Ton ighl tam here before you on behalf of !he Colorado Associalion of Chiefs of Police . My purpose is lo presenl your Safely Services Direclor Chris Olson with a certificale from bolh the Slale Chiefs and the County Sheriffs Association , which awards accredilalion slalus to Iha Englewood Police Oepartmenl. If you were lo ask Direclor Olson aboul his Police Departmenl , he would tell you the Cily of Englewood has one of the bes! agencies in the state . You would exped nothing less from him . Based upon th is award , Police Ch iefs and Sher iffs from, frankly , around !he nat ion , would agree wit h him . There are 232 law enforcement agencies in the State of Colorado . Only 35 of these agenc ies have ach ieved accreditation slatus . It is not an eas y process and it involves a lot of work and commitment by the entire departmenl. In order to become an accred ited law enforcement agency , the Eng lewood Pol ice Department had lo meet some 160 established profess ional standards . Compliance with these standards was verified by an on~site assessment team. which consisted or two law enforcement offic ials from ouls ide jurisdiclions . Your Police De ~artment met or excee ded , ·, of the eslablished standards . You can be very proud of your Police Oepartmenl and its employees . I also want to tha nk, obv iously, all of our employees in the organ ization ; many of the pas! employees and !he current employees tha t are here wilh us right now . They all assisted in !he process of gelling this award and gelling us lhrough the entire , kind of a long term issue , In all of the different events and so forth thal we had to pass , including just mak ing our facility nice and clean when the assessors showed up . So , we are ve ry pleased wilh !h is and it will go In an honored pl ace and again !h is is the first time thal this organ lz alion has ach ieve d th is award and we hope to continue on with this with renewals over the next several years . Recognition of Unscheduled Public Comment (a) losh Lanzetta had signed up to spea k and spoke from the audience that they were going to try to handle it outside of Council and come back if necessary . Member Barrent ine clar ified that Director Olson is go in g to speak with Mr. Lanzetta . (b) Nancy Peterson, a retired Englewood Police Officer , said that it was Important to me to be able • to come to you and say goodbye , because I am retired, and also to wish you a Merry Christmas and a Happy New Year and !he best of luck with everything that is going on within the City . (c) Resolutions and Motions (i) Manager of vpen Space Lee presented a recomm6 . •dalion from lhe Departmenl of Parks and Recrealion for Council to adopt a resolulion accepting the 2006 Parks and Recrealion Master Plan as a complementary document to Englewood 's 2003 Comprehensive Plan , Roadmap Englewood . Manager Lee said the Parks Master Plan was developed over a period of one year . Communily input was received through community meelings , kcus groups , specific user group intervlaws, a community surve y, the Malley Canter ad vi sory groups and the public hearing through Planning and Zoning . Input wa s also gathered from Cily Cou r,cil, the Parks and Recreation Commission , the Cullural Artt Commission and the Plann ing and Zoning Commission . In addition , prior and relevanl plans were incorporated into lh is plan, including th e Bicycle Master Plan, the 2003 Comprehensive Plan , the s~~th Plalle River Open Spac 0 Plan and the Recreation Demand and Facilities Analysis. And with that, I would be happy lo enlertain any questions . Mayor Wolosyn asked If 1ll«e were any queslions or comments . Member Barrentine said i ~1 job. Mr . Mayor Wo:osyn sa id for m1,self, I woulrt like lo just point out, I don 't know if I missed this the first lime around or If ii wes added, bJI I'm gla a lo see that under future recreational facllltles and commun ity parkland, there Is a mention of the posalblllty of an outdoor performance ve,1ue, since ii came up as number one for adult entertainment and II explains the constraints that W6 do have in six square miles ... but, I'm glad lo see the • • commitment. Mr . Lee replied thal II was part of the whole process and Input from Council and everybody else, • so we added e1,erybody'1 points . Mayor Wolosyn asked Is the documer l Rort of a living :locumenl, I mean , or is II wrillen in stone? How does th is go, with a document !Ike th is? Mr . Lee replied the! It ls a living document. Not everyth ing will be accomplished In here, because lnere are a lot of lofty goals . We are just going to prioritize what we can , with the funds we have . Also, take advantage of some granls , with GOCO and also with lhe Arapahoe County grants and gel as much es we ce n done . Mayor Wolosyn sa id lhet I know many people who were involved In II , both on Boards and Comm iss ions and people who wenl to ne ighborhood meetings, and peoµle were very happy to be pert of the process . I th ink it was a good process end I epprec iale ell of lhe uffort. Mr . Lee responded that I lhink so too . Mtimber Woodward said I just wanled lo make a polnl lhat our upgrades start wilh tho playground equlpmenl, the sheller addit ions , and the signege replacemen ts as noted in the document . That is our Intent, I believe . Mr . Lee sa id tha l Is correct end tha l is what has been budg eted for in 2007. Member Woodward sa id I know lhat Mark Graham and I are working on the Scu'h Platte River Subcommittee wilh Arapahoe County and we're trying lo incorporate some of our lhings here , lo have them lake a look al lhem as far as fund ing . General Discussion (a) Mayor's Cho ice (i) Mayor Wolosyn sa id that I would just like to say that on Saturday night, the entire Ci ty celebrated the lree lighting and that was a lol of work as Carol said ... from slaff, from all sections of stafi· Prrks and Recreation , Safety Services and Public Works . There were a lot of people and it was very cold and It was very beauliful at the end , so lhank you . (b) Council Members' Cho ice (I) Council Member Barrentine : 1. She sa id thal I had a chance lo attend a BID mee ting . I th ink they have a really good start . The committee had gone lo talk to some consullanls about what they should slart on and I lh ink they have got some really great ideas and that was interesling . 