repre se nt th e Boy Scouts of America faithfu ll y fo r th e re st of th eir live s. They give honor our Co untry, give
honor 10 our God and that is kind of what we are abo ut. But while we arc do in g all that . we have an awful lot of fun .

th e City of Englewood and it was very success fu l ... helping you wi th yo ur Parks nnd Recreoti on ... refurbis hing th e
signs . rebui lding pi ,~nic benches and sav ing th e Cit y guil e a bit of money by reu si ng materia ls and our free
manpower. He pr(\vi ded the leaders hip for this . Some peo pl e mi ght say ... we ll ii is jusl another Eagle project, but
Alan has turned ! 8, whi ch is the lim it whe n yo u can • ,llrk on Eag le and he had fini shed hi s projec t prior 10 that so he
is on hi s wn:, to being an Eagle Seou l. But Alan is a prcuy spec ial charac te r 10 us. He has bee n in our Troo p since
he was eleve n years old . I ha ve wa tched him grow from a very small yo un g man with a lot of smiles and a lot of •
vigor and now he is 18 and loo 1.~i ng fo rward 10 hi s Eag le rank . Cys ti c fibros is has not kept Alan fr om doin g all th e
thing s tha t a lot of peop le might not ha ve been able to accompli sh. He ha s wo rk ed th ro ugh that and I wa nted to
make evt:rybody aware of 1ha11o ni gh:. He spe nd s wee k afte r week in Children 's Hos pital unde r trea tment fo r I is
disabli ng di sease. I don't kn ow how kmg Alan will li ve on this planet, but I ca n tell yo u ri ght now, as Scout ma ster,
1hat 1 am gla d to work wit h this young man and glad that he has affec ted this co mmunit y und glad that he will be an
Eag le Scout. I wanted to come here to nigh t and th ank iou all fat lcning him have 1ha1 projec t and get tha t

Englewood. I was out walking today and l no1iccd there was a dumpster in the driveway and went and looked at th e
house and they arc rep lacing some of the windows . Arapahoe Ac re s is a historic property ... part of the Nati o nal
Regis ter. The wind ows that th~y are putt ing in arc not appropriate an:hitccturally for the house. So I decided to call
the Cit y today and compl ain :I:..,ut this and sec ,,·hat we co uld do. Our ne ighbo rhood is workin g ve ry hard to
educate owners on the original feJ tun.!s and doing se nsi ti ve remode ls. Wh at I would like 10 see ... J wo uld like to
have thi s project stopped roni g'i.l and fu rth er work on thi s house stopped and have a meeting to es tabli sh: (I) origi nal
feat ures. (2) what needs replaci ng and how 10 do it, (3) restorin g the unique fascia and beam proj•.c tions on thi s
house, and (4 ) working wi th the cnlo r thal wo uld be appropriu tc for Arap ahoe Acre s. Like I sa id , we arc on th e
Nationa l Regi ster. ye t the City is not doi ng their part to hel p prese rve thi s property . The house was given 10 the City

li nes. So. wi th residen ts and retail mi xin g toge ther . their perceived co nfli cts and curre ntl y, again. th e zonin g
ordinances are wriucn fo r one or the other. but don't necessaril y address iss ues that both may ha ve. If I can re nd 11

Cit y cvoh•es and brings us more of this type of de ve lopment and that we change 1he docket and the zoning to make

