have h:1d moms as young as 18 in the shel1er . The one thin g is 1ha 110 co me int o th e she lt er yo u have 10 be a
wo man and yo u ha ve 10 h:i.•e child re n. So eve ryo ne who comes inl o th e Hou se of Hope is a fami ly. The
s1a1i stic s give yo u a so n of broa d ran ge of who we see, bu 1 I wanted to te ll yo u a co upl e of storie s about so me of
the wo men who have co me th ro ugh the House of Hope . and a linl e bi t abo ut what we try to ge t Lh em to do while
the y are the re. T hi s wo man we wi ll ca ll Bett y. She had been homele ss since June of 2003 and she had co me out
of a very seve re domestic viole nce si1u u1ion. Her hu sb and had lit erally kept her loc ked in an apartm ent fo r abou t
two yea rs, not all owi ng her to go out unless he went out with her . That wa s bad enough. bu t she had two
children, her old es t wa s in 5th grade and doin g rea ll y. ac tua ll y prett y well co nsid ering every thing el se go in g on.
li er yo unges t was three years old . She was 90% blind , she was un ab le 10 wa lk or talk and hnd a seve re hea rin g
imp airme nt. She couldn't even take her dau ght er out 10 th e hos pital or doc tor wi thout her hu sband
acco mpa nyi ng her . He wo uldn 't all ow it. She fin all y was able 10 get out an J ge t 10 the police . She go t a
restraining order and ended up filin g fo r di vo rce . That is when she en ded up co min g into !h e House of Hope.
Her you nges t daughter didn 't have a wheelc hai r, so she used a stroll er and ba sicall y carried her up stairs to ge t
her in and out. Her old es t daughter he lped a lot to try 10 take care of he r. Bell y had an 8th grade educat ion. She
rea ll y didn't have any job skills beca use, agai n. she had sort of bee n not all owed to work . We helped her find
daycare fo r her three year old so she co uld work. We started ~elping her loo k for housing nnd helped her go
bac k to get her GED . Thi s way she co uld ge t a hi gh sc hoo l cUt 1ca tion and she wouldn't be in the situati on where
she co uld onl y kc work th at so meone withou1 a hi gh sc h 1 ,1;:grec needed . And . he sa id , an interes1ing thing
hap pened . At the sa me ti me , we had a private donor come tr,,. ·e Hf')USC of Hope who wa nled to do so mething
for one of the wo men here . He said I want to spo nso r may!,i-.. ,me kind of sc holarship program. We said what
we need is at Family Tre e we ha ve ano1 hcr progra m wher,• -· , an give case management to women for two
years in apartment s and he lp them fin d jobs, kee p things go 1r,c, beca use th e reaso n pe ople end up back homele ss
is not just because the y lose a job. but because they don't have th e skill s to manage a bud&!"'. to take care of kid s.
to get to work on ti me ... ull th ose kind of thin gs . Belly was one of those who didn 't have those skill s. So we
1hough1 18 month s 10 2 years wi th a case man ager would be grea t, but we co uldn't find subsidized housi ng . Th is
private indi vi dual fr om the comm un ity said, I will pay her re nt for th e nex t two years. as long as she wi ll agree to
come in yo ur program. She has now been in our housing progr:.m fo1 fo ur mont hs. She is ~o ing gre lll on her
GED program . Her olde s1 is in sc hool and her younges t is in a speci :!lizcd da y care fN kids with her kind of
di sabi liti es . It is a grea t e~ample, I 1hink , of so meo ne in th e pri va te sec tor who has some means to step up and
hel p somebody . Not just give them a hand out , but hel p them so tha t they ca n become se lf-s Ui·fi cie nt. In 18
month s hi s su bs idy ends . By th en we are expecti ng her to have her GE D nnd hope fu ll y so me job skills so she
cnn get a job and an apart men t on her ow n. An ot..,er wo man who recentl y carne through wn s Sa ll y. Sh e has
bee n homele ss fo r abo u1 three yea rs. She came 0 1 1 of anoth er domest ic violence situati on, but she t,ad a
different iss ue in th at she was add ic1cd 10 mc1hamph ctamine s. Wh at got her 10 s1op her mcth use , wa s, she fo und
out she was pregn:m t. So she went into trea tment and slopped using mcth . When she came to the House of
Hope she wa s recommended by one of th e tre atmeo1t p·ovidcrs. She came in to th e House of Ho pe, had her baby
while she was a1 the Mouse of Hope . co ntinued go ing to dru g treatm ent out side . co ntinued gn in g to NA
me etings . She was so me one wh o had grown up in the Englewood are a. she had go ne to Engl ewood sc hools and
her famil y lrnd bee n in th is area . She had an I I th grad e edu ca ti on. so it didn't take much for us to help her ge t a
GED . By th e tim e she lcfl th e House of Hope she had fou nd sub sidi zed housin g and was empl oyed, and had
fo und day ca re for hi:r baby who had just be en bo rn . She is still off meth . It is a da il y ba nli: for her and wi J: be
fo r a long tim e. She is goin g 10 he r mee tings . She is still in dru g trea tment and she keeps in touch wi th us. The
re aso n women end up in the House of Hope is not j ust bcc.-a usc th ey don'! hil \'C money, or jus t becau se 1hey don't
have a job, There are a lot of different issue s. So me of the wo men don't make it throug h our progra m, bccam,e
ii is :m inl ensivc program and if you do:1 't work. we ask you to lea \C. We have a \i sl of wome n who wa nt to ge t
in th ere an d do something. You ca n be 1herc 90 d.1 ys and we will dru g tr ;t on site . It someo ne wanls to come in
and use drugs. th ey arc not gn in g to !!lay at th e I-l ouse '!I f Mo pe, but if 1hey do w :in1 tc m:1 kc so me changes in th eir
life, we will give th em the opportunity and our Slaff is great at 11. I think it is a wo nJerful thin g 1hat Eng lewood
ha s helped us so mu ch with thi s. Aga in . I 1hink so mc11 nes we think the home less ::wne from oth er areas .
Currently . about 60% of our cli ent i-co me from thi s area of Arapah oe Co unt y. They h:?ve lots of probl ems and I
think our staff is rea ll y doing a good job. The Ci ty's sup port h:i s been tcr ri fi c ... fr om the Police Department to
th e Fire Depart mcnt who ~ .J mes out on our burn t toast and thing s, so th ank yo u ve ry mm:h.

