But , she sa id, our exci1in g proj ect is our Dala Horse project. The Dala Horse is a symbo l of Sweden and it is a toy th at is used by children in Swede n and it repre sents 1hc cult ure there. We haven proj ect that we are coo rd inatin g with fo ur Rotary Clu bs. II started as a joint projec t with Rotary a:: ... and thi s is th e emb arrass in g part ... Colorad o is one of the wo rst sta tes in the United States in term s of immuni zat io n rates fo r children. So th e Rotary, be cause of their hi story of trying to stamp out po li o and loo k. at im mu ni za ti ons. has pannercd with us and we wi ll be doin g a combined project wit h fo ur Rotary Clu bs : the Engle wood Rotarv. th e Denver Tech Rotary. the Littl eton Rotary and the Un iversity Hill s Rotary. Oth er spon sors are th e Swed ish Auxili ar)', Swedi sh Hos pital , AMR. Rural Metro, Craig Hos pital , th e Engl ewood Arts Commi ss ion and th e Health On e Allianc e. Our program is 10 ha ve two clinic s a month bet ween now and next June and wc arc goin g to be handin g yo u info rm atio n on thi s, so you will know the dates th at they will be in our co mmuni ty. Those clini cs, hopefu ll y, will be th e beg innin g of a proj ec t th at will continue into the future . Hopefull y, th is will make a dent in th e immuni zati on rate fo r our co mmunit y, fo r our part of Colorad o. We are going to J o th at by se lling Dala Horses and they will be different size s and they will be painted . You will sec them around the co mmunit y in th e ne xt year and it is an excell ent program and we hope we will have sponsors in 2006, 2007, 2008, 2009 ... so it continu es and we reduce th at nati onal po siti on th at we hold of bein g the v.-o rst state in the uni on in term s of the immunizat io n rate. Al so , my Market ing Direct or wanted me to tell • you that there will be a "Shot s for Tots" banner over Broadway in September , so don't be surpri sed when you see • th at. It will have the Data Horse on it . We hove "Sh ots for Tots" pins for Co uncil . Finally . we have Swedi sh costumes we had made that we will be wearin g to all of our events over the next 12 month s. Ms . White passed out to eac h Council member a pin that the y will be selling in the co mmun ity 10 help promote the program. Council thanked Ms . White . Our miss ion as a non-pro fit is that we arc dedi cated to publi c education for off-leash dog rec reation through si te pl annin g, park maintenance, assistance and fund rai sin g. We have crea ted a scvc-n person board from the neighborhood and we believe it represents the co mmunit y sp irit. I did bring a packe t fo r eac h Council member or our Artic les ortncorpo rati on and Bylaws. They were given to Council. We fo rmed this gro up so we could be an advoca te for what we believe th e City , the ;ommunity and all the dog owners hope to have through the ir parks . We be li eve that we can ass ist the City and the neighborhood ... Engl ewood ... in co ming to an agree men t th rough grass roo ts ad voc acy and pub li c fo rum s. We believe that we ca n presen t soluti ons, so the communi ty will not feel sligh1ed by areas 1h th ey don't really foci co mfo nable goi ng to. We also believe th at we can suppl eme nt th e rity through rund ra isin g ab ili ties awl vo lu nteer efforts lu maintain the dog parks . We know we have deficit years, with bud ge t stresses , :md we belie ve that as users we are also responsibl e for payin g and volu nteerin g to be able to use the se pa rks. We hnvc ia lked about membership due s. If you were n member yo u wo uld co ntribu1e so mething like $15.00, but we haven't settl ed on the amount. That is al so contingc nl on whether there will be a permit for usin g these park s or a dog lice nsing . We do n't wa nt to estab lish dues. if you are goi ng to go ahead and add an extra fee 10 th at. Or ma ybe we will adju st that. But we ha ve talked about that. Also, we ha ve alread y raised about S 1.000.00 in th e past three or four weeks. We have spe nt some of th31 for the fo rmation of our non-profit and oth er thing s. Also, we ha ve made: a list of corpora te sµmsors th at we believe may be in1ercs1ed in donating . There are se veral ways that corporal ions co uld spon sor us ... th ro ugh in -kind donations or straig ht charitab le donations. I ha ve done a lot of re sea rch of web sit es and there are a lot of organiza tio