Cull to Order ENGLEWOOD CITY COUNC IL ENGL EWOOD, ARAPAHOE COUNTY , COLORADO Regular Session January 10, 2005 The regular meeting of the Englewood City Council was called to order by Mayor Garrett at 7:33 p.m . Mayor Garren sai d lets have a mom :nt of silence for the victims of the tsumani in southeast Asia . 2. Invocation The invocation was given by Co unc 1I Member Barrentine. 3. Consideration or Minutes or Previous Session (a) COUNCIL MEMBER WOLOSYN MOVED, AND IT WAS SECONDED, TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF DECEMBER 20, 2004 . Ma yor Garrett asked if there were any comments, questions or corrections . There we re none . Vote resu lts: Motion carried . Re cog nition or Scheduled Public Comment (a) Mayor Garrett said we have Becky Todhunter from the Cornerstone Church at 4300 South Lincoln Street, and she would like 10 reques t funds for the food bank at the church . Ms . Todhunter said I run a food bank . : am the Director for Cornerstone Church in Englewood. I am here to request fund s nnd , also , just 10 let y1 Ju kr~w who we represent. It is geting large r and 1hat is wi1hou1 adve rti sin g, beca use we can 't adverti se, we don't have !h e funds for 1ha1. Bui, th ere is a greater need. We are hav ing more and more wo men with childrcn ... eve n having more and more people fr om working familie s. Where the hu sband and wife arc bo th workin g, bul th ey arc not making it. We fe el th :11 we are th eir connec1i on 10 be able 10 keep fr om becomin g homeless. So me of th em arc on the street a·. they come off th e street. Some of them arc diabeti c and we try 10 get them food for th eir speci fi c eating requirements to kee p them as health y as we can . Som e hitchhike 10 our pl ace ... when th ey co me we get them rides to bring them bac k to where they need to go . We try 10 pro vide th e se rvice for the children . Wha1ever we .:an get them and we lr y 10 gi ve them informati on. Some of them do n01 ha ve ph one s and cannot mak e ph one call s. Whate ver we can do , we try to do for them. But , th e fund s are very limited and we do need fund s. We al so want 10 let you know thal we are av ailable . I do know that Roc ky Mountain say s th at for th at area we are the o nly food bank th at they recommend, because that is the onl y o ne they know about in En glewood . I don 't know if that is tru e and I ha ve not called around to see if there is another one . I do know that most food bank s will not help yo u, unl ess you live in a certain area. We don't do that. Most of our pcop!e are from Englewood, bu! we have them coming in from Sheridan , Aurora and Den ver, because sometimes they don't fit the criteria . If someone think s they d'ln't need th e food , the y don'I get it and we don't do that to them . So everybody is welc ome under any circ um stance. If we can help them ou1, then that is what we try to do. So, I am here to ask if there are an y fund s available . We are in desperate need . Ri ght now we are running on about $500.00 a month . We have a rund own van. Councilm an Woodw ard came down and I don 't know if he saw that, but that is wh at we use to transpon mos t of our food. It is barely running . Then we also ha ve car insurance and gas expenses . That is where we are al ri ght now . We fill our freezer s and our refr iQcrators and if we cannot store anymore , because we are so limited in spa ce, we pass that on to a food bank that is in need . We are loo king for so mebody to donate space for us, because we are so limited as 10 • what we can take in . I don 't like to have to tum down food, hut we have very limited storage. We need more space • 30 tha t when arc funds are low we can tide ourselves over. She said do you have any que sti ons? Council Member Woodward saii1 I would like to mention that I first heard about the food bank at a Block Captain 's meeting of Neighborhood Watch . One of the fellow bl oc k captains had brought it to my attention and had invited me to co me on over and take ~ look. So one Frida y afternoo n, in earl y Dece mber, I went over . I was really impressed . They had a numl,cr of volunteers putting together food box es to be handed out on Sunda y, I belie ve. In the basement of their church the y had a cl othing store and all different type s of hou sehold malerial s for th ese people in need wh o were coming in. Beck y happened 10 be sick th at day and not there. Bec ky and I we re neighbors. I've kn own Becky for 15 years or more so I can personall y vo uch for Beck y and her hu sband . They are very in volved and do a lot of great things for a lot of peopl e and ha ve for ye ars. So if th ere is anythin g th at we can do, I knf\W that it wou ld help the communit y and help 1he people that need it Ms. Tod hunter said thank you . Ma yor Garrett sa id th ank yo u ver y much . 