Staff reco mmends that City Counci l approve the proposed Eng lewood Es tates Planned Unit Development. The City
Co unci l th is eve ning must look at, review and determ ine if the PUD meets the requiremen ts fo r the PUD Di strict
Plan fo r the PUD Site Plan . Please note that the PUD process is th e rezoning of the si te and estab li she zo ning and
development criteria speci fic to the given parcel. The Di st ri ct Plan estab lishes reg ul atio ns for the PUD and the Sit e
Plan establi shes 1hc desig n requirements. Th e ap pl ica nt has submiued all the required docu ments and the proposa l

Mike Duggan , 5984 South Iola Way , Englewood, 80111, sai d it is my great pleasure to stand be'o:e you and present
the plan for Englewood Estates ... the City's newe st subdivi sion. First of all I gues s I should say, I don't ha ve ne ar as
much to say as Anth ony did , but t am going to try to give you guys a couple of qui ck highlights. The pl an before
yo u is the c ulminntion of three years of hard wo rk on the pan of our development team, the City staff and the
CC'mm un ity. It has bee n a team effon that hAs required countless meetings. new ideas and the willingness to see a
piece of vaca nt land from a new perspective . Englewood Estates is a subdivi sion consis ting of SC\'C'n homes, like
An thvny sai d, wilh an average lot size of 5,784 square feet. The homes arc accessed by a priv ate road way known as
West Qui ,tc y Circle . There will be a minimum of 1200 square fee t per home and a minimum two car garages giving
all th ose homes a total of four off-street spaces per home . At this point, I would like to just open up the hearing fo r

Ma yo r Garrett asked if th ere were any questio ns for the app li cant at this tim e.
Mayor Garrett said I have a question with respec t to lhc road which was not built to City standards . I take it you will
be funding that thro ugh th e Homeowne rs As sociation dues. As roads are fairly expensive to mai ntain , what kind of
ass urance do we have that the roads will be taken care of? What are yo ur expectations as 10 what you wi ll be ha vi ng
to collect?
Mr . Duggan said we have not se t an exact doll ar fi gure on what is goi ng to t-e co ll ected . Pan of th nt is go ing to be
through the co nstru cti on process ... where we know what :he initial cos ts are and the n we are goi ng tn do so me
estimati ng on repair ros·s in five and ten year inc rements. Then at that poin t, th at is when th e dues will t,,: set for
the homeow ners.
Mayor Garrett said one of the ot her questi ons I received , was that someone was questioning the ,,cnsi ty leve l. I
mean, when yo u look at R-1-C the minimum is 6.000 and over half of the se lots do not meet th ~., minim um. so wha t
makes yo u think lh at th e densit )' here is not too grea t?
Mr. Du gga n snid basicall y ou r lots arc, on average. the sa me a~ u:os t any oth er 101 except th at the avero.gc is goi ng to
be 9.3 fe et shorter in the rea r yard . So, our whole goa l when we sta rted was 10 try and fit .. ,obvio usly as a
dev eloper ... th e mos t we could into the parcel that made se nse. We ori gi nally were closer to that 6,000 square fee t,
but when we sta rted mak in g chan ge s to the Plan for ad diti onal parking spaces, fo r sha red parking, snow storage and
wideni ng th e road fo r Safe ty Services and so me of the 01hcr thi ng s we did, we ended up having t(' shrink th ose lots
down to meet different co nstr uc1i on guideli nes . We lhink that th ere is s1ill a need fo r thi s type of co nstruction in th e
Cit y of Eng lewood ... newe r housing th at is go in g to be great for families . while still being affordable in th e City.