Scoutmaster so I grew up in th at enviro nment so I admire the work tha t you do, but that is not why I came here
toni ght. I wo uld like 10 bring into foc us, so th at it is cry stal clea r, the whole picture of events that led up to the
decision to fund the water study for the off-l eas h dog park al Belleview. There wns a Task Force appoi nted and it
es tabli shed criteria lfter exte nsive eva lu ati on fo r se lectin g park land here in Englewood . Ce ntenni al Park was
se lected initiall y th roug h a process th at bas icall y was an eliminati on of two other loc ati ons and was wi thout
extensive debate . Ce nte nn ia l later became cos t prohibitive due to environmental remediati on. Englewood
Unl eas hed met wi th lhc Cit y. We discussed what 1he communit y reall y wa nted ... sa rcty and grass ... sa fet y being the
nu mber one iss ue . Through the selecti on proce ss th e numbe rs just didn't pan out fo r Ce nt enni al. It wa s expensive
and fro m a rati onal stand poi nt . irjust didn 't see m lik e money we ll spenl if the co mmunit y wa sn·t go in g to use it and
it was going to be expe nsive. So Eng lewood Un lea shed fo rwa rded a pro posa l usin g th e Ta sk Force criteria and the
se lec ti on process came back to Belleview Park . Englewood Unl eas hed made a ve ry co ncerteJ attem pt over the
holid ays . two or three mont h~ ago. to co ntac t eac h and eve ry membe r of the Cit y Co uncil 10 di sc uss the proposal
th nt we had fo rw ard ed. ~1ost City Co unci l membe rs responded ar.d so me did n't. So me didn 't eve n return our
ph one ca ll s whi ch l questi on ... why ?. since, I thin k. we pul maybe 100 hours in to thi s proposal. And , not to have
phone call s re turned or not 10 eve n consider the work put in10 ii, was a little di shearte nin g to 1hc co mm uni ty. I don'1
think th at 1hc dog ow n;!rS :ire any less of a lax.payer or a pa rk use r th an say th e Boy Sco ut s or the Soccer
Assoc inli on. Which remin ds me, the Socc er Associatio n has been very acco mmod ating to us ... they understand our

a ve ry acco mm odatin g process. bur I gue ss I just wamcd to ma ke it clea r as to how the Belleview l'ark selec ti on

Council Member Wolosyn sa id I would like to make a comment on Agenda Item 8 (a) regarding Ms. Nabholz '
letter. KEB does not have a mandate for e-mail. Yes , the group does communicate by e-mail to save paper, but it is
always understood and followed up with phone calls lo those who do not have it. I wish Ms. Nabholz well in her
future endeavors .

Council Member Bradshaw said, regarding >..genda Item 8 (d), Louis Parkinson was the Municipal Judge and was
quite the character for many, many, many years to those of us who knew him . I remember I was on Council in the
80 's and at our budget retreat we wo uld always end up at opposite ends of the s:,cctrum on the budget and he would
always stcnn ou~ threatening us with contempt of court. But, he provided a service for Englewood. There
wasn't a cause that he didn 't really believe in, that he didn 't back 100 per celi. .fc was very instrumental in getting
the Golf Course put in. So, the court system we have today was a lot of hard work from Carolyne Boettger and Lou
Parkinson.

I was so impressed with this was that they said they had diffi c uhy in trying to partner with the City .. , with th e
community trying to do thi s and that they were able to approach you and you worked with him and he was able to
partner wi th the City of Englewood ... get all of these things done. We always like free things too . But to do lhi :.
kind of job , to be able lo work with him , I wanted to tell you how proud I am of our Parks and Recreation
Dcpllrtmcnt. She said Jerry , I understand that you have been around Englewood 20 or so years . He picked a good

Outdoor Arts for lhc fifth year of lhe Desi gr and Build exhibit. As you know, we ha ve on agreement wilh MOA
tha: co vers thei r an exhibits in thi s building and on CityCentcr ... that goes back to the 1999 original agreement.
Eac;, year for the De sign and Build , they extend their exhibi ts beyond the CityCcnter area into other Cit y owned

money . That was specifically a requirement that the group wanted, wa s that no one person, individual, handle that ,
that th e City was ab le to mainta in con trol of that. Also , to have an acco unting of anything that is spent on the City
si de, so that th ose fund s wou ld come out of tJicrc as we ll ... yo u know with an accounting and meeting with the
group . so that we we~n •t pulling funds into hi s coffers, but using so much of hi s stuff that it didn'I mllke any
