Invocation The invocation was given by Council Member Barrentine. 3. Pltdae of Alltpnct The Pledge of Allegisnce was led by Mayor Garrett. 4. I just wanted to let the Council know that 1 have really enjoyed my past ten and a half years on the Liquor Board. I am going to mi ss my interaction with the City, the business owners and the citizens. Techni cally, I am st ill a homeowner in Englewood . My last date will be the June 2nd meeting , but if the Council needs me to stay on until yo u find a suitab le replacement. I am more than happ y to do that. Thank you . We have a trail er th at is kind of just for fun a nd we have one that is not c urrentl y sto red on our property. ii is up at Eleve n Mil e, but occas ionally we bring it down 10 c lean it up or if we arc goi ng so me place ot her than Eleven Mile . And if we bring that stuff in, we wou ld be in violation. In ordcr10 not be in vio lati on. we have to have it full y enclosed ... we have to have 1hcse things fully enclo sed . I have a question . We know yo u ca n put up a six foot fen ce, but yo u have to get a Vllfiancc to pu t up a fen ce taller th :in th at. The trailer is taller th an that. It goes up tu abo ut the leve l of the garage. So . in order for me or anybod y else in the City th11t ma y have th ese trailers, do we have to go in fr ont of thi s Co un cil or Code Enfo rcement and requ est a varia nce? Or docs everybody in E ngl ewood who has a trailer, have to request a varia nc e in order to enclose their yard and hide th ei r trail er from whoever ha s deci ded tha1 trai lers arc a nu isa nce to the public? I mean, my yard is ncal and everyt hing is tagged except fo r thi s o ne ca r. In orde1 to ge t the car tagged, we ha ve to pay $300 .00 a year to get insurance, because yo u can't get tags without in surance. So. if I have to get a car tagged that I don't use, it is goin g to cost me $300.00 a year. We have been driv ing arou nd 1own and not icin g how many peo ple ha ve cars 1ha1 arc under tarps, because that was requ ired in th e previ ous code. That was okay before and now it is not okay . Peop le who have the off.road ve hicle s, the trai lers that arc storing th ei r molorcycl cs. their A TV's, and their snowmobilcs ... th is is going to cos t th ese peop le a fonunc. A nd . I think thi s room is go ing to be consi derabl y fu ller in the future wh en they stan giving o ut citations two weeks from now, wi th the peo ple who are being ci ted for having covered vehicles, which was legal and now it is no longe r le ga l. Peo ple with trailers ha ve to put up a fence all the way around 1heir yard. Putting up a fence is expensive. !I is going to cost $1,500.00 to $4,000.00 depending on how big your yard is. That is a hell of a burden for some of these people in Englewood. You know a lot of peop le live here because it is not Highlands Ranc h. We don't want to live wi th a bunch of people telling us wh at to do and how to iivc and what we arc alloi.. ult,. have in our yards . I understand keeping things neat and clea n. I have no problem wit h that. I undt:rstand !t i~ :t safety hazard if so meone has weeds or !rash in their yard and I have no problem wi th th at. I think that is wrong . l think it is putting a huge burden on th e citizens of Englewood, and I am sure there a1 .! ,, lot of1h em tn "t cannot afford 1hat. And. yo u are asking them 10 give up , basically, their right to pursue ha ppi ness a: app ines s is going ou t and having a bl ast in the hill s on the week ends. So, I th ink , the Co un ci l ser iously need s to 1akc into co nsideration what !hey have j ust pUI into place here. Like I sai d, I ha ve a feeling yo u arc go in g to ha \'C .. i,c ll of a lot more peo pl e here in the future com pl aini ng abo ul this, because a ppare ntl y this we nt into effec t April 15th . It was de livered to our house on April 30th and accordi ng to Code Enforce ment, lh ey are goi ng to s1art handin g out ci tali o ns in two weeks . RegularA1eoda Council Members Barrentine, Moore , Bradshaw, Garret~ Wolosyn , Yurchick , Tomasso None (a) Approval of Ordinances on First Reading (i) Housing Fil'lancc Speciali st Grim.men presented a rccommenda1io n from the Community Development Department to adopt a bill for an ordiOJnce authorizing an Intcrgovcmmcntal Agreement with Arapahoe Community College/Arapahoe -Douglas Career and Technical School to build a single family residence at 2377 West Wes ley Avenue . She said this is next year's Student Build Program that should be underway, probab ly: in August. This is the continuation of a project that we have been doing fo r two consec u1ive years and hopefully we 'll be able to co ntinue on for at least a couple m,re years beyond this one. This will be on a newly created lot near Zuni and West Wesley Avenue. So, she sa id , I ask Council 's approval of the ordinance so lhat we ma y get under way wilh next years Buil d. Milyor Garrett ask ed if there were any ques tions. Council Member Bradshaw Silid it is a great program. It rea ll y helps kids build a hou ~e. Tl ey design it , lhey build it , they sell it and they get Hi gh School credit fo r it. It is .11 ph enomen al program and we arc hono red to be in volved with it. She sa id we do have the Open House, for the one we built thi s year , or. The Co lor-ado Preservati on has a co ntractor. They ha ve not exhausted their grant mo ney yet . but they will soo n. Tt.ey found a number of additional problems with the fou nda tion that th ey had nm anticipated, but in the next severa l ·v :eks 1hey will be in need of securing the loan to co mpl ete the re habi litati on. That rehabilitati on will include stabili zati on oflhe foundati on, exterior rehnbi!itati on including new doors and wind ows. a new roof, interior mechanical sys1ems and a rough finish . There will also be fund s remaining that a third-pany buyer. which has ye t to be identified , will be ab le to utilize for interi or fini shes. II is still likel y that that third-pany buyer will have 10 spend additional money for interior finis hes , but there will be an allowance that remains available out of that $197 ,000.00 for the third-pany pu rc hl\SCr to utilize for the interior finish . FJaheny said we have recouped our costs with the combination of the insurance proceeds from the water damage and the $60,000 .00 that were received in the • purchase . They are taking a look at that and will be comi ng back. (b) City Manager Scars said I am involved with the Rotary Ex1..hange Group with an East Africa n group of young professionals ... attomeys, doctors, World Ban k ... and they are goi ng to be visiting the City on the 11 th to talk to different departments .
