Director Kehm presented a recommendation from the Public Works Department to
adopt a bill for an ordinance approving an Intergovernmental Agreement with the Colorado Department of
Trans portation for design and construction of a bridge over the Platte River al Dartmouth . He said like the
previous request , this is almost identical. In th is case , the bridge is along side Dartmouth . There the situat ion is
we are asking the Trail users to cross on the existing street bridge , which has a very narrow sidewalk ... so the
separation would be of great value from a safety standpoint. It is almost ident ical except on the funding . In thi s
particular Instance, we have this 80/20 split, but what the City did when we asked for this ic., in order to increase
our chances of getting funding for this bridge , we worked with Community Development and this was submitted
at about a 65/35 split...but we overmatched ii and that got us additional points in the evaluation, which got us on
this list . One thing that I should also note is that there is a note that the corrected outline letters are not
substantive changes. What that is about is that the State, in a hurry to get these contracts lo us , because it is
going to be a first-comr, fir st-serve siluation ... had made some technical errors ... noth ing that has any impact on
the language in the c, iract or the value of t~e contract. We will try to get those corrected before you sign
them , but we did go forward ... you will see where we have had to do some hand writing to co rrect some letters
and numbers . But I th ink that Is the only th ing we've got there , is that we did overmatch ii. And if in fact , th ey
don't fund that project in 2007 , we will ask them to allow us to go forward and use our overmalch funds to get
the design started, so that It could still be built in 2008 .

Council Member Woodward said just a comment. Last week there was an Open Space meetlno and Tra ils
meeting down in Littlet on with the County Commissioners and the stakeholders on the South Piatte River. /Ind
this particular area was Identified as being real important to get the east and west connections back into the
trails, especially In the City of Englewood . With the TIP financing and the leverage that we are able to do , I am
real supportive of this . I think the Parks Master Plan , as pointed out In Tra ils and Open Space , are very high on
the list of the citizens and so I am supporti ve of this .

enforcement piece . And so I apprec iate that Olga has asked for some of that to be looked Into and I am su re
that we will have some of that information ava il able for our discussion on the dog issu e, as we are looking al the
ordinance and discussing the dog Issue as well. II is eye opening to hear that, that many compla ints can be
filed and maybe we ha,-,ome Issues . No matter how strong you make a law, if ii is not enforced , it mean s
nothing, so we will be look ing at that at the same time . I am sorry about your loss of your dog . I apprec iate your
providing the other Inf · rmallon , II ls a little too much to look through right now and I do remember when that
happened and I also remember the sentiment s of that officer and how upset he was of wha t had happen ed as
well But you have some additional lnformallon ... you provided some other things to look through and I

2. She said like I sa id aart ier , I wenl to the open ing of Starbu cks. Also, on my way to the open ing of
Starbucks , I also saw the work that they are do ing to open :he Panda Express . I had the opportunity to go with
Darren and also sea how some of our consulting fees are spent , through Community De velopmen t, in working
with Alignment Masters on a radevelopmenl project that he would li ke to do for that corn er. He has quit e a larg e
area over there on Chenango and Broadway . She said they Invited me lo go with them , when they talked to th e
owner of George's Bar and Grill. He would like to tum ii into more of a restaurant and ii really ga ve me a lot of
Ins ight lnlo how user friendly Community Development has become . I heard a lot of great compl iments from th e
people at Starbucks , from John at Alignment Masters and from the owner of George 's. I ha ve be en hearing so
many positive things about working with Community Development. I know that there was some change -over in
personnel , but II certainly takes a great deal of leadersh ip on Bob Simpson 's part ... every departmenl has its
•~are of problems , but II lakes leadership to overcome those and move forward . Also , with soma other plans
that are In Iha works , for a business offic,,, there are some concerns about trying to move forward with that . And
II wao that afternoon, within a couple ol ~ours , that Bob had already contacted that property owner and started
working on that , ao that wa could go at,aad and move forward with that with in Iha system . So , I wanted to say
that I may not have always been the biggest Ian , but you won me over and I certainly am now and the citizens •
and the bu slneu owners are profiting from that and so Is the commun ity . Thank you very much Bob ... l
appreciate II ... and to your Department and to Darren Hollingsworth as we ll. II was en eye open ing experience
an:! It Is nice . One of the people said , you know , well what do they do , you know , as far as the City Just
providing monay? ... and that is not what they are doing . They are help ing people put that crowbar in the ir wallet