th e sa me size or cri1 cri a of desig n. so we ca n't hardl y get a vu lu ati on on our properti es. Almos t eve ry house there is
a ranch sty le ... either raised ranch on a base ment or a ranch si ning le ve l 10 the grou nd on a ba seme nt . Now those
houses we re originally i,roposed to us in the $139,000.00 10 $189,000.00 category, whic h is what mosl of the houses
se ll fo r in this neighbo rhood. In fact, two houses have sol d in 1he last year, aflcr bei ng on the marke t fo r a minimum
of six month s and 1hcy sold fo r in the neighbo rhood of S 189,0CXJ .00. The house a ;ross the street from me ... and yo u
all know <;tevc Neye r. I be lie ve ... he j us 1 so ld 1hat house. Thal house went up originall y for $33 0,000.00 ... it has just
so ld fo r I've been to ld ... fo r in the neig hborhood of around $230 ,000.00 and it is about th e size th ey arc t:'.lking
abo ut in th e last mee ting I was at, whi ch was a two story fo ur bedroom house . Now , that ho use sold fo r
$230,000.00. They could nol get it any hjg hcr than that. I loo ked in th e neighborhood and there are no houses as
big as what ha s been pres ented 10 me . The 22 foot tall house that was original ly prese ntcd ... wc went out with our
neighbo rs and we all measured and fou nd out if we go upstairs in our houses 1hat W t' ..:a n just barely sec ove r those
and sec the mount ai ns. If yo u put a 32 foo t tall house up , we won't be ab le to st"-;. any mounl ai ns. We won't be ab le
10 see anything except houses and all of us bought there specifically because we had a view. My biggest co nc ern is
not th at though . My bi gt,es t conce rn is if yo u pul up a house thi s big , it is going to have a hard time selling.
espec iall y in the S259 ,0I.X).00 to $289 ,0CK}.00 range . That is abo ut the figure yo u were talking abo ut , the category,
beca use nothing in our neig hborhood is tha t expe nsive. So, they are go ing to end up se lling for maybe $239 ,000 .UO
and deprec iate all the rest of us down more . So , we arc goi ng to ha ve a hard time se lling o urs . Plu s. hal f of the se
houses ... or several of these houses ... arc goi ng to bun up aga inst a car l01. a car repair shop, li ght indu st ry and
stora ge . How many people want to spend a quart er of a mill io n dollars fo r a house that butts up on light industry ? I
don't think th is has been co mpletely tho ught out as 10 how these arc going to be marketed and di sposed of. I know
of other houses that are $3 0,CXX>.00 more than the houses surround ing th em , over in Sheridan. th at ha ve sat fo r three
year s and not so ld . So, I think we need to rethin k how big th ese ho uses need to be and how tall and stay withi n the
confines of the res t of th e neighborhood. before yo u devalue o ur houses and put u;, a bunch of houses th at arc 100
expe nsive to sel l. I just th ink this needs 10 all be th ought abo ut and I don't think it has been ad dressed or loo ked at
100 closely, beca use as I said , it has take n six months or longer to se ll a house in our neig hbo rh ood lately . We arc at
the bottom of the hill . lt is honer down there . So ... we arcn·1 as desi rabl e. I don 't thi nk, as some 01hc r pans of
Engl ewood. On top or ihe hill, at my Mom"s house, it is coo l, but I have to run my ai r co nditi onin g. All of these
things are going to ha ve to be loo ked at in that dcvelopm en1 , befo re ii is co mple1c ly okaye d and authori zed. Thal is
what I've go l to say . Other th an th at, I think it is a gre at ide a. I wo uld love to see it de veloped, but I think it needs
to be devel oped with in the confi nes of what is already therc ... in 1he rest of th e co mmunit y. Thank yo u.

Engh.wood Municipal Code, amending the Greater Metro Telecommunications Consortium Customer Service
Standards. I am here fn'":"~t to seek Cou ncil's support for a bill for an ordi nance that revi ses and updates the
curre nt Customer Ser . .andards for cable televi sio n operators. The curre nt cable TV customer service standards
were origina ll y dcvclopeu by the Greater Metro Te lecommunications Consortium and they were adopted in 1994 by
the Eng lewood City Council. They were adopted to ensure quality customer se rvi ce for cable subscribers
throughout the Metro area . Ove r tl1e past year or so, a ,committee of the GMTC has been meeting lo upd att" and
revise these standards . The committee is lead by th e·'• d:TC lega l counsel. Ken Fe llman. The revisions that we are
talking abou t tonight . recog nize rorrent technology a1 ., .iddresses custome r priva cy concerns. The language has
been upd ated, :leaned up and c:arifir.d to match statutory definitions and 10 match our cable franchi st agreement.

revisions , but I wo uld be happy to answer any additional questions that you may ha ve.

being paid. it is about $50.00 a year on average . That pays fo r about a foot and a half of concrete, so it wi ll take a

percent ran ge . So fo r case of administrntion ... and there have been legal prob lems in collecting on bonds a nd lcners
of credit and so forth .. the slaff rccommended to the Wat er and Sewer Board and th cr\Va lcr and Sewer Board is
reco mm end ing that we simpl y establish the hotel sewe r tap nuc at 75% of the standard tap . That would be if it had a
100 rooms, it wc,uld be the same as 75 equivalent residential units.