7. Recognition of Unscheduled Public Comment (a) Rachel Kafader introduced Amber Feizer and Michael Mund s. She sa id we are s1udcnt s at En glewood High Schoo l and Amber and I arc pan of the Na1i onal Honor Soc iety . We are represe ntin g that po rti on of our club lhi s eve nin g. I am go ing to let Amber expl ain that we are here to reques t fund s fo r 1hc tsum ani relief effort and we wo uld li ke to tell yo u abo ut a fe w projects 1ha1 we are startin g. Ms. Kafad er said we arc running thi s through the Red Cross. Mi chael is ac tuall y spcarhedin g our projec t and the Nati onal Honor Soc iet y is ass isting him al thi s point . but we ca n use all 1he man power tha1 wc r.:a n ge t tr yi ng h• rai se fund s. We just fe el that ii is 1he right thing to do. It is our res po nsibili1 y to build ca mara derie with our fell ow co untrie s. I think we all wi sh 1ha1 someo ne would do it for us if we were in that situati on. So. we are just here requ esting anythin g, every little bil helps. Michael Munds sai d I want to try to get the other sc hoo ls in Englewood in volved .. such as the elementary sc hoo ls and midd le schools, as well as Eng lewood High School. (b) Co un ci l Mem bers ' Choice (i) Council Mem be r Barrentine said I wa nted to th ank the Public Works Department for looki ng into some concerns involving the area am und the Gothi c Theatre rega rdin g parking . While that discussi cm came up in an odd way, it generated a di scussio n about the permit parkin g that had to go into that communny, the origin al agree ments the Gothi c Theatre made when the y originall y we nt in10 that comm unit y, the possibilit/ of tryin g to use the shuttle to enhance the night life on Broadwa y and ma ybe access some of the parkin g for RTD that is not being used as much at night and see if we can't help the City al l the way around with our image. So while it may be th ei r own fault when the yo untsters are towcd ... maybc they are not reading the signs .. .it does n't leave a good 1as1e in the mouth of people coming down here for night life in the Cit y. So, th ey have co me up with some very nice idea s and arc pursuing th ose 1hings and I appreciate th e hard work that they have put in. Thank you. (ii) Council Member Bradshaw : I . She said kudos to Public Works for the job they did with the la st snow storm th at we had. 2. She said I would like to make a com ent to the National Honor Socie ty students. You guys arc great and thank yo u so mu ch for caring . It is very unusual, I think , in thi s day and age that we see ad olescents who can think outside themselves . So. you are a credit to yo ur sc hool and yo ur families. Thank you. There was applause . (iii) Cou ncil Member Wolosyn : I . She said I was goi ng to bring attention to the two requests we received toni ght. I know you checked to make sure we havC' $1,000.00 . Mayor Garrett sa id yes we have $1 ,0CI0.00 of di sc retio nary fund s that we did not all oca te in our Aid to Other Agencies budget. Coun cil Member Brad sha w sai d okay , so we cou ld give $500 .00 to the Food Bank . Mayor C-"1Tctt said do yo u want to basically deplete all the fund s? Th at wou ld be the qu es ti on. Ms. Brad shaw said I know, bul the food b&nk sou nd s like the y arc rea ll y in need . I don't know how th e rest of the Council feels. but I would fee l co mfo rtab le with $500 .00 going to the food bank . Coun ci l Member Wolosy n said I fee l co mfortabl e with th at 100 and I'm thinkin g maybe S 100.00 to help kick off the ts um an i fund . Ms. Bradshaw said absolut ely , no problem .
