She said I am here thi s evening to request your 1pproval of th e redempt io n of a property that we have taken t-:i.ck through the Rehab Loan Program. through the forec los ure proces s, As yo u know, when yo u are making loa ns to indiv id ual s, occa:;ionally they wi ll become dclinqu clll and the proc ess th at any lender ha s is to redeem the property in order to recoup !h e moni es and the loans th at have bct:n given to the individual. In many in stances. wr are junior lien holders in that process and we have been experienc ing, in the last num be r of month s. a much large r num ber of foreclos ures than we have over the las l coup le of years. In yo ur Cou ncil Co mmunicati on I indi ca ted 1hat we were here in 200 1 and that probnbly was the fir st 1=,:1e1 in ma ybe ten years. th 21 we were before Council reque sting redemption of a property . So, thi s is somethi ng ~nat we have not done very often and we are back again requesting that. This particular propeny was one where the homeown er became delinquent on lh eir fir st mortgage , th e fir st mort ga ge initiated the fo rccl oswc process. we wai1ed throu gh the enti re proce ss as is lega ll y required and during our redemp ti on period we did act to redee m. Subsequently. we redeemed the property in January and requ es 1cd title be iss ued to us . We are now here requestin g that that particular pro perty be authorized for acc epting and then au th orized 10 sell so that we can recoup the funds th at we put int o 1he property as a seco nd mongage . Thi s will be don e as quick.ly as possible so that we can return the funds back int o the Housi ng Rehab Fund, whi ch is fully supporting thi s. We arc not using monies from the General Fund or any oth er program . These are monies 1ha1 have been in the Fund, specifica ll y set as ide and designa ted to act and redeem when we need to . Th is is one of the fir st of six foreclosure notices thal I have received since Augu st. I get depressed every wee k in an ti cipati on of my mail. And . so me of them have been succe ss full y work ed th rough where homeowners ha ve been ab le to work with their lenders and we ha ve not had 10 ac t on th e redempti on. One othe r case we we re ac tu all y a seni or to an o1her member ... there was a third mortgage behind us, the y acted on th eir Englewood City Council February 7, 2005 Page 8 rede mp ti on s • we were ab le 10 ge l our fund s ba ck wi1h ou1 ha vi ng 10 actuall y take co ntro l of the property . Unfonunate\1 I will lei yo u know now th in I will probably be back in two weeks with requests on anot her properl y 1hat we are in the process of redeeming 1h is wee k. Hopc full )', that wi ll be the la st time th at yo u will sec me. but I still have two others pending . We arc kind of in a cri sis mode nt th is momen t and as long as we have fund s avai lable , we will be trying to redeem and reco up the funds th at arc in th ese propcnics so lhat we ca n continue the program. As we se ll , the monies wi ll go back in so that we can co ntinue making loa ns to the communit y and co ntinue the Housi ng Rehab Program as il has been for well over 25 yeu rs. So, I ask Cou ncil to just approve th at rede mpti on 111.d as my memo explains , when we do thi s rede mpti on, because of the timeliness. we ca nnot come to Council pri or to the redempti on, because we arc on a very, very short lime fr ame . We neve r know until the very Ins t minute whether the homeowner is going 10 be able to save the propeny and then if they cannot , then ge nerall y the most time that we have is usually around lcn days to either decide whether we are going to take co ntrol of the property or not. So, we have to move very quickly in order to maintain the solvency of our nssclS that arc in there and try to recoup it bac k. So, I ask Council for permi ssion to accep t redemption and to approve sa le so thal we can move forwa rd . She said arc there any questions? There were none.
