Recognition of Scheduled Public Comment (a) M3yor Wolosyn said we have the Chamber of Commerce Executive Director John Brackney and Director of Eco, ,omlc Development Bart Sayyah present to provide a briefing on the Chamber's Economic Development Group . Welcome gentlemen . Bart Sayyah said thank you . Thank you for having us this evening . It has been too long since we 've been her-.,. We will make sure that th is is a more frequent visit to bring you up to speed on all of the wonderful things we're doing at the Economic Development Group and the South Metro Chamber . I wanted to first thank ... and I know that they're not here tonlght ... but both Bob Simpson and Darren Hollingsworth . I believe tha t both of them have represented the Clly extremely well In our Economic Developmnnt Group . We do meet monthly . We have 100 members in our group. They certainly represent all of the wonderful things that are happening in the City of Englewood to the Economic Development Group , and I can assure you that that word is conveyed out , many times over , throughout the South Metro community . Just to bring you up to speed on where we're currently at and what we're look ing forward to doing . Currently, we have 100 members in our group, both public and private sector members . This past year we 've worked on a r,umber of relocation and attraction efforts . I'll mention a few and be brief . Direct TV, you may have read about recently ... a company that has operated in Denver for a number of years, with about 300 employees , recently they have announced that they will expand their national coverage and hire 1000 new people in South Metro Denver . We worked closely on that deal with both Arapahoe County Comm iss ioners and the State of Colorado to ensure that that expans ion took place in South Metro Denver and we're pleased to say that it will take place . They are currently in the midst of ... not only hiring new people , but also taking over the former ICG building , which represents about a quarter million square feet of • office space that formerly was sitting vacant. A lesser known company, this represents an atlraction effort, is • called PRC Corporat ion, which stand for Precision Response Corporation, out of Florida . They employ about 10,000 people nationwide and they have decided to make Denver their showcase facility for their national efforts and will be hiring about 600 people by the end of March . So we're pleased to have them here . And then , just recently ... this has been going on for quite a wh ile ... the merger between Boe ing and Lockheed Mart in. It's called United Launch Alliance. They will be putting their future headquarters here . The headquarters will be the company for all future unmanned launch vehicles or satellites into space . We 're not sure about the exact location, but they will be employing about 1000 plus people !n our community , with an average salary of about $85,000 a job . These are literally rocket science jobs and we 're pleased that they are coming here . We will be traveling out January 12th and 13th to do a third orientation . We went out twice last year to Boeing, in Huntington Beach , California, to provide an orientation to the Boeing employees who need to take part in this joint v ,nture. We will just mention this and we 'll hand this out later , but this is our former community guide . However, ,r this particular relocation, because of the significance of it, we will be creating a thousand copies of a custo,. ,otade relocation guide, highlighting the many communities In South Metro Denver. Of course, the City of Englewood wilt be featured prominently within that guide and we'll be bringing that out to our orientation in January to the Boeing employees . A few other items ... we recently rolled out a new forum . It is called the South Metro Denver Business Round Table and I am pleased to announce that Mayor Wolosyn was our inaugural guest speaker at that forum and she came out and informed the many Chamber members , and non-Charober members, about the wonderful things happening in Englewood . In addition to that, we have a few initiatives that we're looking forward to launching In 2007. One In particular is our business climate assessment. I know that Englewood has done something smilar recently , through Bob Simpson's depart'11e1,,. We want to do It on a larger scale , but we felt it was important to be ·,ery in touch with the temperament of the business community , both for purposes of representing them an~ for purposes of conveying to them , that our group is in existence and if thvy are looking to expand or If they !,now of a company that's looking to relocate to South Metro Denver, we want them to use us as a clearing ~ause . We're happy to represent them and to find both public and private sector partners to make that com,, to fruition . The other Item that we're looking forward to launch In 2007 Is what wa call an Economic Rapid Response Team . So , a company calls us up and says hey, we 're kicking the tires In South Metro Denver, we want to hear more about it. We want to bring all of our private and public sector partners to • that meeting to talk about real estate, end talk about potential incentives and talk about any other need that they may have, and we feel that we have the partners right now that can really present South Metro Denver in the best light . The last Item I'll mention Is we're also looking al launching a busines s empowerment synnposlum . • • • Englewood City Council December 11, 2009 Page3 This would be a quarte~y symposium . It's nol for new companies or companies lhal are struggling to kaep on the lights end open the doors, but existing companlas ... companles that may have 20 or 30 employees and , because of their size, th~y don't necessarily have the In-house