2. She said I also had a chance to follow up wllh Darren Hollingsworth , with the Community Developmenl Department, on several businesses that he had allowed m• to go ... on Iha first run several months ago ... on some Ideas thel they had end to really see how lhe Enterprise Zone wes working end wl1e t some of lhese bus inesses have in mind end he 's kept me apprised of that. I di~ a follow-up meeting 011 Friday end I em just really excited with whet. .. how user friendly that department Is gelli.,g and really expand ing on some of these ideas end creative things that ere golnu lo go on on Broadway . We are having a kick off for the sponsors , and for people who participated and for future sponsors , and just to have a fun lime at Christmas . It wil l be al th e Gothic , on December 23~ and ii Is go ing to be great and most everybody is go ing lo be galling an invitation . So , come and join In and have a lot of fun . We are go ing to ba doing a mulli-med la piece of ,his that's going to show a lot of the pictures from the Englewood Days Event , as wall as some Interviews ... almost a lillle historical piece about Englewood . We have a lot people that are interested in Joining us th is next year . We are start ing much, much earl ier th is year . Already , we're gelling ii going . We learned those things from Nancy ... get ii going early . (ii ) Council Member Tomasso : 1. He said on Saturday I had the opportunity to stop in at two new bus inesses on Broadway ; the fram ing shop al the old Ouray sports bu il ding and then the ink cartr idge location next door . One of the comm en ts was that they were a new business to Eng lewood and they had joined that breakfast discussion on market ing that was put together early on and they've met twice now and they had such a good time in talk ing with one another and discuss ing marketing processes , that they have dec ided to continue th is on a monthly basis and they are going to meet aga in in January . As a new bus iness ow-· · ~e fell reall y positive about th in gs that were happen ing . II looks li ke we have four different busines , ,nlzat ions that are meeting together and talking and there 's a lot of inter-reactio11 between the four groups . II looks like the bus iness community is really moving forward as a un ified co:11mun ity ... and as individuals . 2. He said I wculd like to than k City staff for all of the hard ,,ork that they put ·• on Saturday night . (iii) Counc il Member Woo d,·:ard : • 1. He said I did allend Englewood Shines and I al so want to thank City staff for the work that was put into • that. II was really a nice event. I also allended the Nutcracker in a Nutsh ell, the David Tay lor presentation at Hampden Ha ll, which was really a lot of fun and qu ite enjoyable . 2. He said I would lik A to introduce th is resolution regarding ethics , rece ivin g gifts and gratuiti es ... applying to Englewood City Council, Board and Commiss ion members , and all employees, as we had discussed in Stud y Session earli er ton ight. I would present ii with two changes and that would be : in the fi rst paragraph under "Pol icy", in the first sentence, City Council, with the addit ion of "Board and Con 'Tl issi on members", and City employees will not solicit or accept any ... and !~en add the word "personal" gift , gratuity , favor , entertainment and so on . So I am rr.a kin g a motion . Member Barrentine said may I clarify one point please ? Does that mean that wherever City Council and City employees are referred to in the resolu tion, that it will also in clude Board and Commiss ion members, so that all th ree , wherever they are li sted ... will all three be listed ? Member Woodward replied that I would propose yes on that , so in the heading , where ii says applying to City Council, we should be add ing "Board and Commission members and all City employees ." Member Barrentine said so all three will be throughout the entire document . She said okay, thanks . COUNCIL MEMBER WOODWARD MOV::D, AND IT WAS SECONDED, TO APPROVE RESOLUTION NO, 86, SERIES OF 2006 AS AMENDED BY ADDING "BOARD AND COMMISSION MEMBERS TO THE TITLE AND THE PARAGRAPfl ENTITLED POLICY ; THE FIRST LINE OF POLICY TO READ : CITY COUNCIL , BOARD AND COMMISSION MEMBERS AND CITY EMPLOYEES WILL NOT SOLICIT OR ACCEPT ANY PERSONAL GIFT .•. " RESOLUTION NO . 86 , SERIES OF 2006 A RESOLUTION CONCERNING ETHICS , RECalVING GIFTS AND GRATUITIES APPLY ING TO THE • ENGLEWOOD CITY COUNCIL , BOARD ANO ~OMMISSION MEMBERS AND ALL CITY EMPLOYEES . Mayor Wolosyn said he moved It as amended . Council Member v arrentine sa id I want to make it clear that it is my Intention in passing this policy. In my understand ir,g, that we are in no way unde rmining or circumventing Amendment 41 , the ethics ame ndment that recently passed in November. Vote r•11ults: Motion carried .
