As President of Engl ewood Unl eas hed. my term ends Jun e 30th and it has been a chall engin g year for us. but one th at has so lidifi ed a lot of relationships with a co mmon goal th at is a pla ce . the com munit y we li ve in, maki ng it better and happier . The bond th at we've shared :ia s bee n the off-lca.rh dog parks. We put aside politics and we took a visio n and now we arc on ly a few step s fr om realit y of that vi sion of an off-leash dog park at Bellev iew . There has been an inten sity along the way, as yo u all well know , but that is how creai ive people get thin gs don e. I would like to th ank Mayor Garrell fo r his di vi ne le aders hip and a gen 1lcma n th at is rea ll y never praiscd ... City Manager Gary Sea rs. He is kind of the nuts and bo lts guy ... he und ersta nd s how to impro vise and gets stuff done beh ind the sce nes . He hasn't, at least to my knowledge, openl y been prai sed, but he has been ve ry participative in this process. Tha nks to Parks and Recreati on Director Jerrell Black for his patience . He has rea ll y shared a lot of experie nce with us that we ha ve appreciated. The Assistant City Manager Mike Fla hert y has sat in a lot of meetin gs wi th us an d his patien ce was tc s1cd and we jusl sat through it and roll ed up ow shirt sleeves and we've got things done. Dave Lee of Parks and Recreation, assi sta nt to Jerrell Black, who has had a great se nse of humor whi ch we have all needed along the way. Bev Brad shaw who ha s also exp ressed vision and th e love fo r the outd oors a nd who saw our needs . Co uncil man Jim Woodward who's a visionary and a coalition bu ild er ... we have appreciated that. Ray Tomasso whose open mind is wha t makes a co mmunity grow. He actua ll y saw that this was goi ng to be a big benefi t to th e co mmunit y and we app reciate that. John Moore is al so a recreation kindred spirit and saw that dog parks arc for people as much as for th e dogs who exercise in them . Laurctt Barrentinc ... shc played the devil's advocate role better than I ever could. Yo u kno w what I would like to do is express app reciati on. It has bee n a rea l joy wo rki ng with thi s curre nt staff a nd this c urre nt Co uncil and I hope that when the board turns over that we have the same kind of relationship with the future Board and the future Council. I have enjoyed meet ing and worki ng with a lot of the staff here. I am not going to run for office ... my term ends June 30th ... so I am goi ng to step down , but I belie ve th at this is goi ng to beco me a reality and it is thanks to all the great folks that I have ment io ned here tonight. Council Member Wolosyn uid I spoke to him and because his daughter has softball on Tuesdays he wasn't going to be at any of the meetings this summer, so he deci ded to resign. Ordinances, Resolu'don and Molions (a) Approval Jf Ordinances on First Reading (i) Directo r Kahm presented a recommendation from the Publi c Works Department to adopt a bill fo r :m ordi nance vacating right-of-ways on three parcci s located within or adjacent to the Littleton/Englewood Wastewater Treatment Plant. He said approximately a ;ear ago the Ci ty was fortunate to be able to tum the Hcrbcnson lease into our ownership . We had a title commitf.1cnt done Ct that point and found that the Bi -Ci ty property itself is a series of possibly 20 or 15 different propen(cs inclul!ing th..:se three aba ndoned right-of-way s. Our ultimate goal , with the abandonment of the se ri ght-o f-ways , is te, ..:lean up the ow nership and subdivid e and re- plat that property into two pieces. The larger parcel would service the B.-Ci ty Plant and would be in joi nt- ownership with Littleton and Englewood and the remaining parcel "'01.1 ld be the Englewood Scrviccnter that, we the City, would then own. Cit y Attorney Brotzman said correct. Mayor Garrett asked if there were any other co mm ents. • • Co uncil Member Woodward sa id I am goi ng to agree with Ray and I j ust don't belie ve th at th is bill improves what • we curre ntl y have , so I will be voting no . • • • Engltwood City Council June 20, 2005 Page 7 Co uncil Member Bradshaw said I will also be voting again st this , beca use I still think th at we need to address th is issue in a more comprehensive manner and this doesn 't do it Mayor Garrett asked if there were any ot her comments . Council Member Moore said I also will be voti ng no. I am not a fan of am bigu ity, but we didn"t quite hit the mark on thi s. I'm not sure what the so luti on is, but I will vote no as we ll and hope we ca n hit a belier target in the future . Council Member Wolosyn saill ! ,...,i!J add this ... just address ing Ibi s in the last ycilr, that when I dri ve aro und lawn I keep my eyes open in a different way for hou ses and buildings that look significant and I think that at lc.ast the way it is currently written, we have the oppmtunity to have a public discussion about things thal arc valuable to the history of our community. So, I also r,ppose any change al this time . Mayor Garrett asked if there was any other di scussio n. Mayor Garren said I will be voting yes, because I think ii needs lo be clearer on what we arc trying lo do and I th ink this amendment makes it clear. I don't necessarily think ii is the best so lution, but I th in k ii is the one that at least brings clarity to a statute. Mayor Garrett asked if there was any ot her c.l isc ussi on. There was none. (c) Resol utions and Motions (i) Director Eaton presented a recommendation from the Human Resources Department to adopt a resolution to approve the Collcc1i ve Bargaining Agreement between the Englewood Employees Association and the Ci ty of Englewood fo r the years 2006 and 2007 . She said this co ntract has been duly ratified by the membership of the EEA . We talked abou t the details of the contrac! at several Executive Session, but if anybody has any questions, I wou ld be happy to answer them tonight. Mayor Garrett asked if there were any ques:io r,s for Ms . Eaton . Council Member Wolosyn said I would just like to thank yo u and the members of the Union and eve ryo ne who wo rked on thi s. It is good to have us all on the same page. Cou ncil Me mber Bradshaw sa id and I would like to go along with what Olga said and kudos to you as the bargaining unit and to us as the bargain ;ng team, plus th e EEA leadership. They know what a budget crunch we are in. they stepped up each year and I really appreciate that. Director Eaton said they :~e pretty happy about it, I believe. Director Fonda said we need these pump s installed. There is an error in the Council Communication. It is not $167,000.00. We bought it ourselves and it is around $100,000.00 so wc'n: coming up maybe $30,000 .00 short or lhe budgeted amount of $300,000.00 for lhe equipment purchase and for lhe installation . We did Ilic equipment purchase early so that the long lead time equipment could be there . This is something that is fairly critical because the load that has been put on these pumps over the years since the new addition came on is wearing them down and we don't want to have a breakdown. Shr. had co nta cted Lance Sm ith and he had given her very so lid advi ce as to how to handle the i,ituation. It took them f .ve tries to fix the hot water he ater, but they got it fixed. He said the concert serie s start s Thursda y right outside th e door to the Library .. out on the s1agc there. 2. He said I attended a seminar last Wednesda y on Fraud and ID Theft put on by Nancy Peterso n from Neighborhood Wntch . II was the ab solute best seminar regarding the subject m11tter that I have ever been to . I wou ld hi ghly reco mmend talking to Nancy about that and finding out if thal could be made available in some son of form for employees of the City . It is really a valuable seminar idea .