resources ; the legal advice, the human resources advice . So, we want to bring our partners to the table and offer In a pro-bono fashion, that type of Information to our existing businesses, 10 that we can tum on a light bulb and hopefully, II they have that epiphany, they're In a position to grow their business and create more Jobs , which Is ultimately the object of an economic development group . We do have one parson missing . Oh , I'm sorry . I'm being prompted here by my boss, to talk about a recant trip we took out to Kansas City and It was a very good trip. As a matter of fact, Bob Simpson and Darren Hollingsworth also Joined us, to look at a redevelopment project that has bean vary successful out there. This was Kansas City, not Missouri , but Kr1nsas City, Kansas and for bnyolne who has traveled 1-70 In route to St. Louis or other areas beyond that , Kansas City, Kansas historically has not been anoclotect wit ~ economic development or any type of aconon1y for that matter . And W9 went out there and saw an Incredible d•·1elopman1. We saw a development where, literally, the average income was the lowest in the state, where there wore very few successful businesses and they were transformed overnight. They brought in the Nebraska Furniture Mart and White Woll Lodging and a raceway and many other businesses that have generated astronomical revenues for that community and , overnight , the average incorna of the residents has Increased exponentially . The bonds that were Issued to make that development a reality are going to bt paid off ten years ahead of schedule . And we 're hoping to use that as a future seed, for discussions about what we can do creallvely here . It's not that we're going to replicate what they did out there exaclly , but the spirit of it, I think , is Important. It Is an Important lesson , because if it really started with one Individual who said I have a vis ion and I think i,e can replicate that he re in South Metro Denver. We can say that we havn a vis ion on what type of compan ies we want here, what type of future we want for our children and grandch il dren and let's go out in a very intentional and slrategic manner and pursue that vision . We were glad that Englewood could be represented, at that little trade mission, if you will, or development miss ion and we look forward to a continued partnership in the future . Thank you . Mayor Wolosyn said thank you for coming . John Brackney, President of the Chamber , said what an honor it Is to be here tonigh l. 1ink you all probably know our historic roots together . We 've been partners for decades . Whether it was this facility we're involved in, or helping to promote light rail. .. whether it 's the Broadway redevelopment....our history goes back decades. And th& adm lrallon we have in particular for Gary Sears , ii you don't mind a pub li c compliment Gary , I assume you occasionally get a critic ism . Your reputation as a historic City In Arapahoe County Is legend . The controversies that befall a city is up and down ... it happens all of the time , but your skills sets and what you've been able to do with Englewood, especially in the last few years, while under tremendous strain Is very admirable and appreciated by lots of folks out there. Bart mentioned a lot about the Economic Development Group , since we 're solid partners, as you probably know, as you're all Chamber members, as well. And so I thought that I'd at least touch on some of Iha Chamber activities . You may have been follow ing some of our activities . We've gone from a 12 person staff i, a 19 person staff In the last two years . The Chamber is vary, very healthy and strong and we stand In front of you as two of the 19 and hundreds and hundreds of volunteers , that look forward to your vision and how we can come In, in a supportive role . We don't want to lead , in this Instance, we want to follow . And, fortunately , we've had great partnerships over the years and the Mayor is actively participating . Your City staff has been very noble . Darren Hollingsworth represrnts you extremely well. And Bob Simpson and I go back to when I was a county commissioner . It sounds a little comy, but we really love Englewood and we truly want to serve . And so call on us whenever we can provide that resource . One of the new lnlllatlves has been with some of your retailers . It has been our Small Business Development Center . Have any of you been briefed on that? With your permission , we 'll send an e-mail to you so you can keep in the loop . Our Small Business Development Canter has been very, very active . We're responsible, In conjunction wtth Federal and State government , for covering all of Arapahoe County , and there was an Initiative to try to drive more retail , as a destination within Englew 10d . And we brought In an expert associated with Arapahoe Community College . My understanding la I! was ,•ry wall received among the retailers and that Is something that we hope la the first step of the beginning, not the end . Your economy affects the rest of Arapahoe County and the better you are , the better the rest of our folks are. Bart alluded to lt...we're hoping that some of those vary high paid, very educated folks, choose to move Into Englewood , associated with United Launch Alll1nce . And It's our Job to brag about you And It's their Job once t:;.:y lor.ate hare, In addition to a thousand Jobs , many of them have spouses . So , there will be new start up bu:slna uset. They may not be a thousand person space Englewood City Council December 18, 2008 Page4 company ... II may be a small 2 or 3 person eng ineering company and we want those folks to land In Englewood . And we want you to brag about them . And we want to connect in every si ngle way we can . We're go ing to leave th is brochure with