We th ink , still today, that 1here is a very serious public po licy issue in th:tt area . And, I hope •1rnt you, the me1.1bcrs of Park s and Rec reati on Co mmi ss ion and )'Our lcsal and housin g ad vise rs will examine 1hi s iss ue carefu ll y, because I think !his iss ue of the City ow nin g pro pe rly m..e that is a very seri ous one . I hope that yo u will take it seri ously . As ""'U hea rd fr om Ra y, sale s in the area are good. You should be able 10 achieve, if you do sell , a l'und th at th en co uld be given 10 Park s and Recreati on projects. I don't think thnt should be an iss ue in thi s. We d , apprecia te that the City did stop the renovati on th at was occ urrin g. The Cit y s1aff has bee n vc~y. very re spo nsive to us in rai si ng our co ncerns and li stening 10 us. We really appreciate that very mu ch. We cena inly will be invo1vcd in tal kin g wi th th e Park s and Recrea1i on Co mmi ss ion people . Again, if yo u ca n help us on 1his whole legal i!i sue or wheth er a City should be ow nin g thi s kind of property . that wo uld be very helpful. I think it is a very co mp le x issue , but also a very important one fo r you 10 co nsider. The City ha s been ve ry good to Arapah oe Acres. We have appreciated th e support that you have given us ... mos t rece ntly the money to help us renovate our street signs. I hope yo u ha ve been by and see n them . They arc very hand so me markers and we do apprecia te the help that yo u ha ve give n us with th at ,rnd your end orse ment of the rece nt grant and other projects. I am wo nde rin g how many more surpr ise£ and obstacles th at we arc going to run into in thi s process si nce we ha ve been go in g over thi s with a fin e-too th comb. I mea n, it is on eve rybody's radar . I think everybody here now is probably more rrofc ss ionally awa re of the requirement s of a dog park than they were a year ago. I know th 11t I nm . He sai d ju st to cl ose, I neve r rea ll y knew. from a practic al standpoint on a personal basis, what the term meant, but now I r.~o and it is ... fi sh or c ut bait . I be li c'lc th e Open Spac .. Funds were desig ned specifica ll y fo r ac quiri ng parks and in thi s case, we are talking ahfl · t an off- le ash park . I don 't sec any di ffere nce because as off-leash users, we arc all ta xpayers . On any given da y. there are 50 to 75 users in the parks that are also taxpa yers and they sup po n Englewood busine s~es. I kn ow I do, for exa mpl e, shop fo r all of my food items at Englewood busine sses, so we ari: all ta xpa yers. 1 do n't see that as any differe nt 1han any oth er taxpa ye r who uses the park . The examp le I think of that is a great deal of ope n spa,:c money. Englewood hns ob tai ned ope n space money fo r the use of baseball field s. whic h is onl y used fo r pa n of the year and these people are all taxpayers, but th ere is on ly a fra cti on of the year lhat tho~e base ba ll parks arc used. They arc no le ss of a tax pa ye r, us use rs of th at pa rk , than we are and we use it all year round ... evcn in a snow ::turm . Greg and I have bee n !h ere in a snow storm with our dogs because they enj oy the snow and we use the park all year ro und regardless of the weathe r So, thi s is a good use of open space fund s and for the s1udies needed to g:t to tha t poi nt. So , I don't sec a1 ,ythin g wro ng with usin g taxpayer money, in !his case ope n space fu nd~. for !h is 1ype of use. Ou:-co mmu :1 ity is very S(J :rit oriented and we did a littl e bi t of a COllt ana lysis for i.:rcati ng an off-leash park . As yo u know , we have talked about usi ng Bell evie w Pa rk and also using, in 1he past , Ce nte nn ia l Park and weir.now th ere is a big diffe re nce in terms of co st. At Bell ev iew Park for exa mpl e, we are estim ati ng at about $40,000.00 in cos ts plu s of ...:ourse, wh ate ve r ii 1:ike s for 