February 2 1, 2005 I filed a police repo rt about stolen gun s at my house at 4400 South Lincoln, exc use me , I'm a little nervous . The police 100k the report, 1hcy walked into my house and said thi s is obviously so meone that you knew . They didn 't steal anyt hin g else. I told them the guy's name. and lady th at li ved at 1h at house, We loo ked up hi s record and he has five domestic charges agai nst him, fi ve drug charges .. ,one he is spe nding six years in Arapahoe Co unt y jail for. That report was handed over to a detective . Funny, I just checked two weeks ago and my guns weren't even entered into th e Alcohol, Tobacco 2.nd Fireanns stolen guns li st Movi ng on from February 2 111 10 February 28111, I filed a harass ment charge against Mark Luker at my house for threatening me and his wife that \i ved there at the time . He was sub seq uently arrested . Three days lat er Mark Luker fo rceo his wife to change a restI•oming order in hi s name and jab me and two days late r she filed a false repo rt against me and I was arrested at 7 o'clock in the mornin g on a Frida y in Englewood . They told me I coul dn't be seen in front of a judge until Monday because th e docke t was full. So, I was hdd on a no-bond hold for three days. Wh en I got out that day, I came right here an d I checked Friday on th at court docke1 , there were four pre-trial hearings s.::hedule<,. There was no way in hell th at yo u couldn't get me in. That is because 1he Ci ty Auorney is in bed wit h Divi sio n Chief Thomas Vandcrmce. Three days after 1 got out of jail I filed a th.-ft report with Di\'i sio n Chi ~·f Vandermcc and he sai d he would inve stigate my \_.miturc that was stolen o ut of my house, whi ch I brought in , .. ..:eiprs and credit card receipts in my name . On the police report he claimed he talked to "A's. Luker and she claimed to have recc ipl s. I don'I think a roo kie out of the academy would take a theft report over lne phone. It was o nl y a matter of discrediting Ri ch Raymond who jabbed the Engiewood Police Dcpilrtment. April 11 111 Mark Luker went to trial ... while he is on extensive prob ati on out of Arapahoe Cou nt y ... f awaiting se\'en yea r sente nci ng on 10 ounce s of meth :unphetaminc wh ich he had manufa ctured wi h his kids . 1 he Cit y Attorney gave that guy a de fe rred arrest and threw hi s case out. I got pissed and ca lled his probation office,. The probation office r ca ll ed th e City Attorney's office and th ey li ed about th e date on Mr . Luker"s co urt dale . They jerked me off for thr ee months , 1 gave Dugan Coopc. or wha 1e ve r hi s name is, I'm sorry I dr,n't rem ember and I am sorry that I'm upset, I gave him four individual people th at testified that she told :he m that she lied to !he po lice abou t me tind he refused to in ve stigate iL .. well the case was dismissed la st wee k. This is disgusting . I looked at the 18th Judicia l Circuit 1hi s week and I am filing fo r th em to do an int ernal inve sti gation anJ I am dema nding this Coun cil do an in terna l inve stigation . The las t 1hin g on Richard Raymond's reco rd was a DWAI 24 years ago ... l was a 22 ye1 r old nitwit kid . I don'l break the law and I don't appreciate being trea 1ed lik e that. Counci l Member Wolosyn said I would li ke to add that on lhc face of it, I think it is a good use of the Open Space Funds in t11J l it will reac h a good scgmcnr. of our po pulati on. Council Member Bradshaw said the other thing is, I would cnco urn gc us to really serious ly loo k at li ghting, because that is a very dark 11rca and I think it would provide an opponunity for better use of that fo cilit y. (iii) Director Olson presenled a recommendation from the Safety Servic es Departm ent to adl.lp l a bill for an ord inance approving a Me morandum of Understanding with the Co lorad o Bureau of Investigations regarding the Violent Criminal Apprehensi on Program. He said I am goi ng to be here for Commande r Byron Wicks who put this program togethe r and has submitted the informatio n. EsscntiaJly, we nrcjust asking for approval of a Mc m randum of Understanding with CBI so that we can reinstitute the ViCAP Program, which is the Violent Crimi nal Apprehensi on Program wh ic h we have used in the past, but this time the program has br.en kind of redone and now we arc going through CBI as opposed to the FB I. We have two peop le trained on thi s already and it allows us to coll ect data , collate it , an alyze it re garding really vi olent, serial offenders and we think it is an c 1.ccllcnt program . There is no cost to it. Th ey sa id all it takes is this signed Memorandum of Understanding and we arc ;eady to go . Mayor Garrett asked if 1here were any que stion s fo r Direclor Ol son . He said when we receive the Open Space Funding, one of the keys in pan of the Open Space Funding, especially with the grant applications , is to sho w a plan that you have in place as to how you plan on using that money . Currently. there is the Plane River Plan that is already in place and the City has a Comprehensive Plan . This Park Ma ster Plan will review the existing facilities that we have here in Englewood and it will do a needs :1.Sscssmcn t through out the community, it will do a survey, it will coordinate with the Parks and Recreati on Co mmission, with various user groups of our facilities such as the Englewood Soccer Association and the Englewood Youth Spons Association . It will map all of lhc data. II will make a final reco mmend ati on to staff and the Parks and Recreati on Commissi on which will bring it to Ci ty Council As part of that , there will be al least te n diffe;cnt drawin g co ncepts put together or redesign or desi gn of new fa cilitie s that we will bring forward. We feel that thi s will help us in the lo ng 1erms similar to wha1 the 1997 Parks and Recreation Fac ilities Plan did which kind of led the way with 'he renovati on of the Recreati on Ce nter, the Malley Cc nler and th e building o f Pirates Cove. We think, that with the coordinatio n of1hc 01her plans tha1 are in place, thi s will guide us for 1he next 10 to 15 years. Mayor Garrett asked if 1here were ony que stions for Director Black. Ingle rea ll y researched us hea vi ly and we have been working wi th Logis tic Sy stems back and fonh • for month s now and fin all y ha ve co me up with an agreement that meets the sta ndards th at we require here in • Engle wood for co ntracts , especially on these technology related type iss ues.
