The area I am spea king of is on Loga n Street from Darlmouth down 10 Fl oyd Avenue . The problem that we arc hnvi ng currently is speeding on Loga n. While I obvious ly understand and accept the fact that Logan is a collector s1reet ... 1his is wh y I chose 10 live here ... and traffic tend s to be heav y at times, howeve r, the po sted speed limit is 30. However, with the average quonlity of 10.000-11,000 ve hi cle s p:is sing through daily there is an ever pre se nt danger with vehicles speeding, which ha s already re sulted in numerou s cra shes invol ving both individu :ll s and property, many of which ha ve been seve re in nature . My own fence bears the reality of how cars can co me dangerous ly cl ose to houses due to impatien ce. speed and inattention to the stoplight. Therefore. many of the neighbors on Logan h11vc proposed four ideas to help curb the speeders, thus making Logan a safer street for those who re si de there, th ose who attend church services at Englewood Bible Church . and for those who utilize the street dai ly for commuting or otherwi se. One ... replace the 1wo-way stop sign at Log:in and Enstman with a traffic light that would remain gree n on Logan unti l a vehicle became stopped at the intersection at Eastman, thus changing the Logan light to red; and/or, two ... reduce the speed limit along Logan , from Hampden to Yale down 10 25; and/or, 1hree ... ins1all "Fines Doubled for Speeding" signs along the same stretc h of Logan Street; and/or, four ... install digital speed limit sig ns along the same stretc h similllf to the ones located at Inca and th ose at Dartmouth near University. Through two recent meetings with Mr. Ladd Vestry, Englewood Traffic Engineer, we requested a traffic speed/vehi cle quantity te st to be administered on both Logan and Dartmouth . The most recent one was comp leted back in 2000 on Logan alone . This test was implemented last week covering both Logan and Dartmouth , as reques ted . However, it was my understandi ng rrom Mr . Vo stry , that no traffic police officer wou ld be ou t during the test time monitoring traffic and unfortunately this was not the case, causi ng the test to be skewed, in my opinion . We all are very aware that if a police officer is monitoring the traffic, the speeds decrease quickl y, even go ing below the posted speed limit 10 avoid receiving a Licket. I am very frustrated that this occurred and respectfully request that another test be administered without the assistance of the Engle wood PoliC'e Department. We had been previously to ld by Commander Jeff Sanchez of the Englewood City Police that his resources were quite limited in this area, which is unfort unate, but so meone obviously found the time to monitor exa ctl y when we did not need the ir services. Any othe r time , I would be most grateful for their presence . Mr. Vestry, however, has been very diligent with our requests, nside from the speeding situation , to post "No Truck" sig·ns, a.s we ha ve had numerous gas tanker trucks and the like, driving up and down Dartmouth . Logan and ot her nearby streets daily and has also honored our request to po st alley speed limit sig ns and this traffic study test news comes as both a surpri se and a di sappoi nt me nt knowing th at we really wanted the facts and it was poss ib ly skewed at thi s poi nt. It is my hope that you consider ou r situation. our proposed so luti ons and the request to re-adminisl '..r the speed/ve hicle quantity te st seri ously; as the matter of safety involves everyone who li ves. drives and wors hips in our neighborhood . We al so wi sh to work with you, the City Council , on a mutuall y pcsi tive and benefi cia l so luti on 10 thi s dire situation . Than k yo u very mu ch. Mayor Garrett said thank you very much for coming . (b) Dan ie lle Gregory, 3 182 South Logan Street, said I am ba sically here to seco nd what Dane Stephen son just sa id . The impetus for us co min g here today was a recent accide nt on South Logan Street involving a motorc ycle and SUV. The gentleman , basically, neg leclcd the stop sign and hit the motorcycle ... the kid , a 24 year old man , lost hi s leg immediately and se veral of hi s finger s, as I understand . I am a relati vely new re sident There ha ve been seve ral incidents at th is intersec tion ... at your inte rscclion s ... pe ople have died . I know of at least one. So. basica ll y, we are propos ing