Call to Order ENGLEWOOD CITY COUNCIL ENGLEWOOD, ARAPAHOE COUNTY , COLORADO Reg ular Session October 18, 2004 The regular meeting of the Englewood City Cou ncil was ca ll ed to order by Ma yor Garre n at 7:3 5 p.m. 2. Invocation The invocation was given by Council Member Barrentin e. 3. Pledge or Allegiance Cub Seo ul Pack #172 prescn1ed the Colors and led lhe Pledge of Allegiance. Cu b Scout Lender Tim Sulli van said if I co uld take just a moment of yo ur time, I wou ld like to th ank City Council. This is probably my last time to do this . We have been doi ng this for the past five years . We want to thank Co unci l, Mr. Sears and his Slaff, especi ally Mr. Black , Mr . Ol son, Mr . Fonda ... lhe people who ha ve allowed lhesc boys 10 participate in this community, to learn what it is to help this community out. Without yo ur help, they never wo uld have been able to achieve so me of the things that they have . So the way this Pack says thank you is with the pa ck yell . Our story goes back to 1989, at which time th e un insured in Eng lewood :111d suburban Denver faced incredible barriers and a communi ty grou p came together out o f the loca l hea lt h depar1mcnt , so me local educatio n institu ti o ns nnd the loca l co mmuniti es. 10 say, let's sec if we can crea tt' a network 1hat ser ves the uninsured in sub urban Denver . Tho ugh medical se rvi ces are about 75% of what we do here in the co mmunity of Englew ood, we also offe r de nt al se rvices. targeti ng pregntllll wom en, di abetics, the chro ni ca ll y mentall y ill and children. J-h:re in Englewood we also have a specia l progra m largeting wo men and fa milies where the infant is al risk of death ... infa nl mortalily . And, looking inlo 1he com mun it y nnd id entifying th usc issues and th ose circu mstances where we co uld pair up our case managers and so me of o ur staff to work wit h lhcsc fam il ies. And indeed. we are proud to report that for our po pulation. th e infant mortality rnle is ze ro, compared 10 a communit y rate of seven., .so aga in a great success here in Eng lewood. W e are also pruu d of the hea lth educatio n programs 1hat we brin g, th e vo lun lccr program s th at we have . We have an arran ge ment wit h South Suburban Recreation Cenler at the Eng lewood facili ty to do a wa lking program for our clienls and ac tu ally for the commun it y at large. Anybody is wr!l co mc to come down and, of co urse, there are great incentives and reward s fo r participating in our program . All of th is is to say thal we are very co mmitled 10 th e Ci1 y of Eng lewood and this yea r we are cc lebra 1ing a great adva nce ment. We have been very succe ss ful in bringing in • close 10 11 million dollars in resource s into the comm unit y 10 build a new fac ilit y and sta ff it wi 1h two ph ysic ian s, a nurse prac1i1i one r and a ph ys ician 's assista nt The rece nt physician that we j ust hired , Or. Kathy O'Nei l, specia li zes in hi gh risk obs 1ctrics. We have built our relati onships wi th 1he local ho spital s and are startin g 10 bui ld relali onships wit h the loca l pri va te ph ysicia 11s as we ll . In our estima tion th ere are 10,000 people in Eng lewood who co ul d benefi t from our services. Wit h th e add i1 io n of th e new build ing and the new slaff. we esti mate th at we wi ll be ab le to serve abou 1 6,000-7 .000 of 1hose indi vidua ls ... thoug h no1 mccling all of the need s. ce rtain ly mee ting a great dea l of th e needs. He said th is is a bi ll for an ordi nance authori zing $3,075,CXX).OO in GO bo nd s for various Wate r Fund ProjeclS . And while thi s is a GO bo nd which pledge s !h e full faith and credit of the Ci ty, it is expected that the reve nu es fr om the Wat er Fund will pay th e entire debt serv ice . The bonds are goi ng to be is sued thi s yea r and cl osed thi s year to take advantage of low interest rates and bank qualifications . I am here to answer any qt!cs tions on thi s. Mayor Garrett sa id what is the authori za ti on fo r being ub le to iss ue lh esc bo nd s? Mr. Gryglcwicz said back in 1997 the Ci ty went ou t for autho ri zati on on 15 .l mil lion dollars of a.uthori za 1ion and didn "t use it because we used th e Sta ie funding at that time . And, th e authorization fr om the voters sta yed in effect , and that has bee n co nfirmed by our bond counsel. so we a.re using thi s GO au thorizati on 10 lowe r th e cost of issuance and the int ere st rate on th ese. So , it is a significant advan tage to iss ue GO's. Mayor Garre tt sa id what is the current Genera l Obligati on debt of the City? Mr . Gryg lewicz sa id I would have 10 look it up , but the only ones we have out sta ndin g right now arc the one s we did fo r the Recreation Project and it is about 12 milli on. He said the City's debt ce iling is 3% of actua l va lue, so thi s is signifi ca ntly under that. Co uncil Member Wolosy n sa id it came up in th e Waler Board mee tin g that thi s sort of use of bondi ng does not affect our ceiling . Mr. Fonda said ii doesn't affect the overall ce ilin g. Mr . Gryglewicz sai d right . it is signifi ca nt because, as l sR id, it is 3% of actua l va lu e which I have n't ca lculated , but it is probab ly 80 milli on plus and we have about 12 milli on out standing from the Recreation Project s of a couple of yea.rs ago. We did an ana lys is or thi s and it was reviewed by Black & Vea tch Co nsultin g Engin eers to ac tuall y de termin e the amount or revenue that we needed to mee t ou r bo nd coverage requi rements from a prev ious loan a nd to maintain th ese. With that, th e recomme ndati on came in 1ha1 we would do 15% effec tive Janu ary I. 2005 in lieu or the prev ious ly pas se d 6% increase.
