We have 65 re gul ar vo lunteers . 40 foster vo luntee rs, 20 j uni or vo lunte ers and 470 dog wa lkers who agree with me . As a mauer of fac t. between April and Dece mber of ll'st year we had 940 reco rd s of dog walkin g from over 470 wa lkers including Dcvek1pmc nt al Pathways , Cherry Creek Sc hoo ls, three different Girl Scout Troo ps, Arapahoe High Sch oo l and Chri st Luthera n Schoo l. Man y of these peopl e nrc familiar with families and their family act ivit ies and enjoy vo lunteer ac ti vities together . I think it is really a great program and a grea t way fo r pr,o;,lc to teac h the ir childre n responsibility . I have made man y close friends thro ugh my assoc iati on. Thcs: arc very special young peo ple . Eac h nominee will receive a certificate and a gift bag as a toke n of ou r admiration . We wa nt to th ank the Parks & Recreati on Department for prov id ing Pira1cs Cove passes. Mayor Garrett said I would like Council Member Wolosyn to come down to assist in handin g out the certifi ca tes and gift bags. At th is time I would like to in ·1i1c all Council Members to come down to form a receiv ing line, lo shake their hands as they come forward. After we have the recognition, we will have a brief commerci al break ... we will all go to the Community Room to vi sit with our nominees . Mayor Garrett sai d we are hon oring these nominees, no t bccawe of the challenge s they have enco untered , but because they have persevered and hav e taken control of their lives . (e) Billy Wa1ers, Well Spring Church. was present to discu ss with City Council their curre nt invo lvement and futu re participation in the comm unity. Mr. Waters sa id I want to hand these out to ye ll . Thi s provides background about the church and what we arc doing . There are no free things to rcstaurar.ls in there . Sorry. I shou ld have planned ahead and gonen so mething free . I just want to sha re a little bit abo ut the church and what we are doing in the neighborhood presently . We have been in th e neir,hborhood for four years. We started in the basement of the Mayfl owe r Congregational Church with about 30 people and right now we are at about 130. lt is growing and we arc st ill in !he basemen! of Mayn owcr Congrcga ti on11I Church. Things have been going very well . One of the things th at we reall y want 1.0 focu s on ... and thi s is the thing th at probably pennins the most 10 us tonight. .. is that one of our values is holistic outreach . That is. we want to mini ster lo the whole person . So so me of the lhings 1h31 we have done presently . is we have had a food pantry where every Sunday morning after noo n lime. we feed ab out 100 folks . They come down there and we just bless them and we fccrl them and we learn 11101. We build relationships with !hem. II hllS been very signi fica :11. I think about one guy in part ic ular . Hi s name is Raven and we fed him and he was dcstilute ... hc was down and out. We ga ve him so me food and he came ba ck next week and he staned 10 work the pantry. Then after working the pantr y, so meone in o ur co ngrcgali on. who is a bu si ness owner , gave him a job. Raven , up to thi s point. was homeless. Three or four weeks after he started coming 10 the pantry, he received his fir st paycheck. Now he is off • • the streets and he is in an apartment. That is Raven and he is just one of the stories that we have . The other thing is • that we nlso ha ve a yo uth group. We have nbout 25 to 30 yout hs thnt come 10 a Youth Group at the ch urch on a Monday ni ghl . I've go1 10 tell you guy s th at these kids arc broke and busted and a lot of them do not have positive male role mode ls in th eir li ves . The you th pastors ... we have a gal and a guy ... and the y are jusl dynamic and they arc just pouring love and joy into these kids. There is also a kid by th e name of Caesar that comes 10 the chu rch and when he was in six th gra de , he wa s a dru g addi ct. he was out on the s1rcc 1s wi th hi s Mom an d didn't know where they were going to ge t the ir ne xt mea l. He came 10 know the Lord ... stancd com in g 10 lhe church and ri ght now he is a Juni or in Hig h Sc hool and he has a 3.5 grade average . As we were goi ng 10 c hurc h on Sund ay, he was talking about going to coll ege . Thr. c hurch has got a co ll ege fund fo r him and we arc goi ng to se nd him off