four different so lutions and I wi ll reiterate them . We did get toget her and had a few neighborhood meetings. so it was a nc •hborhood co nsensus and we felt we didn 't need everyone on th e street to come down and tic you up here all nigm toni ght . All three of us have turned in the same list. I have a coupl e of comment s. I ha ve lived on Loga n Stree t, in th is residence , fo r 11 ycurs and have see n several acc idents . Most of th em were no inju ry. There was a ve ry seri ous pedestria n injury and she did pa ss away . And here very recent ly, like Danielle spoke of, a young man on a motorcycle wa s ve ry serious ly injured a nd he ha s been maimed for life. I think th e re sidents are concern ed abo ut th e snfety, of not onl y 1hc Englewood ci tizens , but everyone traveling Logan . I think it is sa fe to say !h ere arc qui te a fow peop le, even out side of Englewood, traveling on Loga n.,. Denver rcsiden1s, probabl y Littleton , some Hig hl ands Ranch and a few other small er communitie s lik e Greenwood Village , It just see ms like the traffic acciden ts are increasin g and the volume of traffic see ms to ha ve in creased in the years !hat I have li ved the re. The one th ing I wo uld like to talk abo ut here arc those digital speed limit signs . We mentioned th at on our li st and there is one already in place on Logan. I actually passed another one on my way here, over by the new apanments, and I wo uld like to say th ey arc very effec ti ve . They catch yo ur eye ... especial ly whe n yo u arc a little above the speed lim it, 1hey fl as h at yo u and it see ms like it is very effective. Wh en I drive down Logan I see the dri ve rs ahead of me all hitting their brakes and they get down to lh at 30 MPH, which is the current speed !imit. Well with that, I will let yo u get back to yo ur regular business . Again, thank yo u for hearing me toni ght . Mayor Garrett sai d th ank yo u very muc h. Mayor Garren said we appreciate the three that ha ve co me fo rward. Co unci l Member Bradshaw sai d 1 would like to respo nd to what might have happened. I think Ray and I both turned in the request. I received a call from Mrs . Merri man on that strtct and I think he did 100. Council Membe r Tomasso said I went over the ni ght of the accident and talked with them . Ms. Bradshaw sai d okay , but anyway I think we both turned in a Council Request for police pre sence and the po lice showed up at the sa me time that they were doi ng the count. So , I would say that we might have been at fa ult for the po li ce prcscn.:e there . We were trying lo be responsive to th e citizens. but I think we screwed it up. Co uncil Member Tomasso said it wa s di scussed las t week at ETAC . Th e Transponation Board was anticipating all of you showing up to hear from yo u and to di scuss your op ti ons . It was brought up, but I think it will be brought up again at ET AC, wh ich wi ll be next month on the second Thursday. A gentleman fro m the a udi ence asked if it was the seco nd Thursday of every month and Mr . Tomasso answered yes . He also asked the time of the meeting and Mr. Tom asso sai d we moved it 10 6:30 p.m. It will be up on the th ird noo r in th e Cou nci l Conference Roo m. Co uncil Member Woodwa rd said cou ld we ask Ladd to do th e stud y ove r again . wit hou t th e police pre sence? City Manager Sears sai d I know that Rick is worki ng on that. Ladd is . as I und ersta nd it . in Czechos lovakia right now vi siting some of hi s relatives and I don't know exactly when he ge ts back. I met Ladd out there and I know he is doing th e analysis, but Ri ck Kuhm wo uld res pond on that meeting ni gh! as 10 when things will ha ppe n and if one of those alternatives will be proposed in the budget , from a Capit al viewpoint , or if th ere is eno ugh ope rating money 10 proceed wit h that. Counci l Member Bradshaw sa id redo the stud y. Mayor Garrell said ye s the stud y and al so look at the accident s for th e last fi ve ye ar s. Counc1; Member Toma sso said there we re actuall y two accide nts ... the motorcycle one and th e death of the 87 year old wo man ... she wa s wa lkin g across the street and was hit. Mayor Garre n sa id the time frame would be helpful ... numbcr of accidents and th ose kind s of thin gs would be helpful. Ordinances, Resolution and Motions (a) Approval of Ordinances on First Reading There were no addi1ional i1ems submiued for approval on firSI reading. (See Agenda Item 9 -Consem Agenda.) (b) Approval of Ordinances on Second Reading There were no items submitted for approval on second reading. (c) Resolutions and Motions There were no additional resolutions or motions submitted for approval. (Sec Agenda Item 9 ~ Consent Agenda.) 