you ton ight that shows our history, our programs, our comm ittees, our serv ices and some of our most active members . We 'd Ilka to apprise you of some publ ic policy Issues that the Chamber Is being Involved In. From a bus lne11 perspective , the single most Important l11u~ lacing business In America today, Is the unaffordabillty of heallh care . It 's not just the emp loyee that's suffering . It 's the employer that 's suffer ing . And II you 've followed our prog re ss a little blt...lt was written op In COBIZ Magaz ine and soma of the local papars ... we really believe that we must solve that Issue nationwide. We are no longer being competitive worldw ide. And Ind ividual citizens are suffer ing the abil ity to not be able to afford their own heallhcare Insurance and the employer similarly Is not able to afford enough . We must solve that Issue and we believe that you can partner with us to do something really special com ing right here from South Metro Denver. II not us , who? We need to work on th is issue . The second major lnitiative ... and we do have a representative of the Englewood Schools with us ... Is kind of the Thomas Friedman world Is flat ph il osophy . Are we be ing compet itive in thl ~ new worldwide market place? And the answer is, maybe . The wor ld is chang ing very rap idly and even non-descript buildings, as you may know , a warehouse kind of bu ilding , may have more emp loyees in Eastern Europe or Indones ia than they do In South Metro Denver, but it's headquartered here In South Metro Denver. And how do we educate the youth of our society to be compet itive, particularly In regard s to sc ierce, technology, engineering, and mat~ema ti cs? How do we partner with our school districts to put execut ives into the classroom or to put teach er s Into the business , to do someth 1o1g really mean ingful for our kids and our youth to keep us competiti ve? We almost broach the patriot ic aspect that the world, as Fr iedman poin ts out , may not be a bullet war neat ti me , it may be a war of ideas and a war of innovativ eness . And we need your full partners hip, ,; anyone Is interested . Finally, the th ird is a majc• new init iative in South Metro Denver that's a little bit secret unt il right now , and that's on renewable ene rgy policy . How are we heating our homes and how are we dr iving our ca rs and what can we do with new economies of sca le, in part iculari ty in regards to a new gubernatorial admin istration ? What can we do to be less reliant on fo reign oil? t know th is sounds a little controversial for a suburban chamber of commerce to be Involved in some of these issues . If they at all Interest you, or you want to challenge us on our ideas , you're we lcome to partner , because th ese are really hot topics that staff and enormously strong voluntee rs, such as a fairly well known Eng lewood business person , L. G. Chavez , th e o"'ne r of Burt Automotive network . He is, which I belie ve they are all in Englewood not Lit tl eton , is that correct ? He is steer ing up this energy initiative for solar and hydrogen cars and how you can partner with somebody like L.G ., he will dearly appre,·'•te it. But finally , even in this bu ild ing, the Mus eum of Outdoor Arts as ked for our assistance in promot ;ng their reg ional tourism draw, although it is not in your City , they're located here, of course, but at the Coors Amphitheatre . And so , that 's In the guide as well ... trying to get thousands of bus iness people realizing that they can have an outdoor party or festival dur ing the hol idays . And ii we support them in that , then I hope they will support you In the ir efforts here . Needless to say , there is a lot going on in the bus iness community . There are doubts . There are concerns about the economy . And I don 't want to necessarily allay those fears . But , I will tell you that there are hundreds and hundreds of very smart , very educated and in many instances , very wealthy bus iness people , that are rolling up the ir sleeves to get someth ing done to Improve our loca l cities and our economy and we ask for your greater partnership . We are here to serve you ... not the other way around . Thank you for your serv ice . Our Councilperson , Bob Mccaslin , who Is the lia ison to the Commission , Is go ing to Introduce the Comm ission members and I will help him give out the awards . • • Council Member Mccaslin said I would Ilka to tell you a li ttle bit about KEB . KEB Is a committee that ~oes a lot • of hard work . We are supposed to have 14 mem~ers, but this year we ended up with 7. We are really responsible for the household hazardous waste round-up , the leaf and tire round-up , the 5K run and the Christmas llghtlng ... so this committee does work hard and these citizens are really dadlcated to what they do and I am really Impressed, as a Councilperson , to see these citizens get Involved the way they have . Audra will help ma with the presentation . So , there are many beautiful , beautiful dacorallona . I mean, we had a map and we went out last Tuesday and there were 16 entries from ail over Englewood . Probably one of the best turnouts that we have had In many years . We were try ing to be real objective on this . And we had a little fonn we filled out end there's a lot of things we took Into account and we had a great time . It was just great. So , I'll hand It over to Audra . Ordinances, Reaolutlon and Motion, (a) Approval of Ordinancas on First Reading (I) Senior Planner Langon presented a recommendation from the Community Development Department to adopt a bill for an ordinance approving the Emergency Temporary Shelters amendment to TIiie 16, Chapter 5 of the Englewood Municipal Code 2000 and a request that Council schedule a Public Hearing on January 8, 2007 for con .nent on this