to coll ege . He wa nts to be a mu sic maj or and th en he wanls to go on 10 a se min ary to bc1., me a pas tor. I enco uraged hi m not 10 do th at, but s1ill go on to co ll ege and ge t his degree . This kid's life ha s co mpletel y changed . So the se are just so me of th e thi ngs th at we are doing in the communil y. There arc oth er lhi ngs th at we have done . We have J one a Chr istma s Gifl Outreach where we have give n awny abo ut 500 toys to peop le who normall y would 1101 have a Chri stm as . We have had a Fa ll Fe stival, Easter Egg Hunt . we cl en n gutters and rnke leaves in the neighbo rhood every yea r. We also have street parties, as Ray can attes t 10. We ha ve a ba nd th at may be 100 lou d so me limes, but whe n it is too loud, we turn it down. But we j ust ha ve a pa rt y. We ha ve free food and we ju st try to ge l to know the neig hbors, th e commu nit y and just bui ld relati onships wi th peop le. So we close off 1he streets and we do get a permit fo r that and it is completely lega l, because I think there arc some po lice offi cers here and it is lega l. We j ust have a lot of fun. We build rela ti onships with th e co mmunity. Tha l is one of our purposes and we want to be holistic in our outreach. For th e fu1urc , we really recogni ze that Englewood , 1he face of Eng lewood , is chan gi ng and we are blessed in thi s Ci ty 10 sec the City become more multi-cultural, more diverse and we want 10 be a pan of that. We reall y wa nt to be a blessi ng in th e midst of that. We want to be a church that is multi -c ultural and just c:i:pericnce the bl essi ng of the rich and the poor, the black and the white, the old and the yo ung and just to be a bl ess ing to the Cit y. And so what I wanted ... ac tu all y, I had two ques tio ns . One is. if you guys sec any needs ... rca ll y anybody ... if anybody see s needs within thi s community ... wheth er it is single moms, whether it is kid 110 don 't have a pl ace to go afte r sc hoo l... we wa nt to be a bl essi ng, we wan t 10 be a bridge and serve in th ose arctb u l grea t need . So if you guys sec need s, please give me a call or con tact Well Spring Ch urch. Please let me know, because we wa nl to be th ere. We wa nt to be a servant 10 thi s grea t neighborhood and great Ci ty . The other thin g is. if you guys have any resources lik e free fa cilities or money, you can give me a call fo r that as well. We really do want to do more, we want to become more effective and efficient in reaching out and bei ng a bl essing fo r thi s City . Mr. Bruno sa id I stand UCfcre you 10 speak on beh alf of the members of th e Englewood Police Benefit Assoc iation wi th thi s prepared statement As you are probably aware , this orga niza tion rep rese nt s commissio ned police office rs of the Ci1 y of Englewood be low the rank of Se rgean t. Plea se understand th at thi s statement is directed to yo u by the Police Assoc iati on and not by myse lf. It is a stat ement in 1he words of yo ur offi cers . They have aske d me to ma ke 1h is sla te ment on th eir behalf beca use or a conce rn of re ta li ati on. Th e matter th at I am directed to co mmuni cate to yv u thi s evenin g ha s bee n a se nsitive topic, a topi c th at did not ori gi nate overnight . but rnt her has deve loped over a period of time lead ing to th is cu lm ination before eac h of yo u and befo re thi s sessio n of Cit y Counci l. Although th e membership was rel uc1:mt for this matter 10 reac h thi s poi nt. members of this orga niza1ion voted ove rwhelmingly to pursue thi s iss ue and 10 voice their co ncerns at a regularl y sc hed ul ed Ci ty Co uncil meeting . The members of thi s Assoc iation vo ted by maj orit y vote to express no confidence in Publi c Safety Se rvi ces Di rector Ch ri s Ol so n. Thi s iss ue co ncerns the Eng le wood Departmen t or Safety Servic es Direclor Chris Olso n and hi s overall in abi lity 10 manage and le ad those assi ned to the Poli ce Division. I-l e has pro mi sed to all evia te shortfall s in radio commun icati on. staffing, sc hedulin g and ot her prob lematic situat io ns whi ch have led to dangero us situati ons fo r bo lh po li ce pe rso nnel and fo r the citizen s. As I menti oned prcvi ou~ly , thi s mauer did not origina te overnigh t. Every opportunit y fo r correcti on of a varie ty of iss ues was exte nded to Direc tor