12. General Discussion (a) Mayor's Choice (i) Mayor Garren said we had the question and answer portion of the Layton Gardens presentation this evening. Is it Council's desire to talk about it this evening or would you prefer to wait and put it on the Study Session to discuss? • Council Member Bradshaw said I think the people have more than met the requirements that we have asked them to and originally I w:as opposed to tbi:;, but at this point I would request that we have a resolution drafted so that w~ can send lhe letter off. • COUNCIL MEMBER BRADSHAW MOVED, AND IT WAS SECONDED, TO SEND OFF A LE'ITER. Mayor Garrett ask.eel if there was any discussion . Council Membe r Wo losy n said I would like l... ,1dd some points to the re so luti on, I mean if we are going to have all those "whereas", I think that we need lo note that there will be management, local management ... it will be locally owned . Because, l did have a problem with this . In a way I think we are just finishing so meone 's fin anci ng. I ha ve been dragging my feet and it is not really going to change who is served and I don 't know how it really helps us 10 have more unoccupied hous ing . However, how does us recommending this to the County make it better and the things that have come up ... the fact that they do a ccnain leve l of maintenance and they have on-site managcmcnt. .. J think those are my main two, bur we might want to add .. .J hope the Community Center can become an asset at least to that portion . A couple of things like that. Mayor Garren said so wh ~t I am hearing is that in the recommendat io n letter we would say that the one reason we arc supporting it is th at the re will be local management, local maintcna.ncc, local ownership, a commitment to a quality environment and those son of things. And, Ms. Wolosyn sai d, mention the Community Center. Council Member Brad shaw .. id I thin k that if we menti on 11 center on site for the residents, instead of a Co mmun ity Center. Because I think if you say Community Center that throws a whole different perception. Ms . Wolosyn sa id you arc right Bev , thank you. Council Member Barrentine said 'f won't be voling for this . From the beginning there were a few questi ons that were not answered consistently that brought some concern to me and so they contributed to making additional appearances, becauSG th ey didn't always give the same answer. They made it clear tha1 thnl area over there is already addressing the low incorm. housing population and they will be at a similar amoun t of money. The difference is that while the .:conomy may tum around, and allow those other businesses to go ahead and upgrade, they will anificially. because they arc being federally funded and specifi cally will have to limit theirs to low income Englewood City Council July 18 , 2005 Page6 housing . And, I don 't think 1h 11t is something that th at area needs . I think it already is addressing that issue in lhc community . Mayor Garren asked if there were any other comments. Council Member Brad shaw said I am going to be voting in favor of this ... when origina ll y I was against it. because the on-si te management is a good tool. Layton Garden Apartments. from the time I worked at Sinclair in the ?O's, was always , always a lroublesome propeny and I think with the on-site management it will be a belier propeny. And when we did the check on the Section 8 Housing, the neighbor hood didn 't come out to the Public Meeting. We asked them to talk to the neighborhood and I didn't sec any opposition to that enterprise goi ng in th ere . So, because of th ose reasons, I will be voti ng fo r ii. Mayor Garrett asked if there was any other discussion or comment. Council Member Tomasso said at the Publi c Hearing I also saw the residents come out an d most of the ir fears were answered. Some of the problems they are having with the people doing drugs in the current location will soon be answered by thi s on-site management. That would alleviate that problem. And si nce it is a piece uf propcny that is up for pub li c sale , we could do worse . Mayor Garrett