amendment. Ms. Langon said the purpose of the amendment to the Tille 16 zoning ordinance Is to clarify terms and requirements for th is use, to establish a review proce ss and to provide regulations that would meet zoning and safeiy concerns These amendments are based on the January and October 2006 Study Sessions with Council. Again , the request is to set a public hearing for January 8, 2007. Mayor Woiosyn asked If there were any questions for Tricia . Council Member Woodward said yes, I have a couple questions and a couple commwts. On page two here ... and I noticed this when reading the minutes from the P & Z public hearing and I wanted to address it . it • • says here In that third paragraph down, following a citizen comple :nt...and I am not aware of a citizen complaint. • I don't recall any citizen's complaints . I recall that I had worked with Gery and the City Manager's office and taking a look at It with Ben Greene, but unless you are aware of a citizen complaint. .. Ms . Langon replied that II Is my understanding that there was a complaint from a neighbor, about the activity . I can cl ,ck that out. Council Member Woodward sai d I don't know If that went to Chris or what. Also, there wer~ some questions in • • • Englewood City Council t. ,cember 18, 2001; Page 7 the public hearing about Illegal aliens . In talk in g lo the people over al lhal particular church , they had two forelgnera the whole lime and, of course , they didn't know whether they were Illegal aliens. I mean how do you ask are you an illegal alien? So , I noticed lhal lhat was a illg lsAue within the P & Z, specifically with one of the members . And the other Item I wanted lo asi< you about was on the ta bl e 16•5-1 .1, on the s~cond page hare, that very fir rt Item you mention food shelters typically function as an accessory use . I'm not c!ear on where we address that then , since we 've deleted It ou1 of the Information h•·re . Where do we call out th,.1 that food bank or accessory use is acceptable fo r a food bank? Ms . Langon responded that up until the UDC went Into effect in 2004 , we had neither food banks nor temporary shelters listed . And when we did the UDC , we put both of those together after takin g a look al this one particular situation last year, and also real izing that food banks really are a small fun-•lon of, generally, a church or some ot her organization and are not a primary principle use. And they are also extremely dlfficull lo track and find out what's going on . It's usually ... there are several churches that I know of that operate food banks only at holiday tim, s or very limited situations . And wa felt that it was a difficult thing lo try to regulate. So , as of right now , it's not really in any format, In the Code . Council Member Tomasso inquired if ii should say food ~ank instead or food sheller? 11 says eliminate food shelter as a typical use and 11 should be food bank then? Ms . Langon said not under this category . Not as a food bank . We 're not go 'ng lo be regulating food banks . Counc il Member Tomasso asked if food shelters are different from fo od ba ,,ks? Ms . Langon replied that I am not really sure , lo be honest. Council Member Woodward sa id when I go tu page 17 , and I see other acc essory uses and I see th in gs like satellite dish Ant enna , parking area surface, home occupation dormil ory ... l am just wondering if a food bank ought to be someth ing that Is added into that area or if It is necessary and t~ .l's a question that I don 't know the answer to . Mayor Wolosyn asked if we could llave those points clarified by the next meeting in January, at the public hear in g. Ms . Langon sa id we can do that. We'll work with Mr. Brotzman as lo in what order we do that . Will we be able to go forward for public hearin g on that night? Okay. Council Member Woodward said I would think so . All I want is just clarificat ion . because all of a sudden we are eliminating something lhal I don 't see as be ing replaced anywhere , in there . Ms . Langon said then just for clar ific ation for me , then you would like to see food bank under other acc essory uses? Council Member Woodward responded that is the question for you, if that is where ii shoulo go ... l mean it says accessory uses is typically functions as an accefsory use , and sinc.:e we have line items for accessory uses. I would assume that .naybe it goes in there . City Allorney Brotzman said that in all honesty , if yo ,; look at page 19, the very last issue is uses not mentioned . We 'll get you an explanation on that , but that is probably where it's going lo fit. Counc il Member Woodward said okay , okay . Mayor Wolosyn dsked if there was anything else? Council Member Barrentine said I would agree with Tricia . The reason this came about was because this church , out of the goodness of their hearts, started taking the overflow from the Denver Miss ion . There were complaints from the community. It was an issue of the safety and health or these people being put into a situat ion where there were not adequate services ... lo be a shelter . They were never in tended for a shelter . And I th ink some of the original concerns came from 0~1r own pohce and fire department, because lhby were not under regulations, in order to house these people, in 11,e manner that they were . And while I appreciate their kindness and what they were trying to accomplish , it did bring up some serious issues for that commu nity , and nor was that building ever Intended for that and so I know that Is what we 're trying to address and I appreciate your attempt to do that , and we'll see what the commun ity thinks at the public hearing . Mayor Wolo1:in said I think it Is Important to remember lhal we are making an objective law that covers zoning . ll's not about one institution .