Council Mem ber Barrentine said wouldn't the financial impact be th at you would collect more money ?
Mr . Fonda sai d I think we would probably collect about the sa me , but we would have a lot less expense in collecting
it. If we stayed with 100%, we would collect a little less than that, bu t J don't think it wo uld ha ve any material
impact on the Sewer Fund . Ms . Barrentine said okay. Mr. Fonda sajd ,t ...-~ ·.vent for the full 100%, we would
collect more money, but at 75% it won't have an impact on the Sewer J l.i nd . We will collect less , but reali st ically

a program . Herc is 1hc flyer on it, wi1h my notes all ove r it. But what it means , money wise, would be S20,000 .00
to the Malley Center and $5 ,000 .00 to the Engicwood Recreati on Center to help people offset fee s. We just mi ssed
it IBS t year a nd then thi s year Joe S11ck said we got it. We hav e 1he new fitne ss eq uipment . so the add iti ons arc
paying off.

like Council's permission to do that, with anvone who would like to participate. Get two of their Board members
and two of our Council members, if we can, and try to iron out the difficulties . There arc so me things that we need
to talk aboUI, as far as parking and signagc, to help us park over there. Staffs aren 't arg uing ... it is just that their
perspectives arc different.
Mayor Garrett asked is there a Council member who would like to participa te in that discussion .
Counci l Member Wr"l losyn ~aid I was wondering about the Mayor participating, as he lives in District 4.
Council Member Bradshaw said yCS, if he has time.
Cou nci l Member Barrentine said I would be happy to participate in that too . If you want to share it, I would be more
than happy to learn a little bit more about what is goi ng on with that.
So, Cou ncil Member Bradshaw sai d. if that is all right, I think that's what we will do . I just wanted Council's
permission to do that.
13. City Manager's Report
(a) City Manager Sears sai d I just wanted to mention that Chris mentioned to me, before this meeting,
that there arc some police activities O\'cr on Sherman Street Also, normally I don 't make notice of appointments,
bu t there are a couple of critical appointme nts that Chri s has made that I think Council should be aware of. I think
they are excellent appointments and I would just :isk Chris to speak about thi s for a co upl e of seconds.
Director Olson sa id thank you. As Co uncil is aware , Safety Services has been undergoing some significant
personnel changes, especially ir. the last six months . A lot of people have been leaving, but a lol of new peop le ha ve
been coming on board . I have also had several retirement s, whi ch have all owed me 10 make some upward mobility
appointments in the organi za tion , especia lly in the Police Division . As you arc probab ly aware, Lieutenant John
Colli ns has been appointed to the positio n of Commander in charge of the Patrol Division and he will have the
Traffic Unit under him, as we ll as Neighborhood Services. And, to fill his position, we conducted a very tough
se lection process, which was very dirticuh because I ha ve a great group of sergeant candidat C's. I am quile proud to
say that I have exceeded the expeclation s, for most sergeants in the metropo litan area, by mak ing sure they have
their Bachelor degrees and have gone through extensive post graduate education as wel l. But out of that gro up I
made a det ermination to appoi nt Sergeant Jeff Sanchez 10 the positio n of Lieutenant. He wi ll be in charge of
Neighborhood Services, so there is going to be a fair ly smooth transition 10 what we have been doing, at least over
the past two years. His posi tio n is effec tive today . Lieutenan t Coll ins' was effective last week, wi th the retirement
of Co mmander Steve Knoll . So we arc moving ahead . Luckil y, with the Ci ty Manager's pennission, I was able to
fill these posit io ns with a relatively low budget adjustmen t. In addition to that , there have been other people who
have left , but we have not fi lled their posi ti on. But I thought it wa s critical th at you knew about that today . You ca n
expect to have two very competent peop le handli ng Code Enfor -:ment and all those services that are related 10 that.
There will be anothe r sergeant moved into Jeff Sanchez' position and we haven 't determined who th at is going 10 be
yet. They are drawi ng straws right now to see who wants to take that responsibility on. We will make sure that we
get a compelc nt team that is goi ng to be working to reso lve a lot of these issues that we ha ve discu ssed in the past,
so ... wi th th at, thank you.