asked if there were any other comments. Co uncil Member Woodward sai d as I had mentioned in the Study Session and as Ray has just mentioned. I believe that we could do a whole lot worse. I think, based upon the information that has been submitted and the recommendation of who these people are and even recommendations from a member of our Housing Authority, I am very supportive of what I think is going to happen there, so I will be voti ng yes . (ii) Mayor Garrett said the Ci ty has also received a proposal from Miller Weingarten Realty deali ng with the de ve lopment that has been proposed acros s the srreet. They app roached us several month s ago and after so me discussion wi lh them we now believe we have a proposa l that we wou ld like lo lake to the community. We will outline the dct.iil s of that proposal on Jul y 271h at 7 o'clock in the Commu nity Room . We will have nycrs placed in different facilities around the City . I am hoping the Eng lewood Herald will be having something this week regarding that panicular mC"~ing, so we look forward to havi ng public input as we describe what lhe proposal wm be . We are in the process of putting together a fact sheet, whi ch will be the flyer and I would suggest that we have that by tomorrow afternoon , so that document could be placed in our facilities . (b) Co unci l Members ' Choice (i) Council Member Bradshaw sai d at S1udy Session we talked about the rcsoluli on supponh,g Referendum C and Don the No vember ballot. This is a resolution supporting the Referenda C and D togethe:· known as the Co lorado Economic Recovery Plan , Thi s h. I\ temporary repeal of so me of the TABOR p~·.isions. She said is that acc urate? Council Member Wolosyn said yes it is . It is endorsed by lhe Governor. And , Mayor Garrett said, the Democratic side of the leadership of the House and th e Senate. (ii) Council Membe r Tomnsso said I wou ld like to thank Public Work s and Rick Kahm especia ll y for going above and beyond by looking al our downtown and seeing what needs to be done ... what sprucing up needs to happen for the car show and jumping on those projects . And thanks to Parks and Recreation for assisting in removing weeds and trimming up the bush es, so everything will loo k really nice for when the public arrives on Saturday. Company is coming ... we've got to loo k good. I was also curious if we could have a very small presence of maybe Community Development showing what sites arc available for business . If that could be a discussion the City Manager has with Community Development tomorrow. A really low profile presence, but maybe if they could get a CD , they could give directions to the Web site, maybe we could bring in some new businesses and make it look like we arc receptive ... we arc looking for new people. We don't necessarily need large corporations; we will deal one on one with individual businesses . City Manager Sears said I will get that to Bob first thing tomorrow morning . I am sure that Darren will be there and there will be some other people lhcre and they should be able to step right in. Is there anybody in particular that they should talk to about location to make thot happen? Co uncil Member Toma sso said I think Darren will be there . I think he is going to attend the meeting on Thursday with the merchants . I am sure that Hawthorn Botanical will let him set up in the shade right behind their place . The merchants arc re all y hoppy and arc really excited and think the City has been overly supponive . City Manager Scars said we will pass that on 10 Jcrrcll 's crew and Rick 's crew . (iii) Council Member Woodward said the Sound s of Summer thi s Thursday night will be country mu sic , so all country fan s ha ve so mething to loo k fo rward to out at th e Ci vic Center at the amphithea1cr . (iv) Coun cil Member Wolosyn : I. She sa id regarding the item about the hou se having 10 go for redempti on that wa s on the Conse nt Agenda , I'm wondering about the other two houses. Refre sh me . have they so ld or what is the statu s on the sale ? She said !hat co uld just be a Co uncil Request, beca use I would like to know. 2. She said could a copy of the Resoluti on , after the Mayor signs it, be forwarded to DRCOG . I J . We meet at 5:30 p.m . at the sa me pla ce downstairs and will go from there . Mr . Sears said Dill is the gu) that is going to be selling this up. We 've got the van sci to go .