have a transfer stati on fo r th eir ga rbage in Douglas Coun ty, whatsoeve r. They are all in Arapahoe Cou nt y ... th e
only two in th e so u1h area. One of them happe ns 10 be ri ght dow n off of Sa nta Fe. They arc co mplaining abo ut
th e ve rmin and di sease that spread s within a live -mile radiu s of that tran sfer station, plu s the lrafli c. Now I think
if th ey a.re so proud of their fast growi ng cou nt y th ey ought 10 rak e care of their own ga rbage . That is my
com pl ai nl. I think Englewood ought to talk to them abo ut it . or ta lk to so me body. becau se we don't need th e
traffic jam down on Sania Fe , whic h yo u know there is.

(b) Anne Purkey said I go 10 Eng lewood High Sc hoo l. I !lfTl here tonight to ask the Council if they
would be willing to give me a donati on. because thi s summer I am looking to auend the National Stude nt
Leadership Conferenc.e in Washington, D.C. I think the ,-kills I co uld acq uire there would rea ll y hel p out my
class and so me of the stude nt government classes in Cnglcwood . I am curren tly clas s president and have been in
student gove rnm ent for both yea rs of high sc hoo l .. .I am a sop homore . I thi nk that this conference would really
help me learn leaders hip skills that I could bring back to th e community, so I could help our stud ent s become
more in volved . It feels that a lot of times. the students at the high sc hool don 't take much interest in politics and
whatnot. I think that if I could come back with new infonnation about politi cs and all or these kinds of thi ngs. it
wo uld reall y help the communit y. The total cos t of the trip is SI ,8 95 .00. l have just been trying to get as many
different donations as I can and I reall y hope that yo u can help me o ut. Thank you.

with AlM National.case , in the amou!lt of $416,400.00. He said we are here 10 present a long term lease
agreement for over-the-road tractors that are in our beneficial use program . They haul the trailers that lake the
bio-sol id s. otherwise know n as slud ee , from the Treatment Plant out to ou r wheat fields. It is a five year lease
and it is repl acing the lease that we have had in place wi th Ryder for quite some tim e. We negoti ated n new
lease through the bidding process and recommend approval.