Olso n over !he pas t yea rs. Eve n after tim e was alloca ted fo r correc ti ons, so me were dealt with, but wi th onl y tem porary res ul ts; the membership wns still relu ctant to bring this matter to yo ur auenti on in a public forum . After lengthy dis cussions among the Associa ti on membe rs. member s of th e Po lice Admi nistratio n and Direc1or Ol so n. it was deci ded that thi s was th e onl y recourse avai l;:ab le to see k a remedy 10 1hose prob lems tha1 have been enco untered over th e past yea rs. When the membe rship voled by a majority vo te of no confide nce , they we re asked 10 expre ss !h eir re aso ns fo r th ei r vote of no confiden ce. A li st co nsisting or twent y-fi ve re aso ns were given . Due to th e lim e co nstrai nt s ·~i s eve ning, th e membe rshi p has Englewood Cll y Co uncil February 22, 200S Pagc6 dircc1cd me 10 ex press th ose rea so ns which they deemed were the 1110s1 seriou s. The current ra dio co mmunicat io ns sys tem is not onl y inferio r 10 sys tems used by ot her age ncie s. it is downright dangerou s. Within the co nfines of thi s small ci ty, the re are areas whe re the system docs not work or whe re two-way com municati on is co mpromi sed . Ofte n handheld radi os are ga rbled amJ fi ll ed wi th stat ic. which makes commu ni cati ons inaudib le. The lack or two- way radi o co mmun ica tio n docs not all ow offi cers 10 effecti vel y com muni ca te and coordi nate a 1actica l plan . This ca n have horrend ous conseq uences . Th e safety o f th e ci tize ns, as we ll us th e polke, is in jeopardy. The poli ce offi ce rs thtll re spond to c.i ll s fo r assis tance, ns fir sl responde rs, pi nce th emse lves in harms way . Th i'i 1hrea 1 is heig ht ened when co mmuni ca tio n bc1wccn officers, di spa tch und 01her respo ndin g uni1 s is no! functi oning properly . Dispatch has had lin gerin g prob lems wi 1h th eir eq uip ment. Thi s includes their consoles. co mput er aided di spatch, and interfocc wi th CC JC/NC IC. Regrcllably it is onl y a mauer of time before so meone will suffer injury or death as a re sult or thi s inadequate commun ica ti on system . Direc tor Ol so n, as we ll as the depnnment"s Resea rch and Technology Manager, ha ve been informed of thi s si tuat ion on numerous occasions, 1101 on ly by the members of this Associa tion, but also by other various supervi so ry perso nnel. Until recen tl y, Direc tor Ol so n did li tt le to remedy th ese prob lems. His response was on ly empty pro mi ses. An 800 meg ahenz radi o sys tem is in th e works , but hns not, acco rding to Director Olson, been ordered and may not be installed for so me time . On Fe bruary 7, 2005, Direc tor Olson presented a memorandum co nce rnin g divi sio nal re-struc turin g to all Safe ty Services Perso nnel. It is the opinio n or the member s of the: Association th at thi s divisional re-structuring gives Director Ol so n and the Research and Technology Manager another method or avoidi ng thi s si tuati on and dista ncing themse lves from the radio defi cie ncies . This so called divi sio nal re-s tructurin g adds another layer of supervision to the proc ess by adding additional personnel who do not ha ve the technical knowled ge ne!ded 10 fi x thi s reocc WTing problem. The Police Divi sion, under the Engl ewood De partme nt of Safety Services, ha s su ffered the effects of budgetary cutbacks, as has the entire City . • Director Olson climina.tcd and did not replace front line police positions . At the same time he added supervi sory posi tio ns, even when there were fewer empl oyees to supervise . He stated a.tan Englewood Police Be n.:!fit Association mee ting that he would maintain 36 patrol officers to cover the three watches. He again has reneged on thi s co mm itment. Over thi s pnsl year line per so nnel were required 10 mai nlain the same leve l of police se rvice, with less personnel sc heduled for vari ous patrol walches. I think it adds a nice thing to our community . I think Rick :and his group arc going to put some landscap ing around the base of it to help make it look even prcnicr than it is today . He said I would like to ask if we can get a discwsion , regarding the Farmers ' Market for this summer down in the Plaza, on our agenda fo r Study Session, 10 see what we can do to promote that and sec how we ca n make it bcncr thi s year.