1he studi es. We fee l it is reall y un obtainab le to get Ce nt enni al beca u:.e, ns yo u know. Parks and Recreati o1, has pu l a pr ice on !hat of $186,000.00 . So it seems 10 me it would be vc 1. · prudent lo use Bell ev iew Park, whic h h:1s ameniti es alread y .. it is alrcarl.y th ere, has land av ail able. It makes se nse to use it , ne t onl y fro m a taxpaye r's po int of view. bu t al so it wo uld he vt.:ry ca:,,y to set up, in co mpari so n to Cen tenni al. So. yo u know, 1here is a big cos t sav ings there and is also ve ry vrudent. If yo u amortized what the p. ·ks would cos t ove r !he next ten yea rs and includin g what En gle wood Unl ens hed as an orga nizati on c:~n brin g in to th e Ci1y through donat ions, we arc talking abo ut . not includ ing the stud ies, about $40 .000.00 over ten years is, whi ch is abo ut $4,000.00 a year ove r ten years. That is somethin g that is ve ry easi ly anainable fo r us and we ma y be ab le 10 rai se a good porti on of th ose fund s and more . Our organiza ti on ha s had o ngoi ng di sc uss ions of im posing an annua l fee for users of lhe dog par k. thu s recouping so me of th e cos ts fo r the Cit y on an annu al bas is. We arc have 501 -3C s1a1us, whic h will , and has already, helped in the two week s, I think , tha t it ha s bc.:n si nce we've had th at status . We have alrea dy secu red a S 1.5 00 .00 donat io n just in th at two week period . There is a donati on as fa r as turf fr om ACC that we ~re working o n negotiating wi th them on, fo r tu rf at lh e dog park . The othe r issue th at I wanted to add ress was the poss ibility o f a tradeo ff. We arc willing to mai nt ain th e area you de signate 10 us and also give us a sec tion of a similar area 1hat we can help you guys improve nt lh e same time ... that yo u are not all oca ting to us, but we are helpin g you to improve. I am 1101 sure if any of you arc familiar with how Denver does lh eir park syste m. They have a red. ye ll ow. green light system whe re it is posted in th e par k. If the park is in lh e green status, il means thot maintenance and clea n up is grea l. you are on lop of it, yo u are doi ng eve rything yo u need to do. Ye ll ow is brought up when you are on 1he bo rderline and the park is about to be clo sed because maintenance and wa ste is more th an it should be . And, red mean s th e park is cl osed until it is cleaned up by the people th at use it and it sta ys cl osed until it is cleaned . So we are pro posi ng th at if the City wants contro l o ver whethe r thi s pa rk stays o pen fo r was 1c concerns, th at is one way 10 address that co ncern . I just want to say th at the rr.ain contributi on th at ou r organ ization can brin g is increasing the • num ber of safe and soc ialized dogs in our co mmunity. Everyone knows that it is the socialized dog s th at don't create problem s, ii is the animal s thal are not socialized that we ha ve co nfli cts wi th . Tavis Hann a, who is ou r outreach commiu,:c ch air, ha s made some great progress with workin g with an obedien ce trainer to secu re some classes and we want to start doing that for our mem bers, starting in May I 1hink. after our next ne ws letter co mes out. So that way we can cond uct obedie nce trainin g fo r our members. wh ic h means off•leash dog obed ie nc e traini ng. I th ink th at will help improve the numb er of socializ ed and safe anim als th at we have in our communit y. And we ho pe, in the future , to get dogs trained and cert ifi ed to go lo hospices. and sc hools and hospi1al s where a dog can have a grea t impa ct on so rneonc·s d:1 y. I was lhinkin g abou t it and if every project that the Ci ty Cou ncil put fu nds toward coul d hav e a return, th at wo uld be a dea l. You know. we arc just asking fo r a chance 10 prove it. because we believe in it, we are exc it ed abo ut it and we hope yo u guys arc.
