Give n 1ha1 , we want to make sure th at we do thi s in a th oughtfu l and timely process and se t th.at in pl ace befo re we start the thirt y day cloc k. The program was rece ived ve ry well and it was made per manent . On 1he 15th of September or 2003, Co un cil Memt.ie r Ga rrett slated th at th e off-lea sh dog park po licy was aclUa ll y conver ted from a pi lot program to a permanen t program . A Ta sk Force was initialed a11he e nd nf 111s1 yea r. The char ge was to identify a for mal dog pa rk and on January 2th of thi s ye::.r th ey had their initial mee ti ng . They huve been wor king 1oward :1 •·,;lu tio n fo r the la st six months and. as yo u ,ai d May er. th ey are expected lo ha ve a fo rmal recommenda ti on at !heir nex t me eti ng on the 29 1n. On the 141 h of April a petition was subm ill cd to 1he Parks und Rccrea1ion Co mmi ss ion. The pc1i1iun req uested th tn Ja so n Pa rk be removed fro m 1hc no-le:ish luw a nd that petiti on did s1.11e re asons for th e request. Fiflee n individua ls signed that petition however, only ni ne househ old s were represe nt ed . I fo und that Co un cil also suppo rted a lot of 1hcse ideas and philosophie s. I think we ca n't do a win/lose. I th ink we hnvc to do a win/win in our comm unit y. I think 11 compromi se can be reached. th at is wh y I 1h ink we nll need 10 work together. I do like the prospect of compromi se. And, I st ill think 1ha1 peopl e need 10 learn 10 co-h::ib i1a1 pe ac efully . I think that it is important for us 10 prc~e rve public parks for all of 1hc publi c. 1101 j ust people with chi ldren , not j ust peo ple with dogs a nd that we have 10 learn to work together on th is . 1 hope that bo th enl ill cs ca n co me together and work toward a pos iti ve outcome . The Denver Post , on May 20lll of th is year, r.:tuall y ide:1titicd that in Jefferso n Co unty 45 .9 percent of 1he peo ple owned dogs ... Adams Cour 'y 45 pcrcen1. .. Boulde1 40.6 percent. .. Doug las Cou nty 38.5 percent and the Ci1y and County of Denver 3 ~ .8 percent. And where do we fall in tha1 ~~re in En glewood'! Arapahoe County is at 52 .8 percent. I have so me reco mmendations for Council I 1hink are tryiug lo achieve thi s win/win situati on. All ow the Task Force 10 co ntinue with their effons and formalize their recom mendati on to identify a park dcdic::ited 10 off-leash dog ar •iviti cs. Maintain Jason Park as a multi-use park thlll includes off-leas h dog privi le ges and institute specific restriction s 1ha1 address the concerns of those who directl y bound the park. Adctress any issues th a1 arc bro ught fonh on the ot her three off-leash dog parks on a casc- by -case basis and develop a park -spec ifi c plan, if necessary . Then institu te an Englewood dog lice nse to help off-set the appli cable costs associated with any of those park specific plan s. And lastly. institute a Dog Park Associa ti on or a non-profit 50 1 (C)(3) 1hat wou ld be staffed by vo lunteers to the communit y thal cou ld he lp yo u address so me of these issues . It is hard to ex plain ir yo u haven'! been 1hcre wi 1h an an im a l, the socia lizatio n process !hat take s pln l.'.e, b ut I co nsider lots of these fo lks in the audience th at I have seen nt th e park, my friend s. We soc ialize a nd we have barbecues. One o f the things th at the dog park does for th e community is it reall y makes neighbors of the peo pl e . It really makes neighbors. You will find that people go o ut or their way, becau se they met someone at th e dog park . It is j ust kind of a uni que ex perience . I think th at is what this community is a ll about. II is a ni ce. nei ghborly co mmunity . I lik e the size . I like tu be ab le to ge t to know eve rybody. I think th nt the co mmunit y would benefit grea!ly if th ey wou ld co nsider maintaining some sort of dog park status co nve nic.n t lo the communit y. J think th at th ey \\U U!d benefit if th ey opened up th e o ptio n of a 50l (C)(3) where 1he y would have a communil y part ne rship th at wo ul d all ow private donations. One of 1he things th e 50 l (C)(3) did wa s we also worked wi th the city in requiring li censing for th e a nimals within the city . And . that was a huge