and spend their money In th is community. They are not getting people to Invest In Englewood, because they
are able to offer them tax rebates or funds or they offer them expertise, Information, some tax relief, but those
are through Federal programs with the Enterprise Zone and then some that are City, but it Is a minimal piece of
that. What they are offering Is Information and their expartlse and it is wonderful to see all of that going on . t
wanted to clear that up , because a few people have an assumption thai soma of these people coming In weren 't
gett ing any kind of breaks from the City tax wise or actually getting money from the City and in most of those
situations that is not the case . That takes a lot to be able to get somebody to open up their wallet and hand over
that money and Invest In the community . I appreciate what you did .
(i ) Council Member Mccaslin said after some of the feedback that I heard tonight and the
res idents that t ta lked to about some of the Code Enforcement is sues ... as far as dogs and weeds ... t do,
personally, feel that we have some issues and whether we are too len ient or we are not enforc ing them, it is
wrong . It Is absolutely wrong . I think we need, as a Council , to give better direction to our employees to help
keep Englewood clean and a safer place . I truly , tru ly bel ieve that. We are not go ing to get people to move
here if they feel It Is unsafe or not clean and I am tired of hearing it. Hopefully, we can give some direction to
keep it a safe and clean place . Thank you.
(Iii) Council Member Moore said I would like to also reco gn ize the valuable Input from the
mail carr iers , I appreciate the timeliness of you guys coming out and I am perple xed by the number of Incidents
and the solut ions proposed ... particularly cutt ing off a neighborhood from the ir mail to fix one problem . So , I too
look forward to hearing about how that could be put forth as a fix, but I know we will have more fun next
Monday .
(iv) Council Member Oakley :
1. He said yes, I would tend my comments to that same subject. Being a dog person myself, I am amazed
at the amount of people that have dogs ... that they have them because they know that th ey are mayb e on the
vicious side and they like that they have that kind of control over people . And I can 't imagine why people let
their dogs run loose. knowing the harm that they do to other people . We just have to do something about this .
2. He said getting back to Deborah Sull iva n's ta lk here before us tonlght...this Is a little bit backwa rds from
what I intended ... ! intended to bring it up at Study Sess ion ... but Debb ie did call me two times last Thursda y and
then we talked again today and you can see how distraught she was ton ight about her dog, as she was when
she spoke to me . Her big gest problem, at the time she talked to me, was that Council had not seen the packe t
that she had presented and that was explained to me that, that went to the City Attorney 's Office . I would tell
her that that is the way things hapµen, because we are part time people her<• and the City Attorney is full
time ... so they handle these things for us . But, we do know wha t is going on and , at an appropriate time, th e
City Attorney brings this stuff before us and I am sure that will be the case he 1e and there may be more
comment on that too .
(v) Council Member Tomasso said last week f attended ar, Arapahoe County meeting that
brought together a lot of stakeholders on the South Platte . Also , in attendance was the Mayor, Mayor Pro Tern,
Mr . Oakley and myself and the City Man9ger and we had a member of the Commun ity Development and a
member of our Parks Departn i ent. We were asked If we were Interested In participating In the program . I
thought by our attendance that we lookeo like we were , because some cities only h'1d one representative and
we had most of the City Council there . But It Is an Issue that I think should be presented to the full City Cou nci l
to see how much we want to participate . And then, if we do want to participate , who we should appoint as our
representative ... maybe Dave Lee , since they made Dave sit at the table while the rest of us sat in the audience .
He could be the one that would inform us, so he would be up to speed with everything that is going on . So , that
is an issue that Is on the table and we need to look at.
Mayor Wolosyn sa id I agree that should be ~t a future Study Session P.nd I saw Jim Taylor the other day and he
asked me about our participation . I told him we would get back to hiro . Mr . Tomasso said yes .

1. He said well I had menlioned that al the same meeting that Ray had attended, the Mayor and I left early
to go to Keystone and meet up with Jerrell Black from the Parks and Recrealion, and meet up with some other
Parks and Rec people up there from Englewood , to accept another Columbine award . This award is the highest
award that the State Parks and Recreation Department cen give a city for a program, which was Pirate's Cove .
So, I would like to personally congratulate Jerrell Blac k, Gary Hultberg , and especially Brad Anderson for ail of
the work in the success of Pirate's Cove in winning another award for such a fine program

2. He sa id I would also like to address the ma il carr iers and incidentally , I did not ask the mail carrie rs to
come here tonight. I had nothing to do with lhal...i didn 't know that they were coming . Bui for sure , I am very
concerned about what you are talking about and I think this segues right into what I have been trying to discuss
about dangerous and vicious dogs in our community . Believe me , we are dealing with that right now
and I bel ieve ii comes up at our Study Session , as I understood ii from you Olga, next week again . We will be
looking at ii and the enforcement is a real concern . I would like the same answers and I would lik e the answers
also as a Code Enforcement Advisory Commi llee liaison ... why we aren't enforcing this and what is go ing on .

13 . City Manager's Report
City Manager Sears did not have any matters to br ing before Council.
14 . City Attorney's Report
(a) Ass istant City Attorney Re id said I don 't have anything unless Wayne would like lo address the
Sullivan claim . Council Member Oakley said that would be up to you, if you think ii is appropriate . Ms . Reid
sa id just for those who are not fam iliar ii, Ms . Sullivan did deliver a packet to the City on June 20th. July 3'' we
rece ive d a memo from the State Safely Services Department. They had conducted an internal review and , in
this particular case , the officer was cleared of any wrong doing . Al that lime, that same day, Ms . Sullivan's
attorney filed a claim ... under the Statutes they must file a claim within six months and this was six months . A
notice of cla im against the City was filed ... a Civ il claim ... and the City , per usual procedure, referred that to our
insurance carrier ... CIRSA . That claim was den ie d by CIRSA . Al th is point , that is the status of the cla im.
