whole operation. Just 10 give yo u a bri ef overview of th e Champions hip , we will be on TV tor four days l 11 NBC
and ESPN. \Ve expect more th an J00.000 visit ors to Co lorado. We have 2.500 vo lunteers, whi ch arc cu rrentl y
sig ned up and being trained as we speak, 156 players. which are the best amateurs and profossionals from aro und the
wo rl d playi ng for a $3 milli on purse. There arc 500 media lh at come along with th is eve nt, as well as 1 num ber of
spec tat ors. caddies . and vendo rs, all of which we will welc ome wi th open arms 10 our great Stale. We vf 1he
U.S.G.A . do ow· best 10 promote a family almosp here al our cvenls. Our ticket prices arc very affordab le. and in
ad dit io n to th at , we allow any ch ildren or juniors ... 17 and unde r ... to be admitted free throughou t the week wi th a
ti cke ted ad ul t. We are trying to create a fami ly atmosphere at our Championship. As yo u might assume, the
economic impac l of this evcnl is quite substan tial. We believe th at we will bring more than $25 milli on to the Slntc
of Co lorado nnd I think it is inlcres tiug to no1c that Cherry Hills Village , which is where we arc located , probably
will not sec most of that since they do not have any busine sses within their bou nd aries, so we feel that En glewood
wHI benefit fro171 all of our visi tors . With regard 10 the direct impac t on Englewood, I did have a m~tin& awhi le ago
wit h your City Manager and your Direc tor of Public Works . We arc current ly C\'a luating several parki ng areas,
including the Denver Tech Ce nt er. We need to find parking for not on ly our publi c spectators, but also our VrP's ,
volunteers, our Club members and Club staff, wh ich will inc lude a fairly complicated busi ng pl an due to the fact that
th ere arc no rc.t1l large open areas remaining in this vicinity. Part of that phm does incl ude the use of Clarkson as a
return back. to the Denver Tech Ce nter. The real reason thnt I am here today is that I wanted ro ask the City Council
to gran! us a spec ial cxemp 1ion to adve rt ise the Cha mp ionship through your Broadway banner li•:'.'alio n and our best
case &etnnrio would be to have that ba nner promotin g from May I w through Ju,1e 26111• 2005 . I am aware of your
Pira.tt!S Cove and yo ur summer concert series promotions and wou!d be willi ng to work with you to switc h out at
•hose times. But I would really apprecia te Eng lewood getting behind this eve nt, since it is such a benefit and a grea1
we nt for yourselves and al: of yo ur residents. He asked if there were any questi ons.

you to consider .

approving recei vi ng money from th e DRCOG TIP Funds ... Transportatio n Improveme nt Program Funds ... for the
funding of the Englewood Circulator Shuule . These fund s are in lhc amounl of S662,000.00 for a three year
period ... 2004 through 2006 . They actually can be expended outside of 2006 . Since we arc gelling started later in
lhe year they act uall y will go thro ugh 2007 . It is JUSt the amount th at is limited , rath er th an the time frame lhat is

limited . The funds will actual ly cover 80% of the operating cosL'i for the shuttle . RTD will contribute 10% over •
three year~ and the City an additional 10% over three years. I did li st all the operat ional stati stics of the shuttle. If
you would like me to go into that I can, if not they are preuy straightforward. Thi s bill wi ll actu ally need to be
approved by RTD, after our approval.

Department to approve by moti on a contract with Laidlaw Transit Services, Inc ., for operatio n of th e Circulator
Shuttle, in the amount of $207,538 .00 She sai d the process for the se lection of Laidlaw is lnid o ut in your memo .
We went through an RFP process . 'Ve ac tuall y went through interviews . Two of the proposals actually met the
requirements under both fin ancial requirements and the rcm ninder of the RFP. We concluded that, because of the
budget and because of the remainder of the items in the RFP, that the preferred vendor is Laidlaw . They ha ve
extensive experience in circulator shuttlc ... fixcd route shuttles and were very willing to work with the City. We arc
looking forward to a three year agreement with them with, of course , approval after the first and seco nd years, if the
terms of the contract are met. If there ore any questions , I woul d be happy to address them .

(i) Mayor Garrett sai d I wo uld like to mention that David Taylor is moving and will be
moving out of the City Center propcny next door. I think he is moving so uthwest, if I'm nut mi staker '-ut he is
movi ng away from City Center. We arc in negotiati on through EEF, and then we will seek Council's approval . of
an exit agreement with Da vid Taylor that is hopefu ll y beneficial to Mr. Taylor, as well as to the City of Englewood .
That is in process as we speak.

(a) Ci ty Manager Scars said I just wa nted 10 say thanks to the staff, because whi le 1hey have been
doing all these thing s, they are putting together the budget and the budget is a gargantuan task . We are ready or very
cl ose to a Preliminary Budget. We arc loo kin g forward to presenting the budget to Council in the next three weeks,
wi th a nu mber of alternatives. Th ere has been a lot of hara wo rk by all of the staff to put toget her our plan 10
present to you fo r th is next year.