revenue generator. It did nOl create a drain on th e city . A not her thing th at the dog parks did , and yo u are pro babl y aware of thi s, was it reduced va ndali sm a nd graffiti and da mage to all of the park facilities, because of just extre me use. I understand where the City has responsib iliti es fo r the grass and for all th e ,,:he r multi-users in the park, but I wou ld like to think that th e re is a significant port io n or the community with a nimal s that reall y don 't ha ve a nother place to exercise th ei r dogs, bccau ~e or th e lot limi lati on a nd ir yo u arc a renter yo u don't even have a house of yo ur own, yo u arc in a n apartm e nt. The dog parks, where yo u are able IO take your dog off-leash and exercise a dog, goes a ver)' l 1g way . That is really all the co mments I wa nted to bring 10 yo u toni ght. There was applause. I just wam 10 s1ar1 off by saying thank yo u fo r the Study Session at th e ~ginning. That left me with a feeling of ho pe. wit h a feelin g of fa ith. with a feeling of genuine re spect fo r whal yo u people are doing here. It is th e first time th at I have trul y seen a reciprocation fr om the Counc il in terms of hearing the suggestions th at have bee n brought 10 1hc rn ble ... hearing our feelings o n th e iss ue. It is 1he firsl time I ha ve see n a real proacti ve approach to this iss ue. at large. I ha ve se e n it fr om individuals o n s pecifi c occasions, but as a whole fr om the entire Co uncil , thi s is the first lime I feel tha1 thi s iss ue is movin g forward townrd a solutio n and not rearward toward a n ult imatum . Definitely, I appreciate everything you fo lks have done up to th is point. I prepared what I wanted to sa y tonight much more than previously. I ha ve had 10 strike mos t or it o ul, considering the meeting before this. The foci 1ha1 th at park was cl osed so imm ed iately and th ose suggest io ns just va ni shed ... reall y kind of made my hea rt sink. The day tha1 Ba res Logan Park closed I we nt to Jaso n Park and fo r the firsl time in a year I had oth er dogs to p lay with. I had 30 dogs to pla y wi1h . I wem home to my wife that night and said . !hat 's it . we're done , it is going to go too. And slowly th e issues have started po pping up and all th ose iss ues are symptoms o f over pop ulati o n. sy mpt oms o r over use. It is true with peo ple . It is true wit !· a nimals. Yo u get too man y in o ne confined space a nd it doesn't go as smooth as if yo u have fewer numbers. I reall y. ho nes tl y 1hink that the Bates Logan iss ue is ver y specifi c. in th e sense th at ii is so close 10 the Denver bo rd e r. I wish Denver wo uld figure o ut a way to put an off-leas h facilil y on the ir so uth border. Harvard Gulch Park is gigantic. I ca n't see why they co uldn 't figure o ut how 10 pu l something small, eve n an enclosure in 1herc a nd thut w uld help 10 all e viat e the stra in on our northern border. T o be ho nest. mo st o f the people who we re comin g 10 Ja sr · Park for the past six mo nth s have been Denver visi tors. It has tapered off a bit. since 1hey o pened th eir park s. So 1.1e situati o n is getting better. But agai n, I did feel th at what ha ppened with Bates Logan ... ii wa s not as proactive a solutio n as a lot of us were looki ng fo r. And that is where I think . a 101 or thi s has started to become ve ry emotio na l and very stressful fo r bo th si des or thi s iss ue. I defi nitel y think that what it essentiall y acco mpli shed was shifting the sy mpmm s o r th e problem ... not addressi ng the problem but shifting the sy mptoms of the proble m, ou1 u f sight/ou1 of mind unt il lhey po pped up again. It was esse nt ia ll y lik e eq uating something to sweep ing it under the rug . You ca n o nl y do it so lo ng until the lump ge ts bigger under th e ru g. In so me instan ces th e sprinklers say here there is a big pine tree here and 1herc is a shadow effe ct behi nd 1he pi ne tree where the water does n'l get to. So I would like to sub mit that. The Broadway Plan is just a refinement of so me or the more generic goa ls of 1he Comprehensi ve Pl an, but focused on !he things we co uld do on Broadway over the next five to 1en years.