ns out th ere th at receive in-kind dona1 ions such as fenci ng, garbage cans, poop pi ck-up bags , dispensers, turf supp lies, lools such as rakes .. ,differen1 things that we cou ld use to maintain the parks ourselves . Also, there is the whole other aspec t of app lying for grants. Now that we are a non-profit org anizati on, we can fil e for grants and ge t mo ne y as a non-pr ofit organizati on and Wllrk in conjuncti on wi th local go vernme nt to create th ese fun ds. Next , we have th ought about fund rai sing . We are trying to ge l together a dog wa lk to occur on 1hc same day as t.he dog da ys, which will be held at Cent ennial Park and we are hoping to ra ise fund s that way . Anothe r thing wo uld be T-s hins. People could alwa ys show th eir support by weari ng T-shirt s. Another idea was to do some "in memoriam" plaque s. Ma ybe if we have a forma l off-lea sh park. there could be a wall or n sign on fence where peop le could donate S 15 .00 or $20 .00 10 have "in memoria m" fo r the ir dog or anol her pct th at th ey los t and had cared fo r. The Inst area that we ta lked about was adm ini ste ring lice nses and pe rmit s. We could be your ven ue for doing that. I know thal the Task Force disc ussed that 1here is. 1 believe . a fee co ll ecti on person here thnt docs other type s of lice nsin g and th at th ey cou ld do so me coll ccli on, but in terms of monitori ng permits. enforci ng pcm1it s ... we arc the dog users a nd we could be doing 1ha1. Las tl y, I wa nted to ta lk about the aspect of volunteers. Th ere arc a IOI of us out here . You ha ve seen us in the audi ence for the pa st two years. We all really enj oy go ing 10 the dog parks and we all wa nt 10 co ntrit -ute. We alread y have a gro up of people who go out re lentlessly and do park cl ean-up at 1he exi stin g park s. But, on top of th :n we arc tr yi ng to build a bigge r volu nteer base to prov id e mainten ance ... for repair , cl ean-up fo r 1he off-leash area s. as we ll as se lf-en fo rc ement. So the se nrc a few of the proposals we have co me up wi lh . in just 1wo wee ks . So ju st im agi ne what we can do if we all work together. Thank you. There wa s app lau se. I wo uld like 10 se t up visi tation wi th th e schools, so 1hat kindergarten 1hrough , prob ab ly, the fourth or fifth grad e, the chi ldren would have the oppo rtuni1y 10 meet dogs in a co ntroll ed sett ing and learn how 10 beha ve aro und th em. Wh en we iak c th e dog s to th e park s, th e ki ds often grav it ate toward th e dogs. Wh en 1hc parent s are .i .-"rc th ey nrc usually tellin g the. kid s to ask fir st, touch th em behi nd thei r head, don't go strai ght up 10 th ei r face . I've tak en my dogs 10 my sislcr's Sh ow and Te ll before and it is a grea1 expe ri ence fo r kid s. Th ey learn an incredibl e amount of sa fet y in fo rmation that I think is crucial fo r 1hem to become a re gul ar rccrcatin nal user of th e pa rk s and jus1 be out in publi c where do gs arc goin g ICl be . So thal is one area where I wo uld h1,pc to <l nnalc my time and cffor1 s 10 1t-e communit y. Th e other area is in dog therap y wor k, coordin alcd wi1h Swe·Ji~h Mcdk al Center. Or,c of my fri end s wo rk s th ere and he said it is a preny good idea . I have ta lked wit h qu 'tc a fe w people abo ut the proces s of gell ing a dog li cen sed and certified to do that and I ha ve found th at it is very well regulat ed. And I know 1h at th ere arc onl y certain dogs that are good candidates. There is an important Chamber Golf Tournament that the three of us will be attending Wednesday morning. . .... Mayor Garrett said there has been some discussion that maybe, when we interview Council applicants in a cou ple of weeks, there should be at least some standard questions ... that all the candidates would answer . City Attorney's Report (a) City Attorney Brotzman said we have a proposed settlement with South Santa Fe Part ners, LLC. This was the road and gate lhat went to the police impound lot. At some point, that gate was actually locked anc! the entrance was used the other way . However, it probably can be used as an alternate or an emergency route onto Santa Fe for the Bi-City construction that we discussed earlier. So we arc proposing two Quit Claim Deeds to settle lhe title matter for this property . Mayor Garrett asked if there were any que stions for City Attorney Brotzman . There were none.
